\n\n<\/a>\nI beg to differ with Mr. Pritchard\u2019s opinion regarding “malicious\nintent”.\n

\nLowndes County Manager Joe Pritchard says, “I don’t believe through\nour investigation, nor through any info we received from the Department\nof Ag, are able to indicate any malicious intent.”\n

\n\n<\/a>\nMr. Pritchard should understand that it matters not if this was done\nwith “malicious intent” or not. “Malicous intent” should be\ndetermined by the investigating criminal agency, not a county manager.\n“Malicious Intent” is only important in determining whether the\ncrime should be filed as a felony, or a misdemeanor.\n

\nThe law is crystal clear regarding the denial of necessary medical care,\nand\/or humane euthanasia, for any animal deemed to be in need of such. Any\ntime a shelter impounds\/houses a live animal, the shelter is required,\nby law, to afford that animal with humane care \u2013 to include necessary\nmedical care or treatment.\n<\/blockquote>\nThe blogger then goes on to quote Georgia Code, which only brings\nin the word “maliciously” for higher fines or imprisonment\nfor aggravated cruelty to animals.\n

\nIf this incident has accurately been confirmed, why is a county manager\nmaking criminal investigational decisions \u2013 is that not the duty of\nthe Lowndes County Sheriff\u2019s Office?\n

\n\n<\/a>\nIt has been reported that the AC Officer, who intially filed the\ncomplaint, has now been (mandatorily) transferred to the Lowndes County\nRecycling Center.\n

\nThis situation is starting to reek of that infamous\n“good old boy” aroma.\n<\/blockquote>\nStarting?\n

\n\n<\/a>\nThe blogger then goes on to list a long series of things that\nare plainly against the law that have been alleged to have happened\nat the Lowndes County Animal Shelter.\n

\nSeems to me the law needs to look into that.\nYet\n\nalmost a month now since Jane Osborn asked the sheriff’s office to look into it<\/a> and apparently nothing has been done.\n
