\nAbsent from the meeting was board member Roy Copeland.\n

\nAccording to Steve Gupton, authority attorney, the three-year contract\nwill include a salary of $100,000 per year. As with all its employees,\nthe authority will pay seven percent into a retirement fund and 75\npercent of health care insurance.\n
