fee use<\/a>,\r\n<blockquote>\r\n<p>\r\nATLANTA &mdash; Every time someone buys a new tire in Georgia, a $1\r\nfee is tacked onto the bill.\r\n<\/p>\r\n<p>\r\nThe revenue from that fee is supposed to go toward hauling off the\r\npiles of old tires that accumulate in rivers, along country roads\r\nand elsewhere in the state, as well as cleaning up other\r\nenvironmental hazards.\r\n<\/p>\r\n<p>\r\nOr at least that&#8217;s what state lawmakers said &mdash; and put into\r\nstate code &mdash; when they created the fee back in the 1990s.\r\n<\/p>\r\n<p>\r\nBut in reality, about 41 percent of the $154 million collected has\r\nended up in the state&#8217;s general fund during the more than two\r\ndecades motorists have been paying the fee.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nFor example, the tire amnesty that\r\nLowndes County Public Works Director Robin Cumbus\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/?p=19551&#038;preview=true#N-6-Reports-County-Manager-Tire-amnesty\">said was very successful last Mondahy morning<\/a>\r\n(5,000 tires collected, many mosquitos left without breeding areas)\r\ncame from\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/05\/videos-public-works-ga-epd-request-regional-t-splost-2-zboa-appointments-2-rezonings-surplus-quit-claim-lift-station-pump-and-naylor-community-center-bids-lcc-2017-05-08.html#N-10-Reports-County-Manager-Public-Works\">a GA-EPD grant she discussed May 8, 2017<\/a>,\r\nand,\r\nif I&#8217;m not mistaken, \r\nthat grant comes from the\r\nGeorgia\r\n<a href=\"https:\/\/epd.georgia.gov\/sites\/epd.georgia.gov\/files\/STAR_Guidelines_102517.pdf\">Scrap Tire Abatement Reimbursement Program<\/a>,\r\nwhich is funded by the\r\n<a href=\"https:\/\/epd.georgia.gov\/sites\/epd.georgia.gov\/files\/related_files\/site_page\/SWTF_2008.pdf\">Solid Waste Trust Fund<\/a>,\r\nfrom which\r\n<a href=\"http:\/\/politics.myajc.com\/news\/state--regional-govt--politics\/diverts-taxpayer-fees-general-fund\/pF9s2wPbcqZYQKBfZQWI1O\/\">\r\nupwards of $50 million has been diverted<\/a> to other purposes,\r\nas mentioned in a WHEREAS in the\r\n<a href=\"http:\/\/www.wwals.net\/2018\/01\/21\/atkinson-county-passes-resolution-against-georgia-state-fee-diversions-2018-01-18\/#text\">resolution<\/a>\r\non these local agendas.\r\n<p>\r\nBack to Mark Barber:\r\n<blockquote>\r\n<p>\r\nSo this is some effort&#8230;.\r\nAgain to receive some of those fees and taxes back\r\nas the coffers of the city as opposed to the general fund.\r\n<p>\r\nCouncil Sonny Vickers asked:\r\nWe don&#8217;t receive any of that back?\r\n<p>\r\nBarber:\r\nIt&#8217;s hard to tell&#8230;.\r\nThis is a great start.\r\nI still think it&#8217;s going to lack some for being able to tell\r\nthat we are beginning to receive that.\r\nIt&#8217;s going to go into a bank to be held.\r\nIt can&#8217;t receive more than one percent\r\nof the budget of the state for the prior year,\r\nand it&#8217;s going to be distributed from there, so.\r\nRight now we can&#8217;t really tell what we&#8217;re getting from the Department of Revenue.\r\n<p>\r\nCouncil Sonny Vickers remarked:\r\nIt&#8217;s a runaround, then.\r\n<p>\r\nMayor John Gayle:\r\nThe state&#8217;s been using most of that money.\r\nI&#8217;ll give you an example I read today.\r\nThere was $16 million collected from the Hazardous Waste Fund.\r\nAnd the state only put $4 million out of that.\r\nThey put the rest into the general fund and used it for other things.\r\nThere&#8217;s a backlog of 65 toxic waste dumps in the state.\r\n<p>\r\nCouncil Tim Carroll:\r\nThere&#8217;s a firestorm across the state.\r\nI read today that more and more cities and counties are adopting\r\nthis resolution and supporting HR 158.\r\nAnd I just can not imagine any state representative voting against this\r\nwhen it hits the floor.\r\nBecause they&#8217;re going to have some explaining to do.\r\n<p>\r\nMayor John Gayle:\r\nThey really are\r\nAnd GMA [<a href=\"https:\/\/www.gmanet.com\/Home.aspx\">Georgia Municipal Association<\/a>] has also endorsed it.\r\n<\/blockquote>\r\n<\/p>\r\n<p style=\"font-style:normal\">\r\nCouncil Carroll made the motion, Council Vickers seconded,\r\nand they all voted aye.\r\nSee also Thomas Lynn, VDT, 26 January 2018,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/city-supports-dedicated-fee-bill\/article_86bc1dc9-bab7-51cb-945c-b35c42475a08.html\">\r\nCity supports dedicated fee bill<\/a>.\r\n<\/p>\r\n<li>\r\n<a name=\"N-4-a-Bids-for-a-four-wheel-drive-rubber-tire-backhoe-for-Engineering-Dept\" href=\"#N-4-a-Bids-for-a-four-wheel-drive-rubber-tire-backhoe-for-Engineering-Dept\">\r\n      4.a.
