<\/a>\r\n<\/p>\r\n\r\nSome interesting questions on the\r\n\r\n\r\n\r\nVLPRA appointment<\/a>.\r\nJack’s Chop House is \r\na new establishment<\/a>,\r\nand a Commissioner actually\r\n\r\nasked a question<\/a>!\r\nWhy does\r\n\r\nthe county need a new bank?<\/a>\r\n \r\nThe Chairman helped the Utilities Director\r\nclarify the\r\n\r\nGrinder Pump specifications<\/a> until the idea was only slightly muddy.\r\n \r\nThe main topic of the tabled-last-time\r\n\r\nOrdinance about Board of Health Rules<\/a>\r\nwas yet again access to the document.\r\nThe Chairman said,\r\n“We can see if we can get it in electronic form.”\r\nThey’ve been looking into that for years,\r\nwhile many counties big and small in Georgia and Florida have been\r\ndoing it for even more years.\r\n \r\nThe only items with no questions from Commissioners were\r\nthe\r\n\r\ncomputer bulk purchase<\/a>,\r\nthe\r\n\r\nSolicitor General’s VOCA Supplemental Grant MOU<\/a>,\r\nand \r\n\r\nthe County Manager’s announcement about millage data<\/a>.\r\n \r\nBelow are links to the LAKE video of each agenda item,\r\nfollowed by a LAKE video playlist.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard noted that \r\ncounty appointee Michael H. McDowell, whose KLVB term is expiring,\r\nis the last of the original county appointees to that board.\r\nHe recommended Bubba Highsmith, whose Valdosta-appointed term\r\nis also appointed, for the county slot.\r\nHighsmith is\r\n\r\na State Farm Insurance Agent<\/a>.\r\n \r\nCommissioner Demarcus Marshall wanted to know if other names had\r\nbeen considered:\r\nHiram Johnson, former coach of Lowndes High School,\r\nor Reginald Mitchell, the current athletic director.\r\nPritchard responded:\r\n“They have submitted those names previously.”\r\nIt wasn’t clear whether he meant VLPRA had submitted those names,\r\nor whether those individuals had submitted applications.\r\nMarshall said he had spoken to them yesterday, and\r\n“both gentlemen are interested in serving as well.”\r\nChairman Bill Slaughter added, “I have spoken to Mr. Highsmith,\r\nand he is willing to serve, as well.”\r\n \r\nNone of the candidates spoke at that meeting,\r\nand so far as I know, none of them were there.\r\nPlus the county might get more applicants, and hear about\r\nthem before the last minute,\r\nif they actually posted an announcement in advance that there were openings.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nFinance Director Stephanie Black said “this location previously operated as Southern Landing, among other things, but it’s been closed for several years.”\r\nThe Chairman said they were moving along to the next item,\r\nwhen a Commissioner remarked, “Excuse me!”\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nCommissioner Mark Wisenbaker wanted to know where is this location?\r\nFinance Director Black’s answer: “This is where the old\r\nSouthern Landing,\r\nCharley Trooper’s, Fiddler’s Green, was.”\r\nHe seemed happy with that.\r\nNo directions around here are complete without “the old” in them.\r\nApparently she meant at 4479 N Valdosta Rd, Valdosta, GA 31602,\r\neast of I-75 and Coleman Road, before the railroad tracks and Old US 41 North.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nCommissioner Demarcus Marshall wanted to know how long the county\r\ntypically stayed with a bank.\r\nFinance Director Stephanie Black said banking services are contracted for three years with three one year\r\noptional extensions.\r\n \r\nWhy does the county need a new bank?\r\nApparently banks bid on various criteria, although\r\nwhat those are exactly weren’t mentioned. Probably an open records\r\nrequest could reveal the details.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nUtilities Director Steve Stalvey apparently read from \r\nagenda sheet<\/a>,\r\nthen volunteered that he “been in touch with the Homebuilders’\r\nAssociation, and we will be having a meeting with the homebuilders\r\nand the plumbers where they will be getting some recertification;\r\nthat will help us get this information out and about to the builders.”\r\nChairman Bill Slaughter noted that once a grinder pump is installed,\r\nthe county takes over maintenance.\r\n \r\n\r\n \r\nSo this just-announced meeting is that builders and developers will know to install equipment that when infrastructure is taken into the county inventory, it actually matches the equipment the county uses and maintains. Or something like that.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nCommissioner Mark Wisenbaker said he got his questions answered that caused\r\nhim to move to table this item two weeks ago<\/a>.\r\n \r\nCommissioner Demarcus Marshall asked if the complete document was available electronically. He was not given an affirmative answer. \r\nCounty Manager Joe Pritchard repeated yet again that there was one copy “here in the room”.\r\nChairman Bill Slaughter when asked again said,\r\n“We can see if we can get it in electronic form.”\r\n \r\nEven commissioners have difficulty getting electronic records, even\r\nafter they voted to buy and implement software that will eliminate paper\r\nagendas and binders.\r\nIt’s an easy bet that that document wasn’t composed on a manual typewriter,\r\nso there should be no trouble getting it in PDF.\r\nIf there is, they have copiers with a little button that converts to PDF on a USB stick.\r\nThey’ve been looking into this issue for years now, while\r\nnumerous counties big and small in Georgia and Florida already put\r\neverything in their agenda packet online before the meeting.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nThe Chairman did not introduce the presenter,\r\nnor did she say what her name is.\r\nShe did say the grant was already approved,\r\nand the current request is just for the Commissioners to approve doing it.\r\nCommissioners had no questions.\r\n<\/p>\r\n \r\nVideo.<\/a>\r\nCounty Manager Joe Pritchard said the\r\nFinance Department has recently received financial data from the\r\nTax Commissioner concerning “our potential millage rate assessment”\r\nand Finance Director Stephanie Black and he would be reviewing that data\r\nand preparing a presentation to the Commission.\r\n<\/p>\r\n<\/ul>\r\n \r\nHere’s\r\n\r\na LAKE video playlist:<\/a>\r\n<\/p>\r\n \r\n\r\n
