Jennifer Short at the July 10 Change of Command ceremony.<\/a>\r\n<\/p>\r\n<p>\r\nCommissioner Scottie Orenstein asked, on facebook, in response to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/07\/you-missed-it-appointments-to-hospital-authority-and-parks-and-rec-well-pump-lcc-2017-07-10.html\">\r\nyesterday&#8217;s LAKE blog post about the moved meeting<\/a>:<!--more-->\r\n\r\n\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nPlease don&#8217;t make assumptions that we deliberately tried to\r\ninconvenience anyone. The change of command at Moody was this\r\nmorning and the chairman wanted to make sure those attending had\r\ntime to get on base before the 9:23 start time.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nPlease don&#8217;t complain that I&#8217;m quoting you. You responded as a Commissioner about a Commission meeting, which Georgia Open Records Law says is quotable.\r\nAlso, if your voice mailbox hadn&#8217;t been full, Gretchen would have had this\r\ndiscussion with you by telephone.\r\nI do thank you for responding, however.\r\n<p>\r\nGretchen replied on facebook:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nI would have come to the meeting at 8AM if I had known. What burns\r\nme is that I wasn&#8217;t notified by e-mail even though I was subscribed\r\nto all the updates in the clerk&#8217;s area through the lowndescounty web\r\nsite. And, not one person thought to notify me as the only citizen\r\nthat regularly attends. That let&#8217;s me know for sure that no one\r\nlikes me being there. &#8220;Hi Gretchen, just checking to make sure you\r\nknow the meeting is at 8 and not 8:30 on Monday, Thanks, Bye&#8221;\r\n<\/p>\r\n<p>\r\nProbably most people don&#8217;t have the time or inclination to check to\r\nsee if regularly scheduled meeting times are changed for every or\r\nany meeting. And just for a moment, imagine that you are a regular\r\nperson and show up to attend a meeting and it&#8217;s already over, heck\r\nthat could happen when the meeting is held at the regular time but\r\nonly lasts 8 minutes. It is very discouraging to participation.\r\n<\/p>\r\n<p>\r\nI am however pleased to report that after several calls back and\r\nforth with staff in the clerk&#8217;s office, a new subscription is\r\navailable that may in the future notify subscribers of changes to\r\nthe front page (that little &#8220;alert&#8221; bit on the right hand side of\r\nthe web site) and to calendar changes and additions.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nI noted on facebook:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nLooks like Valdosta sent the City Manager, not the entire Council.\r\n<a href=\"http:\/\/www.valdostacity.com\/valdosta-welcomes-new-moody-commander\">\r\nhttp:\/\/www.valdostacity.com\/valdosta-welcomes-new-moody-commander<\/a>\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nSementha Mathews, Valdosta City PR, 2017-07-10 11:24 AM,\r\n<a href=\"http:\/\/www.valdostacity.com\/valdosta-welcomes-new-moody-commander\">\r\nValdosta Welcomes New Moody Commander:\r\nCommander makes history as first female<\/a>\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nMOODY AIR FORCE BASE, Ga. &mdash; Col. Short thanking Valdosta for being welcoming,\r\nbut curiously not Lowndes County.\r\nValdosta Today carried <a href=\"http:\/\/valdostatoday.com\/2017\/07\/moody-welcomes-first-female-commander\/\">Moody AFB&#8217;s press release after the event<\/a>,\r\nand <a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/moody-afb-welcomes-first-female-commander\/article_638473f8-8ff8-56ef-a6cf-1325cc10dee9.html\">the VDT ran a story<\/a>: neither mentioned Valdosta nor Lowndes County.)\r\n<p>\r\nCommissioner Orenstein responded:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nSo are you suggesting that we should have just sent the County\r\nManager? We both know, John, that if it were the other way around,\r\nyou would have said that we didn&#8217;t even have the decency to make\r\narrangements for the Chairman to be there.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nTo which I wrote:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nScottie Orenstein, you don&#8217;t know what I would say, as has been\r\ndemonstrated many times when commissioners get in a huff when I say\r\nit. Stay tuned for this morning&#8217;s LAKE blog post.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAnd here is what I say:\r\npreviously, <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/03\/videos-calles-again-val-north-pd-water-sewer-habitat-cdbg-sewage-valves-stone-creek-antenna-sheriff-alcohol-lcc-2017-03-13.html#Order\">the Commission sent Chairman Bill Slaughter to Texas with Moody Colonel [Susan M.] Riodan-Smith,<\/a>.\r\nThe Commission did not reschedule their regular Work Session that time,\r\ninstead the Chairman left\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/03\/videos-calles-again-val-north-pd-water-sewer-habitat-cdbg-sewage-valves-stone-creek-antenna-sheriff-alcohol-lcc-2017-03-13.html\">Vice Chairman Joyce Evans to chair the 13 March 2017 Work Session<\/a>.\r\n<p>\r\nAll I criticized about that was that the Chairman&#8217;s\r\nwhereabouts were not revealed until he got back.\r\nAnd I dug up what was not revealed, which is the name, date, location, etc.\r\nof the event he was likely attending, and <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/03\/videos-calles-again-val-north-pd-water-sewer-habitat-cdbg-sewage-valves-stone-creek-antenna-sheriff-alcohol-lcc-2017-03-13.html#Order\">blogged that<\/a>.\r\nYou know, the county could have posted all that and used it as good PR,\r\nlike Valdosta just did yesterday with the City Manager at Moody.\r\nInstead I did that work for the county.\r\nSome Commissions might take that as a compliment.\r\n<p>\r\nSo no, Scottie Orenstein, I would not criticise the Commission for sending\r\nthe County Manager or any one of their own number to represent them at Moody,\r\nwhile the rest of the Commission got on with the business of the county\r\nat their regular time.\r\n<p>\r\nIn fact, Gretchen made a point (see above)\r\nof praising the county staff for doing something\r\nafter yesterday&#8217;s moved meeting to make sure people actually get notified.\r\nAnd I complimented you above for responding.\r\n<p>\r\nMeanwhile, the Lowndes County Commissioners do:\r\n<ul style=\"margin-bottom:1em\">\r\n<li>\r\nDeliberately require anyone who speaks in a Regular Session to be a county landowner or taxpayer. I have spoken at many county commission meetings in Georgia and Florida, and this is the only county that requires that.\r\nWhen I mention this in other counties, the universal reaction is: &#8220;They do what!?&#8221;\r\nIt&#8217;s embarrassing, really: the biggest county for 100 miles around, the one with the most effect on that surrounding area, restricts speakers in a way nobody else does.\r\n<li>\r\nDeliberately selectively enforce your <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/09\/photographers-to-the-back-of-the-room-ashley-paulk-lcc-12-september-2011.html\">illegal bill of attainder<\/a> to require only LAKE to sit in the back corner when videoing, while letting <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/gene-roberts-retires-from-lowndes-county-public-works-lcc-2013-08-27.html\">anyone<\/a> else <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2011\/10\/cameras-at-lowndes-county-commission-11-october-2011.html\">photograph<\/a> or <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/09\/videos-splost-vii-resolution-child-proclamation-and-appointment-lcc-2013-09-10.html\">video<\/a> from any seat in the room. Please see U.S. Constitution, Article Section 9, clause 3: &#8220;No bill of attainder or ex post facto Law shall be passed.&#8221;\r\nNow I predict Lowndes County Commissioners and staff\r\nwill latch onto this one item and ignore everything else in this blog post.\r\nWhich would be great if it caused them to repeal their illegal ordinance.\r\n<li>\r\nDeliberately hold your Work Sessions at 8:30 AM when working people cannot attend.\r\n<li>\r\nDeliberately hold your Work Sessions at a time when one of your own Commissioners can never attend.\r\n<li>\r\nDeliberately take down your own videos of your Regular Sessions from your website after two weeks.\r\n<li>\r\nDeliberately <strong><em>NOT<\/em><\/strong> video your own Work Sessions,\r\nwhich is why Gretchen is still there videoing after seven years,\r\nwhich is longer than most of you have served on the Commission.\r\n<\/ul>\r\n<p>\r\nI phrased my speculations in\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/07\/you-missed-it-appointments-to-hospital-authority-and-parks-and-rec-well-pump-lcc-2017-07-10.html\">\r\nyesterday&#8217;s blog post as questions, not assumptions<\/a>.\r\nHowever, given all the above things the Lowndes County Commission\r\ndeliberately does, it&#8217;s really not a stretch for people to wonder\r\nwhether the Commission was hiding something when it moved its meeting\r\nearlier.\r\n<p>\r\nEspecially when two appointments to the very controversial Hospital Authority are\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/07\/you-missed-it-appointments-to-hospital-authority-and-parks-and-rec-well-pump-lcc-2017-07-10.html\">\r\non the agenda<\/a> for yesterday&#8217;s opaque Work Session and for tonight&#8217;s 5:30 PM Regular Session.\r\nNobody knows whether any of the candidates showed up at the Work Session,\r\nor whether any of them spoke, or whether any Commissioners questioned them about anything.\r\nDitto for the two Parks and Rec Authority appointments.\r\nAlso, what was said about yet another emergency pump replacement?\r\n<p>\r\nNow, to the county&#8217;s credit, staff did post <a href=\"http:\/\/lowndescounty.com\/CivicAlerts.aspx?AID=138\">on Friday July 7, 2017 an announcement of the Work Session time change<\/a> and they did update the agenda that same day.\r\nAnother facebook commenter says Chairman Bill Slaughter mentioned it on the radio on 105.9 FM.\r\nSo there was some attempt to get the word out.\r\nWhich is an improvement over back when the county would reschedule meetings\r\nwith nothing but 24 hours notice out front and sent to the VDT.\r\n<p>\r\nNonetheless, the county&#8217;s alert system failed, both for this time change,\r\nand for the scheduling of two budget sessions.\r\nYet, as Gretchen remarked, county staff are working on fixing that.\r\nI add my thanks to hers for that.\r\n<p>\r\nSomeone else commented that the Moody installation ceremony had been scheduled long before last Friday, so the county&#8217;s late time change was poor planning by someone.\r\nI can&#8217;t confirm when that ceremony was scheduled, but it&#8217;s hard to believe an Air Force Base would not have scheduled a change of command well in advance.\r\n<p>\r\nAnyway, I would be blogging the LAKE videos of the Work Session, if there were any.\r\nInstead I&#8217;ve blogged this soap opera about why there aren&#8217;t any.\r\n<p>\r\nI conclude by thanking county staff for doing something to fix the county&#8217;s alert system,\r\nand by thanking several Commissioners for communicating about this issue,\r\nespecially Scottie Orenstein for responding in public.\r\n<p>\r\nThat plus: they&#8217;re appointing two Hospital Authority members tonight at 5:30 PM, and that affects all of Lowndes County and at least two other nearby counties that have satellite hospitals, not to mention all the people for 100 miles around who got to South Georgia Medical Center.\r\nSo maybe some people would like to come to tonight&#8217;s meeting and see what the Lowndes County Commission is doing,\r\nand maybe even say a few words in Citizens Wishing to be Heard.\r\n<p>\r\n -jsq\r\n<\/p>\r\n<p style=\"text-align:center;font-style:italic\">Investigative reporting costs money, for open records requests, copying, web hosting, gasoline, and cameras, and with sufficient funds we can pay students to do further research.
