\r\nNot on Lowndes County’s online calendar<\/a>, the county already met with the five cities about SPLOST VIII<\/a>:\r\n

\r\n

\r\nOn July 8, 2019, Lowndes County met with the cities of Valdosta, Hahira, Lake\r\nPark, Remerton and Dasher to officially call for SPLOST VIII. As a result,\r\nthe attached SPLOST VIII Agreement\r\nbetween Lowndes County and the cities has been prepared for consideration. Once approved by Lowndes\r\nCounty, the agreement will be forwarded to the cities for consideration during a public meeting.\r\n<\/blockquote>\r\n

\r\n\r\nLowndes County on the previous SPLOST<\/a>.\r\n<\/p>\r\n

\r\nWill when and where for that upcoming “public meeting” be announced in advance?\r\nWhere is “the attached SPLOST VIII Agreement”?\r\nWednesday morning at 9:35 AM,\r\nI sent the county a Georgia Open Records Act (GORA) request for the board packet\r\nfor this week’s Lowndes County Commission meetings.\r\nBy a very generous interpretation of the three business days GORA permits to\r\nrespond to such a request, time’s up this morning at 9:35 AM.\r\nSo far, the county has not even acknowledged receipt of the request.\r\n

\r\nThe\r\nHospital Authority<\/a>,\r\nover whom the county has so little authority it has to\r\n\r\n pick from a list of candidates sent to it by the Hospital Authority<\/a>,\r\nwants the county to\r\n\r\nrefinance some certificates the Hospital Authority issued in 2011<\/a>,\r\nfor some unspecified amount, at some unspecified current interest rate,\r\nto some unspecified future interest rate,\r\nin “the attached Resolution”,\r\nwhich as usual is not attached to the agenda.\r\nSee above about the three days are up on the GORA request.\r\n

\r\nThe Juvenile Court Judge (presumably\r\n\r\nHonorable Judge James F. Council, Jr.<\/a>) requests the entire\r\n$410,135<\/a> annual funding of the\r\nFY 2020 Juvenile Justice Incentive Grant<\/a>\r\n

\r\n…be used to fund Functional Family Therapy.\r\nEvidence Based Associates (EBA) was selected in 2013 as the program administrator for grant funded services\r\nand have continued to provide those services in each of the subsequent funding cycles.\r\nIn order to officially\r\naccept the awarded grant funding and continue these services, the Criminal Justice Coordinating Council\r\nrequires submission of the signed award packet, to include an Agreement for Services between Lowndes\r\nCounty and EBA.\r\n<\/blockquote>\r\n

\r\nNeither the award packet nor the Agreement was attached to the agenda.\r\n

\r\nThe next time a County Commissioner worries about not passing a rezoning\r\nbecause a developer might sue, remember the county has\r\nProperty and Liability insurance<\/a> for just such an eventuality.\r\n

\r\nAlso on the agenda<\/a> is a\r\n\r\nrequest from Moody AFB to connect its Grassy Pond recreation area<\/a> to county water and sewer, at a \r\ncost of $518,673.30<\/a>.\r\n

\r\nYet another road abandonment, this time\r\nfinishing up\r\nAbandonment of Portion of Reed Road<\/a> through\r\n\r\nquitclaim deeds<\/a> to the adjoining landowners.\r\n
