\r\nAnimal welfare was the topic of the one\r\nCitizen wished to be Heard: Ed Barr, a former VSU faculty member<\/a>,\r\nwho said he spoke for a group of people\r\nwho want a better-designed animal shelter,\r\nwith better accessibility, as in closer to a residential area,\r\nor maybe redesigned like\r\n\r\nMiss Kitty Feline Sanctuary in Thomasville<\/a>;\r\nhe never said quite what features that meant.\r\n

\r\n\r\n<\/a>\r\n<\/p>\r\n

\r\nThe Regular Session was double-booked at the same time as the\r\nPlanning Commission<\/a>, so Gretchen went to the Planning Commission.\r\nThe county’s own video was not available yesterday,\r\nbut it appeared after I inquired.\r\n

\r\nThey appointed\r\n\r\n\r\nBerinda Nwakamma to the\r\n5a. Department of Behavioral Health and Developmental Disabilities (DBHDD).\r\n“You have her information in your agenda packet,” said County Manager Joe Pritchard,\r\nbut that was not among\r\n\r\nthe documents returned by the county\r\nto a LAKE open records request<\/a>.\r\nShe did speak at the Work Session at 4PM that same day, see the\r\n\r\nLAKE video<\/a> of that.\r\nThe Chairman said she was a current membership of Leadership Lowndes,\r\nwhich he complimented as usual.\r\n

\r\nThey unanimously reappointed\r\nCommissioner Joyce Evans\r\n(she did not speak about this in the Work Session)\r\nto 5.b. Southern Georgia Area Agency on Aging.\r\nBoth nominations were made by Commissioner Demarcus Marshall.\r\n

\r\nClay Brogdon for Verizon,\r\nand Audrey King for Georgia Power,\r\nspoke in favor of\r\n6.a. TWR-2019-01 US Hwy 84 E. E-A, New 300′ Telecommunications Tower.\r\nIn the Work Session, they heard they had \r\ngotten the last bits of information from Moody AFB and the FAA<\/a>.\r\nThey unanimously approved the tower.\r\n

\r\nThey unanimously approved everything else.\r\n

\r\nIn the Reports, the County Manager asked Finance Director Stephanie Black\r\nto talk about an award the Finance Department had received.\r\nOver 1600 governments in the U.S. and Canada get the award,\r\nand Lowndes County has for the past 13 years.\r\nThe Chairman complimented her.\r\n
