\r\nAt least some elected officials from at least Lowndes County and Valdosta\r\nwill be gathering Monday on neutral ground to discuss tax revenue allocation.\r\nApparently this is a public meeting which anyone can attend.\r\n

\r\nIn its usual laconic manner, this is all the county says\r\n\r\nin its online calendar<\/a>:\r\n

\r\nA usually reliable source says this meeting is for voting Council and Commissioners, and the Mayor and Chairman were not invited.\r\nI don’t know if elected members of Council would only be from Valdosta,\r\nor also from\r\nRemerton, Lake Park, Hahira, and Dasher.\r\nIf a quorum of any Council or Commissioners for any of these elected\r\nbodies is present, Georgia law requires it to be an open meeting\r\nwhich the public may attend.\r\nI can’t imagine the county would have posted it publicly if it wasn’t.\r\n

\r\nThe offices of the Valdosta-Lowndes County Parks and Recreation Authority (VLPRA)\r\nare neutral ground, because\r\n\r\n nobody has asked for any changes to its finances\r\nsince it was made into its own Authority with 1.5 mil of property tax revenue,\r\nback in 2008 during the previous SDS negotiations.\r\n

\r\nHere is\r\n\r\nan explanation of Service Delivery Strategies (SDS)<\/a>\r\nby the Georgia Department of Community Affairs.\r\n

\r\nValdosta and Lowndes County have in past years\r\n\r\nspent a lot of money\r\non attorneys litigating their SDS disagreements<\/a>.\r\n

\r\nHere is\r\n\r\nan overview by the City of Valdosta<\/a>, dated 11 January 2017.\r\n

\r\nHere are some\r\n\r\nslides by the county<\/a>, apparently from 2016.\r\nThey itemize what sorts of services are at issue.\r\n

\r\nI don’t know if there have been any further developments on negotiations\r\nsince\r\n\r\nin June 2017 a Superior Court Judge restored access to state funding<\/a>\r\nfor Valdosta and Lowndes County,\r\nleaving the 2008 SDS active.\r\n
