CWTBH - Kathryn Grant about Elections Office\" src=\"https:\/\/i.ytimg.com\/vi\/QhFJcQF9Wss\/hqdefault.jpg\"><\/a><\/p>\n<p style=\"font-style:normal\">\n<a href=\"https:\/\/youtu.be\/QhFJcQF9Wss\">Video.<\/a>\n<\/p>\n<p>\nDue to <a href=\"https:\/\/legiscan.com\/GA\/bill\/SB202\/2021\">GA SB 202<\/a>,<br \/>\nshe wanted to know who is the governing authority<br \/>\nof the Lowndes County Board of Elections,<br \/>\nand $346,000 last year was granted to that Board.<br \/>\nShe wanted to see line item of how that money was spent.<\/p>\n<p>\nCounty Chairman Bill Slaughter asked County Manager Paige Dukes to answer.<br \/>\nShe said that the Board of Elections is appointed by the Grand Jury,<br \/>\nand that Board then hires staff.<br \/>\nThe Lowndes County Commission and staff approve funding, but that&#8217;s all.<br \/>\nBoE answers to the Secretary of State &#8220;from a regulatory standpoint&#8221;<br \/>\nand then again to the Grand Jury for appointment or reappointment of board members.<\/p>\n<p>\nMs. Grant wanted to know if the Supervisor of Elections was also appointed<br \/>\nby the Grand Jury.<br \/>\nAnswer: No, the Supervisor is hired by the BoE.<\/p>\n<p>\nQ: When does the Grand Jury meet?<br \/>\nA: That information comes from the Clerk of Superior Court&#8217;s office, Ms. Beth Greene.<\/p>\n<p>\nMs. Grant said it was her understanding that every year one BoE seat is up,<br \/>\nit must be advertised, and applications accepted, to be viewed by the Grand Jury.<br \/>\nA: Every bit of that is managed by the District Attorney&#8217;s office, as well as<br \/>\nthe Clerk of Superior Court.<br \/>\nBoth them are elected by voters.<\/p>\n<p>\nMs. Grant said she&#8217;d been asking about that $346,000 for some time.<br \/>\nSpecifically, the Supervisor of Elections directed her to the County Manager.<br \/>\nA: County Manager said she could provide what BoE asked to be funded for last yer, which mostly went to personnel costs due to the number of elections last year.<br \/>\nMuch of that for poll workers, many of whom get trained but don&#8217;t show up, so more have to be trained.<br \/>\nSurprisingly, the County Manager did not ask for an open records request;<br \/>\nshe even said she did not need another request, she would just forward the information.<\/p>\n<p>\nQ: How many counties in Georgia select their Board of Elections by Grand Jury?<br \/>\nA: She defered to the County Attorney, but her understanding was that a state statute requires that.<\/p>\n<p>\nMs. Grant said she had the same understanding, but there were slight differences in each county.<\/p>\n<p>\nThe County Chairman said he didn&#8217;t know about the other counties,<br \/>\nbut he was certain that she could go onto those counties&#8217; websites and get that information.\n<\/p>\n<li>\n<a name=\"Adjournment\" href=\"#Adjournment\"><br \/>\n11.
