Dillard,<br \/>\nwho said a few words, although he was invisible because the camera did not pan to him.<br \/>\nThis introduction is not mentioned in the minutes.<br \/>\nThe county&#8217;s <a href=\"http:\/\/lowndescounty.com\/156\/Planning\">Office of the County Planner<\/a> web page still lists &#8220;Trinni Amiot, County Planner&#8221;<br \/>\nand has no mention of J.D. Dillard.<br \/>\nLeadership Lowndes has<br \/>\n<a href=\"https:\/\/leadershiplowndes.com\/john-dillard_4023-edit\/\"><br \/>\na picture of him<\/a>.<br \/>\nUntil last year he was<br \/>\n<a href=\"https:\/\/valdostatoday.com\/news-2\/local\/2019\/08\/exit-11-construction-to-begin-next-year\/\"><br \/>\nTransit and Mobility Coordinator<\/a><br \/>\nwith the South Georgia Regional Commission.<br \/>\nThat&#8217;s what his <a href=\"https:\/\/www.linkedin.com\/in\/jd-dillard-79429a32\/\">LinkedIn profile<\/a> still says, although it also mentions he has a Master&#8217;s degree in Public Administration from VSU (2011) and a Bachelor&#8217;s in Marketing from VSU (2008).<\/p>\n<p style=\"text-align:center;font-size:80%;font-style:italic\">\n<a href=\"https:\/\/leadershiplowndes.com\/john-dillard_4023-edit\/\"><br \/>\n<img decoding=\"async\" alt=\"J.D. Mr. Tye stated that<br \/>\nif awarded, Judge Council will use the money to fund evidence based diversion programs for the<br \/>\nyouth in his court. Chairman Slaughter recognized the presence of Judge Council and thanked him<br \/>\nfor his attendance. Vice Chairman Marshall made a motion to approve the grant application request,<br \/>\nCommissioner Wisenbaker second. All voted in favor, no one opposed. Motion carried.\n<\/p>\n<li>\n<a name=\"Georgia-Department-of-Transportation\" href=\"#Georgia-Department-of-Transportation\">Georgia Department of Transportation &#8211; Transportation Investment Act of 2010 Project Agreement (TIA) for Old US 41 Widening<\/a><\/p>\n<p>\n<strong>Documents:<\/strong><a href=\"http:\/\/lowndescounty.com\/\/AgendaCenter\/ViewFile\/Item\/2589?fileID=3378\">GDOT &#8211; Transportation Investment Act of 2010 Project Agreement for Old US 41 Widening.pdf<\/a>\n<\/p>\n<p style=\"font-style:normal\">\nAt <a href=\"https:\/\/youtu.be\/dvHspHdC4P0?t=260\">4:20<\/a>.<br \/>\nThis is most of what we learned about what&#8217;s in this agreement:<br \/>\nGrove Point to North Valdosta Road,<br \/>\nand Tillman Crossing to Union Road.<br \/>\nAlso Clyattstone Road should be finished first so it could be used<br \/>\n&#8220;to divert traffic out of this area&#8221;.<br \/>\nFrom the minutes, which don&#8217;t have that much detail:\n<\/p>\n<p>\nCounty Engineer, Mike Fletcher, presented the item. Mr. Fletcher stated the GDOT has reviewed<br \/>\nand approved the Old US 41 widening project. Vice Chairman Marshall questioned the length of the<br \/>\nproject, to which Mr. Fletcher replied twelve to eighteen months. Commissioner Orenstein asked if<br \/>\nthe Clyattstone project would be completed prior to the beginning of the project in question, to which<br \/>\nMr. Fletcher replied yes. Commissioner Orenstein made a motion to approve the agreement as<br \/>\npresented, Vice Chairman Marshall second. All voted in favor, no one opposed. Mr. Fletcher stated engineering staff have<br \/>\ncompleted the final inspection of the project, adding the work is substantially complete.<br \/>\nCommissioner Griner made a motion to approve the resolution as presented, Commissioner Evans<br \/>\nsecond. All voted in favor, no one opposed. Mr. Tye stated that Lowndes County was awarded<br \/>\nfunding from the Georgia Emergency Management Agency in September of 2019 for the purpose of<br \/>\nfunding the completion of an updated hazard mitigation plan. Mr. Tye further stated staff has reviewed<br \/>\nproposals from parties interested in assisting with the development of the plan. Vice Chairman<br \/>\nMarshall made a motion to award the project to the Southern Regional Commission in the amount of<br \/>\n$20,000.00, Commissioner Orenstein second. All voted in favor, no one opposed.
