\n\n<\/a>\nHarrisburg City Council member Brad Koplinski is seeking to introduce a\nresolution that will allow the council to prepare paper work that might\nbecome necessary should a majority of the council decide to file for\nChapter 9 bankruptcy.\n

\nKoplinski said the urgency of being prepared escalated Thursday when\nstate Sen. Jeffrey Piccola introduced legislation that called for a\nstate takeover of Harrisburg should the distressed city fail to adopt\nthe Act 47 plan it was presented Monday.\n<\/blockquote>\nIt seems Harrisburg applied for Act 47, which is apparently a state\nbankruptcy protection plan last October, but now:\n\n\n

\n“I thought it was a knee-jerk reaction to file for Act 47 after (City\nCouncil) moved to hire attorneys to counsel us on Chapter 9, but I\nrespect the mayor’s decision to apply. But she applied under certain\nrules, and now there’s a complete change being considered that takes away\nthe ability of the mayor and the city to be able to act as a sovereign\nmunicipality,” he said.\n<\/blockquote>\nTake out too much debt on a project\n\nwith no business plan<\/a>\nand lose control over your municipality.\n\n<\/a>\nIt could never\nhappen here, right?<\/a>\nWe would never buy into\n\na scheme that’s already losing customers facilities are closing<\/a>\nin other states, would we?\n
