He was born May 17, 1928 to Fred DeLoach Sr. and Cobbie\r\nPedrick DeLoach in Valdosta. He attended Central Grammar School on\r\nEast Central Avenue and the Valdosta High School where he played\r\nfootball for the Wildcats. He graduated from Gordon Military School\r\nin 1944 and the University of Georgia in 1947 at the age of 19. In\r\ncollege he joined Phi Delta Theta Fraternity and Alpha Zeta Honorary\r\nFraternity. He earned a Bachelor of Science Degree in Agriculture.\r\nAfter College he returned to Valdosta where he taught agriculture to\r\nveterans at Pine Grove School 1947-1951. He farmed from 1951 to 1975\r\nand in 1958 he started DeLoach Hardware. In 1976 he was elected\r\nChairman of the Lowndes County Board of Commissioners where he\r\nserved for 16 years. During this time in office, he was elected\r\nPresident of The Association of County Commissioners of Georgia\r\n(ACCG), Chairman of the Board of the Department of Community Affairs\r\nfor the State of Georgia, and Member of Governor Joe Frank Harris&#8217;s\r\nGrowth Strategies Commission. Locally he served as a member of:\r\nBoard of Directors for C &amp; S Bank and Nations Bank, Industrial\r\nAuthority, President of Kiwanis Club which had over 100 members at\r\nthe time, Zoning Board, Chamber of Commerce, First Baptist Church\r\nwhere he was a Deacon and Sunday School teacher, the Planning\r\nCommission, Tax Assessors Board of Appeals, South Georgia Medical\r\nCenter Board, Lowndes County Board of Health, and Four-H Club. His\r\nother actives included Valdosta County Club, Ocean Pond, Elks Club,\r\nSons of the American Revolution, and Historical Society. In 1999, he\r\nwas presented the Emil Girardin Outstanding Member award by The\r\nChamber of Commerce. In 2008 the Statenville Highway was dedicated\r\nto him as The Fred DeLoach Jr. Highway by Governor Sonny Perdue. He\r\nloved his family, friends, church and raising Tennessee Walking\r\nHorses.\r\n<\/p>\r\n<p>\r\nHe is survived by two children Beth DeLoach Meeks, husband Kenny of\r\nValdosta and Fred DeLoach III (Butch), wife Holly of Sandy Springs;\r\none grandchild Emma Jean DeLoach of Sandy Springs; two step\r\ngrandchildren Kenny and Kyle Meeks; brother-in law and wife Charles\r\nand Pauline Farris of Wimberley Texas; and numerous nieces, nephews,\r\ncousins and friends. He was preceded in death by his wife of 57\r\nyears Jean and a brother Wallace Deloach.\r\n<\/p>\r\n<p>\r\nThe family would like to give a great thank you to the Fellowship\r\nHome and staff and an additional thank you to Bessie Manning for\r\ntaking care of the family.\r\n<\/p>\r\n<p>\r\nThe services for Mr. DeLoach will be held at the Carson McLane\r\nFuneral Home on Wednesday, March 27, 2019 at 11 a.m. with Rev. Chuck\r\nOwens officiating and eulogy by Mr. H. Arthur McLane. Burial will\r\nfollow at Sunset Hill Cemetery. The family will receive friends on\r\nTuesday from 5-7 p.m. at the Carson McLane Funeral Home. Flowers\r\nwill be accepted or a donation in memory may be made to the First\r\nBaptist Church or The 4H Club. Beals presented these annual franchise renewals,\r\nsaying both applicants had met all criteria.\r\nCounty Manager Joe Pritchard mentioned Beals is also Chairman of the\r\nDeep South Solid Waste Authority (DSSWA).\r\nThe next day, DSSWA announced\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2019\/03\/deep-south-solid-waste-authority-special-called-meeting-today-6pm-2019-03-27.html\">a special called meeting for Wednesday<\/a>.\r\n<p style=\"font-style:normal\">\r\nCommissioner Demarcus Marshall wondered about &#8220;the recent change in legislation&#8221;\r\nthat will affect Valdosta&#8217;s sanitation services starting in June,\r\nand whether there would be similar changes in the county.\r\nBeals said there was a cap of $20 per residential contract,\r\nand they&#8217;re currently around $18.50.\r\nHe said neither franchisee had indicated they would increase their\r\nprices this year, but due to the law changes increases could happen,\r\nbut the Lowndes County cap remains.\r\n<\/p>\r\n<li>\r\n<a name=\"N-7-Reports-Chad-McLeod-reports-on-adjacent-property-EPD-monitoring\" href=\"#N-7-Reports-Chad-McLeod-reports-on-adjacent-property-EPD-monitoring\">\r\n      7.
