\r\nVideo has appeared on lowndescounty.com of the May 12, 2020 Regular Session,\r\nand the minutes<\/a>.\r\nIt is 11:48 long, of which 10:48 was actual business.\r\nThe video reveals\r\n\r\nthere is a new County Planner<\/a>,\r\nJ.D. Dillard.\r\nWe also learn from the video (but not from the minutes)\r\nthe extent of the Old US 41 widening<\/a>.\r\n

    \r\nAt 0 minutes<\/a>.\r\nChairman and all five Commissioners were present and sitting up front.\r\nStaff, including the County Manager, were sitting in the audience,\r\nwhere they could hardly be heard when they spoke.\r\nPortable microphones would be useful for this arrangement.\r\n\r\n\r\n<\/p>\r\n

      \r\nAt one minute actual business starts<\/a>.\r\nChairman Bill Slaughter introduced their new Planning and Zoning Director J.D. Dillard,\r\nwho said a few words, although he was invisible because the camera did not pan to him.\r\nThis introduction is not mentioned in the minutes.\r\nThe county’s Office of the County Planner<\/a> web page still lists “Trinni Amiot, County Planner”\r\nand has no mention of J.D. Dillard.\r\nLeadership Lowndes has\r\n\r\na picture of him<\/a>.\r\nUntil last year he was\r\n\r\nTransit and Mobility Coordinator<\/a>\r\nwith the South Georgia Regional Commission.\r\nThat’s what his LinkedIn profile<\/a> still says, although it also mentions he has a Master’s degree in Public Administration from VSU (2011) and a Bachelor’s in Marketing from VSU (2008).\r\n

        \r\nAt 2:15<\/a>.\r\nFrom the minutes:\r\n<\/p>\r\n

        \r\nEMA Director, Ashley Tye, presented a request on behalf of Juvenile Court Judge James Council in\r\nthe amount of $330,854.00, in Criminal Justice Coordinating Council grant funds. Mr. Tye stated that\r\nif awarded, Judge Council will use the money to fund evidence based diversion programs for the\r\nyouth in his court. Chairman Slaughter recognized the presence of Judge Council and thanked him\r\nfor his attendance. Vice Chairman Marshall made a motion to approve the grant application request,\r\nCommissioner Wisenbaker second. All voted in favor, no one opposed. Motion carried.\r\n<\/p>\r\n

      2. \r\nGeorgia Department of Transportation – Transportation Investment Act of 2010 Project Agreement (TIA) for Old US 41 Widening<\/a>\r\n

        \r\nAt 4:20<\/a>.\r\nThis is most of what we learned about what’s in this agreement:\r\nGrove Point to North Valdosta Road,\r\nand Tillman Crossing to Union Road.\r\nAlso Clyattstone Road should be finished first so it could be used\r\n“to divert traffic out of this area”.\r\nFrom the minutes, which don’t have that much detail:\r\n<\/p>\r\n

        \r\nCounty Engineer, Mike Fletcher, presented the item. Mr. Fletcher stated the GDOT has reviewed\r\nand approved the Old US 41 widening project. Vice Chairman Marshall questioned the length of the\r\nproject, to which Mr. Fletcher replied twelve to eighteen months. Commissioner Orenstein asked if\r\nthe Clyattstone project would be completed prior to the beginning of the project in question, to which\r\nMr. Fletcher replied yes. Commissioner Orenstein made a motion to approve the agreement as\r\npresented, Vice Chairman Marshall second. All voted in favor, no one opposed. Motion carried.\r\n<\/p>\r\n

      3. \r\nAdopt Resolution accepting Infrastructure for Two Oaks at Bemiss<\/a>\r\n

Mr. Fletcher stated engineering staff have\r\ncompleted the final inspection of the project, adding the work is substantially complete.\r\nCommissioner Griner made a motion to approve the resolution as presented, Commissioner Evans\r\nsecond. All voted in favor, no one opposed. Motion carried.\r\n<\/p>\r\n<\/ol>\r\n

          \r\nAt 8:01<\/a>.\r\nAshley Tye mentioned (but the minutes don’t) that this plan also includes all the cities in Lowndes County.\r\nAnd remember\r\n\r\nthere were bids for this project, but not for the more expensive\r\nstream monitoring plan<\/a>.\r\nFrom the minutes:\r\n<\/p>\r\n

          \r\nEMA Director, Ashley Tye, presented the item. Mr. Tye stated that Lowndes County was awarded\r\nfunding from the Georgia Emergency Management Agency in September of 2019 for the purpose of\r\nfunding the completion of an updated hazard mitigation plan. Mr. Tye further stated staff has reviewed\r\nproposals from parties interested in assisting with the development of the plan. Vice Chairman\r\nMarshall made a motion to award the project to the Southern Regional Commission in the amount of\r\n$20,000.00, Commissioner Orenstein second. All voted in favor, no one opposed. Motion carried.\r\n<\/p>\r\n<\/ol>\r\n
