The fee schedule is 4%\r\nEngineering, 3% Surveying and 2% Environmental of the cost of\r\nconstruction.\r\n<\/p>\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nThe County Engineer read from that, speaking of himself in the third person.\r\nIn response to a question about the fee schedule he referred the Commissioners to\r\nthe percentages above, and remarked:\r\n&ldquo;If the costs go down, their fees go down.&rdquo;\r\nAnd if the costs go up, their fees go up,\r\nso the contractor has incentive to find higher costs.\r\n<\/p>\r\n<li>\r\n<a name=\"N-8-e-Dedicate-a-Portion-of-Val-Tech-Road\" href=\"#N-8-e-Dedicate-a-Portion-of-Val-Tech-Road\">\r\n      8 e.
