REZ-2021-12 US 84\/I-75 Industrial Park - PD amendment for solar\" src=\"https:\/\/i.ytimg.com\/vi\/ZX2d4M5Z05U\/hqdefault.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"https:\/\/youtu.be\/ZX2d4M5Z05U\">Video.<\/a>\r\nThe Planning Commission recommended approval 9:0 for this item,\r\non the basis of solar panels as an essential public service.\r\nNobody spoke against.\r\n<p style=\"font-style:normal\">\r\nAttorney Jack Langdale spoke for, noting the applicant had considered various\r\nother uses before settling on a solar array, which makes no noise,\r\ncreates no emissions, and mostly can&#8217;t even be seen behind the property&#8217;s vegetative buffer.\r\nHe discussed the difference between\r\nintensive service or public service.\r\nExamples of public services include electric transmission lines\r\nor a sewer system lift station.\r\nAn intensive service would require IS zoning, which would include landfills, wastewater treatment facilities, and power plants: things that require environmental permits to protect groundwater, streams, river, and air quality.\r\nHe also noted there are already solar panels in a wide range of other zoning classifications,\r\nwhich would seem to indicate they are an essential public service.\r\nOne of the topics on the current revision of the Unified Land Development Code (ULDC) is solar panels,\r\nbut for now, the Commission can continue to interpret solar panels\r\nthey way they have been in other zonings.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nCommissioner Clay Griner asked where they planned to put solar panels.\r\nAnswer: in multiple zoning parcels.\r\nNo other questions.\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nGretchen Quarterman also spoke for, saying she usually stood up to ask the Commission to deny something, but this time she asked them to vote for.\r\n<p style=\"font-style:normal\">\r\nClay Griner made the motion to allow solar panels in M-1 and M-2\r\nzoning, provided the existing buffers are maintained.\r\nDemarcus Marshall seconded.
