{"id":19055,"date":"2017-08-27T13:32:18","date_gmt":"2017-08-27T17:32:18","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=19055"},"modified":"2017-08-27T13:32:18","modified_gmt":"2017-08-27T17:32:18","slug":"gdot-construction-on-i-75-exit-29-2017-08-28","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2017\/08\/gdot-construction-on-i-75-exit-29-2017-08-28.html","title":{"rendered":"GDOT construction on I-75 Exit 29 2017-08-28"},"content":{"rendered":"<p>\r\nThis is the entrance to I-75 from GA 122 that often is backed up all the way to the traffic light in Hahira in the morning, that I use all the time.\r\nIt did <a href=\"#change\">change quite a bit way back in 2006<\/a>.\r\nMore <a href=\"#concerns\">concerns were raised by citizens in 2013<\/a>,\r\nbut &#8220;No major changes made as a result of comments received.&#8221;\r\nOne <a href=\"#arch\">archaeological site was found<\/a> in a survey.\r\nThe winning bid for each of the <a href=\"#utilities\">utilities relocation<\/a>\r\n and <a href=\"#award\">the main contract<\/a>\r\nwas Reames.\r\n<p>\r\nGDOT PR, 2017-08-25,\r\n<a href=\"http:\/\/us13.campaign-archive1.com\/?u=80dbe14272ec0b5e1a1bf5b4e&#038;id=2d5b061cdb\">\r\nLowndes County: Reconstruction of I-75 Exit 29 Starts Monday<\/a>,\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a href=\"http:\/\/us13.campaign-archive1.com\/?u=80dbe14272ec0b5e1a1bf5b4e&#038;id=2d5b061cdb\">\r\n<img decoding=\"async\" alt=\"GDOT aerial of I-75 exit 29 at Hahira, GA\" style=\"border:none\" src=\"https:\/\/gallery.mailchimp.com\/80dbe14272ec0b5e1a1bf5b4e\/images\/6890cd70-9814-44a2-b16d-2cad3ed6e7b3.jpg\"><\/a>\r\n<\/p>\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nVALDOSTA &mdash; Changes that will impact traffic are coming to\r\nInterstate 75 at Exit 29 next week as<!--more-->\r\n\r\n a Georgia Department of\r\nTransportation contractor begins reconstruction of the interchange.\r\n<\/p>\r\n<p>\r\nExit 29 is SR 122 at Hahira. The north and south outside (right)\r\nlanes approaching the exit will close at 7 p.m. Monday and reopen\r\nbefore 7 a.m. Tuesday. The outside lanes will reopen once the\r\nbarrier is in place, but the outside shoulders between the entrance\r\nand exit ramps will remain closed for construction of the new\r\noverpass.\r\n<\/p>\r\n<p>\r\nConstruction will also require closing the inside (left) north and\r\nsouth lanes to traffic approaching and traveling under the bridge.\r\nThe contractor will begin installing a concrete barrier in that\r\nlocation at 7 p.m. Tuesday. This will close the north and south\r\ninside lanes and shoulders for the duration of construction.\r\nMotorists should expect to see heavy equipment in the area,\r\nincluding a crane, as construction progresses. Motorists will also\r\nstart seeing right of way clearing at both exits and utility\r\ncompanies on site as they relocate lines, poles, etc.\r\n<\/p>\r\n<p>\r\nReconstructing Exits 29 and 22 will improve traffic flow and\r\ncapacity and improve visibility for drivers exiting the ramps. The\r\nbridges were built in 1960 and the design is outdated for current\r\nand projected traffic. Bridges will be widened to four lanes with\r\nturn lanes, paved shoulders and concrete medians. Northbound ramps\r\nat Exit 22, U.S. 41\/SR 7\/North Valdosta Road near Valdosta, will be\r\nreconstructed as a conventional diamond design. Southbound ramps\r\nwill remain as is. At Exit 29, all ramps will be a conventional\r\ndiamond design.\r\n<\/p>\r\n<p>\r\nThe new bridges will be built adjacent to the existing overpasses,\r\nwhich will not close during construction. Georgia DOT awarded the\r\nconstruction contract to Reames and Son Construction Co. Inc. of\r\nValdosta in June. The completion date for the two interchanges is\r\nApril 30, 2020 and the construction cost is $49 million.\r\n<\/p>\r\n<p style=\"text-align:center\">\r\n#\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n2013-10-24:\r\nVLMPO held open houses about this project <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/10\/exits-11-22-and-29-right-of-way-funding-public-open-house-and-comments-vlmpo.html\">four years ago<\/a>.\r\n<p>\r\n2014-05-16:\r\n<a href=\"https:\/\/gtas.dot.ga.gov\/0000762\/Concept%20Report\/0000762_L&#038;D_MAY2014.pdf\">\r\nGDOT Approved Location &amp; Design Report<\/a>\r\nfor &#8220;I-75 Improvements from North of SR 133 to the Cook County Line&#8221;,\r\nincluding\r\n<blockquote>\r\n<H4 style=\"text-align:center\">\r\nInterstate 75(SR 122 (Main Street) Interchange Exit 29\r\n<\/H4>\r\n<p>\r\nThe I-75\/SR 122 (Main Street) Interchange, Exit 29, reconstruction\r\nbegins on Main Street just east of the Frank&#8217;s Creek bridge\r\napproximately 1782 feet west of Us. With proposed improvements, the\r\nexisting two- lane SR 122 would transition to and become two\r\neastbound lanes and one westbound lane separated by a variable width\r\nflush median with rural 6 1\/2-foot outside paved shoulders\r\napproaching the intersection of relocated Morven Road and a proposed\r\naccess road serving the parcels of land on the north side of SR 122\r\napproximately 986 feet west of HS SR 122 would continue as a\r\nfour-lane divided roadway with a 20-foot raised concrete median and\r\nrural 6 1\/Z-foot outside paved shoulders to the intersection of\r\nrelocated Union Road approximately 1063 feet east of I-75. SR 122\r\nwould continue as one lane in each direction separated\r\nby a variable width flush median. The I-75\/SR 122 Interchange\r\nreconstruction on Main Street ends approximately 1848 feet east of\r\nI-75 where the project would tie to the existing two&mdash;lane\r\nrural roadway.\r\n<\/p>\r\n<p>\r\nThe project would include a new bridge over I-75 and reconstruct the\r\nI-75 ramps as a conventional diamond interchange. The use of retaining walls at the bridge end bents resulted in\r\nproposed ramp and relocated Morven Road and Union Road alignments that reduced\r\nrequired right of way impacts.\r\n<\/ul>\r\n<li>&#8230;\r\n<li>\r\nA third public information open house was held on December 17, 2013 at Wiregrass Georgia\r\nTechnical College, 4089 Val Tech Road, Bldg 500, Valdosta, Georgia 31602-0929\r\n<ul>\r\n<li>\r\n<a name=\"concerns\" href=\"#concerns\">Concerns<\/a> for proposed concrete median that affects access to existing\r\nbusinesses along 5.R. 122, to add Interchange lighting in project\r\nand provide a timeline for the proposed project.\r\n<li>Three comment forms and three verbal comments (one of which also filled out a\r\ncomment card) at meeting with one additional comment received during ten day\r\nperiod December 17, 2013 to January 2, 2014.\r\n<li>Comment Summary: 1 support, 2 conditional, 3 uncommitted and 0 opposed\r\n<li>Attendees: total 37, 4 public officials\r\n<li>No major changes made as a result of comments received.\r\n<\/ul>\r\n<\/ul>\r\n<\/ul>\r\n<\/blockquote>\r\n<p>\r\n2016-??-??:\r\nBilly J. Mccarley for Moreland Altobelli Associates, Inc., some time in 2016,\r\n<a href=\"https:\/\/archaeology.uga.edu\/gasf\/node\/26279\">\r\nAbstract<\/a>\r\n<blockquote>\r\n<p>\r\nMoreland Altobelli Associates, Inc (hereafter called MAAI) performed\r\na second addendum Phase I archaeological survey of two interchanges\r\n(SR 7 and SR 122) along Interstate 75 (I-75) in September 2016. This\r\narchaeological survey was conducted to comply with Section 106 of\r\nthe National Historic Preservation Act (NHPA) of 1966, as amended,\r\nimplementing 36 CFR Part 800 for guidance. The survey was conducted\r\nto locate and identify archaeological resources and to assess\r\nresource significance based on National Register of Historic Places\r\n(NRHP) criteria [36CFR Part 60.4 (a-d)]. The field survey and report\r\nwere completed using the Georgia Department of Transportation&#8217;s\r\n(GDOT) Environmental Procedures Manual (2010) and the Georgia\r\nCouncil of Professional Archaeologists Standards and Guidelines for\r\nArchaeological Surveys (2014).\r\n<\/p>\r\nProject NHS00-0000-00 (762), Pl No. 0000762 is Phase II of Project NH-75-1(203), Pl No. 410500 the 13.40 mile widening of 1-75 from north of SR 133 to Cook County Line in Lowndes County, Georgia. Phase II proposes to widen 1.0 mile of SR 7 (Shiloh Road\/N Valdosta Road) and 0.7 mile of SR 122 (Main Street) and reconstruct their interchanges with 1-75. The 1-75\/ SR 7 Interchange, exit 22, is located approximately 4 miles northwest of the City of Valdosta, Georgia. The 1-75\/ SR 122 Interchange, Exit 29, is located within the westernmost city limits of Hahira, Georgia.\r\n<p>\r\nInterstate 75\/SR 7 (Shiloh Road\/North Valdosta Road) Interchange\r\nExit 22\r\n<\/p>\r\n<p>\r\nThe 1-75\/SR 7 (Shiloh Road\/North Valdosta Road) interchange, Exit\r\n22, reconstruction would begin on Shiloh Road just east of the\r\nFrank&#8217;s Creek bridge approximately 3,322 feet west of 1-75. With\r\nproposed improvements, the existing two-lane Shiloh Road would\r\ntransition to and become a four-lane divided roadway with a 20-foot\r\nraised concrete median and rural 6 1\/2-foot outside paved shoulders.\r\nThe existing 1-75 southbound ramps constructed under Project NH\r\n75-1(203), P.I. No. 410500 would be tied to the proposed SR 7\r\nimprovements. The project would include a new bridge over 1-75 and\r\nreconstruct the 1-75 northbound ramps as a conventional diamond\r\ninterchange. The 1-75\/SR 7 interchange reconstruction on SR 7 (N.\r\nValdosta Road) would end just east of the existing signalized\r\nintersection at Coleman Road (CR 553) approximately 1953 feet east\r\nof 1-75 where the project would tie to the existing four-lane\r\ndivided rural roadway with a 40-foot depressed grass median.\r\nExisting ROW along SR 7 varies between 50 and 80 feet. Existing ROW\r\nat the I-75\/SR 7 intersection varies between 250 and 300 feet\r\n<\/p>\r\n<p>\r\nRequired ROW along SR 7 varies between 60 and 100 feet. Required ROW\r\nat the I-75\/SR 7 intersection varies between 350 and 400 feet.\r\n<\/p>\r\n<p>\r\nInterstate 75\/SR 122 (Main Street) Interchange Exit 29\r\n<\/p>\r\n<p>\r\nThe 1-75\/SR122 (Main Street) Interchange, Exit 29, reconstruction\r\nwould begin on Main Street just east of the Frank&#8217;s Creek bridge\r\napproximately 1782 feet west of 1-75. The 1-75\/SR122\r\nInterchange reconstruction on Main Street ends approximately 1848\r\nfeet east of 1-75 where the project would tie to the existing\r\ntwo-lane rural roadway.\r\n<\/p>\r\n<p>\r\nThe project would include a new bridge over 1-75 and would\r\nreconstruct the 1-75 ramps as a conventional diamond interchange.\r\nApproximately 0.7 miles of Morven Road (CR 782) and 0.7 miles of\r\nUnion Road (CR 38) would be relocated to intersect reconstructed SR\r\n122 to provide maximum median opening spacing with the proposed 1-75\r\nramps while minimizing impacts to the surrounding area. Existing ROW\r\nalong SR 122 is 50 feet. At the I-75\/SR 122 intersection, existing\r\nROW varies between 250 and 300 feet. Required ROW along SR 122 is 80\r\nfeet, and required ROW along Morven Road realignment is 100 feet.\r\n<\/p>\r\n<p>\r\nThe proposed project area was surveyed in 2007 by Ground Truth\r\nResearch and again in 2008 when slight changes were made to the\r\nUnion Road realignment (Stoops 2007, 2008). In early September 2016,\r\nMAAI archaeologist Billy McCarley reviewed the areas previously\r\nsurveyed in 2007 and 2008 and determined that certain areas of the\r\nAPE were not properly assessed in 2007 or 2008. Therefore, MAAI\r\nreturned to the project area and surveyed all existing ROW. In\r\naddition, MAAI determined that required ROW and construction\r\neasements along Flythe Road, Shiloh Road west of Golden Oaks Drive,\r\nShiloh Road east of Val Tec Drive, the southern portion of the\r\nMorven Road realignment, the southern portion of Union Road\r\nrealignment, an unnamed road west of\r\nMorven Road along Main Street, and the eastern portion of Main\r\nStreet needed to be assessed and shovel tested. Because the original\r\nsurveys in 2007 and 2008 were based on GDOT survey standards of 2007\r\nand 2008, Ground Truth Research did not survey the Expanded Survey\r\nCorridor (ESC). Therefore, because an ESC was not required during\r\nthe original survey, MAAI did not survey the ESC during this second\r\naddendum survey.\r\n<\/p>\r\n<p>\r\nThe entire project area was inspected for archaeological materials.\r\nFifty-one negative shovel tests were performed along Flythe Road,\r\nShiloh Road west of Golden Oaks Drive, Shiloh Road east of Val Tec\r\nDrive, the southern portion of Union Road realignment, the eastern\r\nportion of Main Street, and along the southern portion of the Morven\r\nRoad realignment. No shovel tests were positive.\r\n<p>\r\nHowever, <a name=\"arch\" href=\"#arch\">one site (9LW174)<\/a>\r\nwas discovered on the surface along the southern portion of\r\nthe Morven Road realignment. The site is a late nineteenth to early\r\ntwentieth century historic scatter with a minor precontact\r\ncomponent. Site 9LW174, which spans adjacent to Morven Road in a\r\ncultivated field, occurs completely within the APE. The site is\r\napproximately 100 m long by 20 m wide. Because the artifact scatter\r\nwas identified on the surface, walking transects 5 meters apart were\r\nexecuted along the site to identify the extent of the artifact\r\nscatter and to collect artifacts. Then, close-interval shovel tests\r\nare performed; however, none of the shovel tests were positive for\r\ncultural materials or features. The portion of the cultivated field\r\nassociated with the site was thoroughly inspected in four directions\r\nand shovel tested within and outside the APE. These methods\r\nconfirmed that the site ceased inside the APE. Shovel testing within\r\nthe site revealed a thick plow zone (20 cmbs) that was sterile of\r\nartifacts or features.\r\n<\/p>\r\n<p>\r\nBecause of the thick plow zone, the site appears heavily disturbed\r\nby cultivation. Because the site lacks depositional integrity and\r\ndoes not contain sufficient data that would lead to future research,\r\nMAAI recommends the site ineligible, and no further work is needed.\r\n<\/p>\r\n<p>\r\nReport Number\r\n<br>\r\n9295\r\n<p>\r\nYear of Publication\r\n<br>\r\n2016\r\n<p>\r\nCounty\r\n<br>\r\nLowndes\r\n<\/blockquote>\r\n<p>\r\n<a href=\"#utilities\" name=\"utilities\">2017-04-11<\/a>:\r\nThe Lowndes County Commission\r\ndiscussed utility relocation for this project on\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/04\/videos-t-splost-report-delinguent-subdivision-juvenile-justice-incentive-gdot-exits-mowing-lcc-2017-04-10.html#N-6b-GDOT-Project-00762-Exit-22-29-Utilities-Relocation\">10 April 2017<\/a>\r\nand <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/04\/videos-911-t-splost-details-delinguent-subdivision-juvenile-justice-incentive-gdot-exits-lcc-2017-04-11.html#N-6b-GDOT-Project-00762-Exit-22-29-Utilities-Relocation\">approved that on 11 April 2017<\/a>, to the tune of $684,515.30, with work to be done by GDOT\r\nand reimbursed by the county.\r\nThey also approved a contract for the county to mow all the I-75 exits\r\nwith GDOT reimbursing the county.\r\n<p>\r\n2017-05-19:\r\nValdosta Daily Times, 19 May 2017,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/lowndes-tapped-for-i--facelift\/article_31134789-efa1-5d04-b411-d69948824852.html\">\r\nLowndes tapped for I-75 facelift<\/a>,\r\n<blockquote>\r\n<p>\r\nVALDOSTA &mdash; Lowndes County has been approved for two revamped\r\nInterstate 75 overpasses and exits, according to the state\r\nDepartment of Transportation.\r\n<\/p>\r\n<p>\r\nA $46 million construction project to rebuild and improve two\r\nheavily traveled I-75 interchanges in Lowndes County is scheduled to\r\nbe advertised for bid following approval Thursday by the State\r\nTransportation Board, according to a state press release issued\r\nFriday.\r\n<\/p>\r\n<p>\r\nThe Georgia Department of Transportation project to reconstruct\r\nExits 22 and 29 will be made available for bid June 16. The award to\r\nthe lowest qualified bidder is expected to be announced by the end\r\nof June&#8230;.\r\n<\/p>\r\n<p>\r\nExit 29 is the state Route 122\/Main Street interchange at Hahira and\r\nExit 22 is U.S. 41\/SR 7\/North Valdosta Road near Valdosta.\r\n<\/p>\r\n<p>\r\nThe bridges were built in 1960 and the design is outdated for\r\ncurrent and projected traffic, Golden said.\r\n<\/p>\r\n<p>\r\nThe bridges are narrow, which makes it difficult for motorists at\r\nthe top of the ramps to see oncoming traffic, according to state\r\nofficials. Both routes are two lanes and SR 122 doesn&#8217;t have turn\r\nlanes. A short SR 7 westbound turn lane for traffic to go south on\r\nI-75 often backs up, which blocks through traffic.\r\n<\/p>\r\n<p>\r\nThe project will widen both bridges to four lanes with turn lanes,\r\npaved shoulders and concrete medians and will reconstruct the ramps.\r\nThis will improve traffic flow and capacity and improve visibility\r\nexiting the ramps.\r\n<\/p>\r\n<p>\r\nIt is the latest of 16 bridge replacements in Southwest Georgia that\r\nwere awarded within the past 12 months or are scheduled to be\r\nadvertised for bid this year, according to the DOT press release.\r\nStructurally deficient and\/or functionally obsolete bridges on and\r\noff the state highway system are being replaced with structures that\r\nmeet current Georgia DOT guidelines.\r\n<\/p>\r\n<p>\r\nMany of the aging bridges are in rural areas. Replacing them is good\r\nfor rural Georgia where farmers and agricultural-based industries\r\nneed to move products to market, Commissioner Russell McMurry noted.\r\nSome bridges that are being replaced have posted weight limits due\r\nto deterioration. The project lies north of the city limits of Valdosta in\r\nLowndes County.\r\n<tr><th>2.<\/th><th style=\"text-align:left\">\r\nGeology\r\n<\/th><td>\r\n This project will be geologically sited in the Miccosukee Formation of the\r\nGeorgia Coastal Plain .\r\n<tr><th>3.<\/th><th style=\"text-align:left\">\r\nRemoval\r\n<\/th><td>\r\n The soils near the proposed grade in the following areas were found to have\r\nin-place moisture contents far above the optimum moisture contents. This\r\ncondition has the potential to cause severe pumping problems during\r\nsubgrade and base construction. Inc. of Valdosta was the lowest\r\nqualified bidder on the project that will improve the interchanges\r\nof Exits 22 and 29. No construction start date has been determined.\r\nThe overpasses will not close and construction will be staged to\r\navoid long-term detours.\r\n<\/p>\r\n<p>\r\nExit 22 is U.S. 41\/SR 7\/North Valdosta Road\/Shiloh Road near\r\nValdosta and Exit 29 is SR 122\/Main Street at Hahira. The project\r\nwas advertised for bid in May and the contract was awarded June 30&#8230;.\r\n<\/p>\r\n<p>\r\nReconstruction of most I-75 interchanges in southwest Georgia is in\r\nthe Georgia DOT work program. The next two interchanges slated for\r\nreconstruction are Exits 2 and 11.
