\r\nThe Deep South Solid Waste Authority (DSSWA) in some vague sense\r\noversees the landfill in Lowndes County.\r\nAs near as I can tell, it mostly disburses grants to its member counties and cities,\r\nderived from fees on the private landfill operator.\r\n
