Resolution in Opposition to a proposed strip mine near the Okefenokee Swamp,<\/a>\r\nopposing the proposed Twin Pines Minerals (TPM) strip mine or any others within ten miles of the Swamp,\r\nasking the U.S. Army Corps of Engineers to reverse its abdication of oversight,\r\nasking GA-EPD for a moratorium on all mining permits until effects are settled of the recent court overruling of 2020 Clean Water Act changes,\r\nas well as to reject the TPM permits, or at least to review those applications as thoroughly as the Army Corps would, and\r\nasking the Georgia legislature to prevent such strip mines near the Swamp or any blackwater rivers in the Suwannee River Basin.<!--more-->\r\n\r\n\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Movie: 3.f. (22M)<\/a>\r\n<\/p>\r\n<p>\r\nSeveral items were contentious, including as an up to 180-day\r\n<a href=\"#Resolution-for-a-Moratorium-on-renaming-of-City-of-Valdosta-streets\">\r\nMoratorium on renaming of City of Valdosta streets,<\/a>\r\nwhich Council Eric Howard opposed as unnecessary, and he wondered why it only was proposed after the recent renaming of Forrest Street to Barack Obama Boulevard.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Council 4, Eric G. (WWALS); and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, Twin Pines Minerals LLC (TPM), of Birmingham, Alabama,\r\nproposes to strip mine for titanium dioxide on Trail Ridge which is\r\nwithin three miles of the Okefenokee Swamp and they have no\r\nexperience in titanium mining, and;\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, TPM proposes to use drag lines, which is a method never\r\nused for such mines on Trail Ridge in Georgia or Florida, and TPM\r\nhas not met the burden of proof in demonstrating that such a mine\r\nwould not contaminate the Okefenokee Swamp or the Floridan Aquifer,\r\nor possibly even lower the water level in the Swamp or the Aquifer;\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, lowering the water level in the Okefenokee Swamp would\r\nreduce the areas that can be reached by boat both in the Swamp and\r\non the Suwannee River, and it would increase fire risk in and around\r\nthe Swamp causing a direct health hazard to communities and citizens\r\nnearby;\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, strip mining, which is very likely to disturb and\r\ndistribute mercury previously deposited through the air from Coal\r\nPower Plants in Georgia, will cause harmful toxicity to wildlife and\r\nhumans if it gets into the Swamp and the Suwannee River; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, TPM is still under a Florida Consent Order for a range of\r\ninfractions at Chemours mine sites in north Florida, including\r\nletting wastewater escape, not doing required water quality testing,\r\nand not doing required reporting; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, the Georgia Environmental Protection Division (GA-EPD) has\r\nfive permit applications from TPM related to the proposed mine, for\r\nwhich the GA-EPD is attempting to do the kind of extensive review\r\nthat the Army Corps usually does; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>, the current TPM permit applications are for a demonstration\r\nsite, yet they own hundreds more acres they plan to mine ever-closer\r\nto the Okefenokee Swamp, as the U.S. Fish and Wildlife Service wrote\r\nin 2019.\r\n<\/p>\r\n<p>\r\n<strong>\r\nTHEREFORE, BE IT RESOLVED<\/strong> \r\nthat the Valdosta Mayor and Council:\r\n<\/p>\r\n<ol>\r\n<li> Oppose the Twin Pines Minerals LLC (TPM) strip mine near the\r\nOkefenokee Swamp, as well as any other strip mine permit\r\napplications within ten miles of the Swamp.\r\n<li> Request the U.S. Army Corps of Engineers to reverse their\r\ndecision to abandon oversight of the mine site, and to resume permit\r\nreview including preparation of a full Area-Wide Environmental\r\nImpact Statement with public hearings, public comment, and\r\nindependent third-party review.\r\n<li> Request the Georgia Environmental Protection Division to\r\nimplement a moratorium on all mining permits until the legal\r\nramifications become clear of the District Court overruling of the\r\n2020 Clean Water Act changes.\r\n<li> Request the Georgia Environmental Protection Division to reject\r\nthe TPM permit applications.\r\n<li> Request that if the Georgia Environmental Protection Division\r\nwill not reject the permits, that it should thoroughly review them\r\nto at least the same degree and extent as a thorough U.S. Army Corps\r\nof Engineers Area-Wide Environmental Impact Statement with public\r\nhearings, public comment, and independent thirdparty review.\r\n<li> Request the Georgia legislature to pass appropriate legislation\r\nto prevent such strip mines in the future, whether near the\r\nOkefenokee Swamp or near any of the blackwater rivers in the\r\nSuwannee River Basin in Georgia, including the Suwannee, Alapaha,\r\nAlapahoochee, Willacoochee, Withlacoochee, and Little Rivers.\r\n<\/ol>\r\n<p>\r\n<strong> PASSED\r\nAND ADOPTED BY THE MAYOR AND COUNCIL OF VALDOSTA, GEORGIA,<\/strong> this the\r\n___ day of November, 2021.\r\n<p>\r\nCITY OF VALDOSTA, GEORGIA\r\n<\/p>\r\n<br><hr><br>\r\n<p>\r\nScott James Matheson\r\n<br>\r\nMayor\r\n<p>\r\n Attest:\r\n<\/p>\r\n<br><hr><br>\r\n<p>\r\nTeresa S.
