Adoption of Unincorporated Fire Millage<\/a>.\r\nClay Griner thought it was something they could improve as they go along.\r\n<p>\r\nNone of them mentioned that the fire millage applies to personal property\r\nas well as to real estate (land).\r\nAt least one of the Commissioners was unaware of this,\r\nand, since none of them ever seem to have mentioned it to the public,\r\nI&#8217;d bet the public is unaware unless they carefully examined their property tax statements.\r\nApplying that fire millage also to personal property is apparently how they kept it as low as they announced in the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2021\/09\/millage-rate-hearing-w-new-fire-millage-lcc-2021-08-24.html\">\r\nmillage rate hearing<\/a>.\r\nNevermind such a personal property millage falls heaviest on companies\r\nwith the most personal property, which would likely be Packaging Corporation of America (PCA), commonly known as the paper mill at Clyattville.\r\nIt&#8217;s not clear that companies with much personal property are the most in need of new fire services.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a title=\"Hightower Road, Fire Millage, Mud Swamp Road, Commissioner Comments\" name=\"M:Hightower-Road-Fire-Millage-Mud-Swamp-Road-Commissioner-Comments\" href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-08-24--lcc-regular\/many.html\"><img decoding=\"async\" border=0 src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-08-24--lcc-regular\/many.jpg\"  alt=\"[Hightower Road, Fire Millage, Mud Swamp Road, Commissioner Comments]\"><\/a>\r\n<br><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2021-08-24--lcc-regular\/many.html\">Hightower Road, Fire Millage, Mud Swamp Road, Commissioner Comments<\/a>\r\n<\/p>\r\n<p>\r\nThe County&#8217;s support of unincorporated growth\r\napparently includes building next to wetlands, or in areas\r\nthe Army Corps of Engineers recently declared not to be wetlands,\r\nsince that had\r\n<a href=\"#Reports-County-Manager\">\r\njust been discussed<\/a>\r\nby County Manager Paige Dukes and the Chairman.\r\n<p>\r\nI have an idea!\r\nHow about build only close in to existing services, instead of\r\nsprawling farther out, where no taxes will ever pay enough for sending\r\nschool buses, Sheriff, and Fire.\r\nSee this report the County commissioned:\r\n<a href=\"http:\/\/loco.quarterman.org\/docs\/Lowndes-Report-Final.pdf\">\r\nThe Local Government Fiscal Impacts of Land Use in Lowndes County: Revenue and Expenditure Streams by Land Use Category<\/a>, Jeffrey H. Adjournment\" src=\"https:\/\/i.ytimg.com\/vi\/8yAUoVaPc-Y\/hqdefault.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"https:\/\/youtu.be\/8yAUoVaPc-Y\">Video.<\/a>\r\nA Mr. John McMullen was on the list for Citizens Wishing to Be Heard,\r\nbut had already left.\r\nNone of the four Citizens signed up to speak about Mud Swamp Road\r\nstill wanted to speak, except one.\r\nHe gave his name before he got to the microphone,\r\nbut he lives on Swamp Edge Drive.\r\nHe thanked the Commissioners &#8220;100%&#8221;.\r\nHis question was about the local residents&#8217; work including on beaver dams,\r\nwhich they are clearing every few days,\r\nand work they had done on building up the road.\r\nHe wondered when the county would be out to do something.\r\n<p style=\"font-style:normal\">\r\nThe County Manager said they had to wait for the Commission to act.\r\nNow they will schedule staff to go out and start planning.\r\nBut residents still need to sign the quitclaim deeds.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nCommissioner Scottie Orenstein said he knew Fire Chief Guyton pretty well,\r\nand he thought interim Chief Ashley Tye and new Chief Green would agree that previous model would not be sustainable,\r\nand the new Fire Department path is better.\r\nIncluding Danny Weeks and 911, and the Sheriff&#8217;s office.\r\n<p style=\"font-style:normal\">\r\nThe Chairman called it &#8220;a historical moment.&#8221;\r\nHe thinks the Census results will surprise everyone with how the unincorporated\r\nparts of the county are growing.\r\nHe thinks that means they have to be prepared.\r\nAnd the fire discussion had gone on for five years.\r\nEconomic development, expanded fire and rescue service, citizens in growing unincorporated areas.\r\n<p style=\"font-style:normal\">\r\nCommissioner Mark Wisenbaker said,\r\n&#8220;I think we don&#8217;t ever need to forget about the taxpayer.\r\nAnd those people who this tax puts a hardship on.\r\nAnd there are many out there it&#8217;s going to put a hardship on.\r\nEspecially people who have land with no structure on it.\r\nWho have vegetable farms.\r\nEtc.
