Budget 20-21 presentation --John Flythe, City Manager\" src=\"https:\/\/i.ytimg.com\/vi\/hAAxWF-ApW0\/hqdefault.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"https:\/\/youtu.be\/hAAxWF-ApW0\">Video.<\/a>\r\nCity Manager John Flythe said the Council has heard the budget numerous times already, every line item in detail.\r\nSo now he presents only general comments.\r\n<p style=\"font-style:normal\">\r\nTotal budget is $29,216,600, with general fund, electric, gas, water sewer, etc.\r\n<p style=\"font-style:normal\">\r\nThey&#8217;re up $926,875 in the general fund.\r\nBecause they typically have half a million dollars in road resurfacing,\r\nbut this year $1.5 million, funded by SPLOST, GDOT (so apparently T-SPLOST).\r\nThey will borrow the funds, and pay back over a 3-year period.\r\nEvery three years they will do it again.\r\nThere is about $5 million of paving to do.\r\nSo in nine years they will have resurfaced &#8220;everything in our community&#8221;.\r\n<p style=\"font-style:normal\">\r\nWater sales are up by $16,000 due to selling more water.\r\nSewer sales are up $36,000.\r\nElectricity is up $2.467 million.\r\nGas revenues are down.\r\nThey ran a gas line all the way to Lenox, but not all have connected.\r\n<p style=\"font-style:normal\">\r\nNo tax millage increase nor utility rate increase since 2011.\r\nGas rates have come down because of price of natural gas coming down.\r\n<p style=\"font-style:normal\">\r\nTaxes generate $891,750.\r\nBudget: general fund is $8,863,000.\r\nSo taxes are only about 10% of general fund.\r\nThe rest comes from utilities and &#8220;a myriad of other revenue sources.&#8221;\r\n<p style=\"font-style:normal\">\r\nAdded three departments in last couple of years.\r\n<table>\r\n<tr><td style=\"text-align:right\">$113,000<\/td><td>Downtown development\r\n<tr><td style=\"text-align:right\">$104,000<\/td><td>Community development &#8220;heavy into housing rehab&#8221;\r\n<tr><td style=\"text-align:right\">$85,000<\/td><td>Marshall position, added in last six months\r\n<tr><td style=\"text-align:right\">$200,000<\/td><td>into medical facility\r\n<\/table>\r\n<p>\r\nRest of budget is &#8220;kind of boilermaker&#8221;.\r\n<\/p>\r\n<li>\r\n<a name=\"budget-questions\" href=\"#budget-questions\">\r\n5.A Budget: Questions &#8211;Altheia Paige @ Adel CC 2020-09-08<\/a>\r\n<br><a title=\"5.A Budget: Questions @ Adel CC 2020-09-08\" href=\"https:\/\/youtu.be\/3tv1No9Tc8U\"><img decoding=\"async\" style=\"border:none\" alt=\"5.A Budget: Questions @ Adel CC 2020-09-08\" src=\"https:\/\/i.ytimg.com\/vi\/3tv1No9Tc8U\/hqdefault.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"https:\/\/youtu.be\/3tv1No9Tc8U\">Video.<\/a>\r\nShe didn&#8217;t say her name, she was apparently Altheia Paige.
