Cain&#8217;s request to write off $437,823.30 in insolvent taxes.\r\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\r\n<a href=\"#Insolvent-List-Tax-Commissioner\">\r\n<img decoding=\"async\" alt=\"Insolvent list, Tax Commissioner\" style=\"border:none\" src=\"https:\/\/i.ytimg.com\/vi\/viuwCPlofwE\/hqdefault.jpg\"><\/a>\r\n<\/p>\r\n<p>\r\nAt the Monday, May 24, 2021, Work Session, Cain said the insolvent taxes were\r\nbecause the seven-year statute of limitations had been exceeded,\r\nor property had been moved out of the county.\r\nHe said Gander Mountain accounted for half of the total.\r\n(I compute that at \r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2021\/06\/insolvent-taxes-fender-road-improvement-project-air-conditioning-vlpra-lcc-2021-06-07.html\">\r\nslightly less than 40%<\/a>.)\r\nThis item is back on\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2021\/05\/lowndes-co-dev-auth-reappointments-insolvent-property-subdivision-infrastructure-wine-license-radios-bottled-water-trucks-clothes-washers-mowers-tractors-backup-generator-2021-05-24.html\">\r\nthe agenda<\/a>\r\nfor this morning&#8217;s Work Session and voting Tuesday evening, June 8, 2021.\r\n<p>\r\nAt that previous Work Session,\r\nCain seemed rather vague about details such as how much might need to be written off next year.\r\nHe also did not say why he had not dealt with this earlier,\r\neven though <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2016\/10\/videos-meet-the-candidates-vlcoc-2016-09-27.html#Rodney-Cain-R-for-Tax-Commissioner\">he was first elected in November 2016<\/a>.\r\n(His opponent in that election, Felicia Williams, is now an\r\n<a href=\"https:\/\/www.lowndescounty.com\/193\/Board-of-Assessors\">appointed Tax Assessor<\/a>.)\r\n<p>\r\nIn response to questions from more than one County Commissioner,\r\nCain did say most Tax Commissioners deal with this annually,\r\nand he plans to do that from now on.\r\n<p>\r\nCain previously made statewide news for<!--more-->\r\n\r\n charging fees to cities and the county.\r\nErin M. Under this informal arrangement, the county does not\r\nreceive any compensation for the work.\r\n<\/p>\r\n<p>\r\nCain received more than $31,000 in fees in 2018 for collecting city\r\ntaxes, on top of his county salary of more than $90,000.\r\n<\/p>\r\n<p>\r\n&ldquo;I send them a bill and they promptly send me a check,&rdquo;\r\nCain said. &ldquo;I am very fair and reasonable with them and they\r\nunderstand that.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nCain also made national news for waiving penalties and fees.\r\nAssociated Press, 25 May 2020,\r\n<a href=\"https:\/\/www.usnews.com\/news\/best-states\/georgia\/articles\/2020-05-25\/county-investigates-tax-collector-for-wrongly-waiving-fees\">\r\nCounty Investigates Tax Collector for Wrongly Waiving Fees<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nVALDOSTA, Ga. Mr. Cain stated this request is to have\r\nthe Commission approve the 2021 Insolvent Property Tax list and to\r\nwrite off taxes and associated late fees. Vice Chairman Griner asked\r\nwere these seven or more years delinquent, Mr. Cain responded yes.\r\nVice Chairman Griner inquired as to how much there would be next\r\nyear, Mr. Cain stated if he were guessing, less than $100,000.00.\r\nCommissioner Marshall asked if the fees could be waived, Mr. Cain\r\nstated these were being written off due to being uncollectible.\r\n<\/p>\r\n<p>\r\nCommissioner Wisenbaker asked if mobile homes were considered\r\npersonal property, Mr. Cain responded no. Commissioner Orenstein\r\nasked regarding the real estate amount, as to why those properties\r\ndid not go to sale, Mr. Cain stated they did, but did not sell.\r\nChairman Slaughter mentioned to Mr. Cain regarding the Land Bank\r\nAuthority and the possibility of those properties being transferred\r\ninto the Land Bank to help them from a funding source as well.\r\nChairman Slaughter stated this is an opportunity to help the\r\ncommunity by working with the Land Bank.
