\r\nYou can’t see the\r\nSpecial Presentation by Attorney Haynes Studstill on Opioid Litigation (Work Session)<\/a>\r\nbecause Gretchen was not there with the LAKE video camera yesterday morning,\r\nand\r\n\r\nthe agenda<\/a>\r\nsays it’s only in the Work Session.\r\nLowndes County does video its own County Commission meetings,\r\nbut they haven’t posted the video of that yet.\r\nMeanwhile, the City of Valdosta did\r\n\r\ndecide to join a lawsuit against big pharma about opioid addiction<\/a>.\r\nAnother county legal item for tonight is\r\nFY2019 Juvenile Justice Incentive Grant Program Request for Proposals (RFP)<\/a>.\r\n

\r\nThey’re doing an\r\nUpdate to the Lowndes County Thoroughfare Plan<\/a>, which is for<\/a>:\r\n

\r\n

\r\nHISTORY, FACTS AND ISSUES: The Lowndes County Board of Commissioners\r\nfirst adopted the Thoroughfare Plan in 1983. Since then, the\r\nThoroughfare Plan has been revised numerous times\r\n\r\n to add new roads,\r\nupdate road classification status, as well as adding a component for\r\nbicycle routes.\r\n<\/p>\r\n

\r\nCurrently, the Thoroughfare Plan is used as a guide when road\r\nimprovement projects are proposed and\/or developed. The Thoroughfare\r\nPlan is also consulted when private developments and land use\r\nchanges are evaluated.\r\n<\/p>\r\n

\r\nAverage development densities are calculated for a 20-year horizon\r\nin accordance with the planning period for the Urban Service Area.\r\nThese calculations are then used to estimate traffic volumes and to\r\nassign road classifications.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nThe most recent update to the Thoroughfare Plan I can find online (via\r\ngoogle; it’s not linked on the County Planning or Engineering web pages) is\r\n\r\ndated 2009<\/a>,\r\nwhich is when\r\n\r\nthe county reclassified Quarterman Road (and many others)<\/a> from\r\nlocal to minor collector on the basis that within 20 years it might\r\nhave enough traffic “if it were developed”, despite the\r\nGreater Lowndes 2030 Comprehensive Plan showing the same\r\nneighborhood as agricultural through 2030.\r\n<\/p>\r\n

\r\nThe County Engineer was more clear as to its purpose\r\nback then<\/a>:\r\n

\r\n

\r\n[The Thoroughfare Plan]\r\nworks as a guide for development and potential use changes in property. \r\n<\/blockquote>\r\n

\r\nRoads drive development.\r\nReclassifying a road higher means the county wants more development there.\r\nWhere is the process for that?\r\nWhere are the numerous revisions\r\nWhere is the list of proposed reclassifications?\r\nWhere are the other changes proposed?\r\n

\r\nThey are also building an\r\nOld Quitman Road Bridge Replacement<\/a> (no, not Spook Bridge; a railroad bridge<\/a>; see previous post<\/a>),\r\nand\r\nresurfacing four County roads<\/a>\r\n(Howell Road, Knights Academy Road, Rocky Ford Road, and Shiloh Road)\r\nwith the county paying an unspecified “remaining amount”,\r\nwhich is maybe the difference between the $1,128,703.70 GDOT pays and whichever\r\nbid the county accepts ($1,605,425,96 Reames or $1,582,919.75 Scruggs).\r\n

\r\nThe rezoning cases to be voted on tonight at 5:30 PM are\r\nthe ones from the March 26th Planning Commmission meeting;\r\nsee\r\n\r\nthe LAKE videos<\/a> of that meeting.\r\n
