{"id":18271,"date":"2017-03-28T09:28:54","date_gmt":"2017-03-28T13:28:54","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=18271"},"modified":"2017-03-28T09:28:54","modified_gmt":"2017-03-28T13:28:54","slug":"videos-lowndes-county-commission-goals-lcc-2017-03-27","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2017\/03\/videos-lowndes-county-commission-goals-lcc-2017-03-27.html","title":{"rendered":"Videos: Lowndes County Commission Goals @ LCC 2017-03-27"},"content":{"rendered":"<p>\r\n<a href=\"https:\/\/www.youtube.com\/playlist?list=PLshUv86fYkiHNSVLsytmM5V1Nj5VwdpI7\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"https:\/\/i.ytimg.com\/vi\/IkjPr6zIUWc\/mqdefault.jpg\"><\/a>\r\nThe Chairman confirmed that yesterday&#8217;s\r\n<span style=\"font-weight:bold\">\r\n&#8220;Lowndes County Commission Goals&#8221;<\/span>\r\nwas a continuation of the rather testy\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/02\/videos-annual-planning-meeting-day-2-lcc-2017-02-17.html#N-2017-Goals\">goals discussion at their February planning session<\/a>,\r\nin which they disagreed on things such as whether to hold Work Sessions\r\nat times when working people could attend.\r\nAnd ten days later held <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/02\/videos-annual-planning-meeting-day-2-lcc-2017-02-17.html#N-2017-Goals\">a three-minute Work Session<\/a>.\r\nThere&#8217;s still no agenda for that 9:30AM to 10:30AM Goals meeting\r\n<a href=\"http:\/\/lowndescounty.com\/Calendar.aspx?EID=220&#038;month=3&#038;year=2017&#038;day=27&#038;calType=0\">\r\non the county&#8217;s website<\/a>,\r\neven though it appears they had one.\r\n<p>\r\nThey declared\r\n<a href=\"#N-1-Solid-Waste-Management\">\r\nSolid Waste Management accomplished<\/a>,\r\nyet they spent even more time discussing\r\n<a href=\"#N-5-Litter-Control-and-Beautification\">\r\nLitter Control and Beautification<\/a> and kept that on their short-term goals.\r\nLater they seemed to decide to make a special class of ongoing issues,\r\nincluding\r\n<a href=\"#LTG4-Support-MAFB\">\r\nlitter and Moody AFB<\/a>.\r\n<p>\r\nThe elephant in the room is that\r\n<a href=\"#Tax-Revenue-is-down-and-inconsistent\">\r\ntax revenue is down and inconsistent<\/a>.\r\n<p>\r\nBelow are links to each LAKE video of that Goals meeting,\r\nwith a few notes, followed by a video playlist.<!--more-->\r\n\r\n\r\n<ul>\r\n<li>\r\n<a name=\"N-1-Solid-Waste-Management\" href=\"#N-1-Solid-Waste-Management\">\r\n      1. Solid Waste Management\r\n    \" src=\"https:\/\/i.ytimg.com\/vi\/IkjPr6zIUWc\/hqdefault.jpg?custom=true&#038;w=120&#038;h=90&#038;jpg444=true&#038;jpgq=90&#038;sp=68&#038;sigh=xA4TtHCMRPQQ1xe3JAfts2yutMw\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=IkjPr6zIUWc&#038;index=1&#038;list=PLshUv86fYkiHNSVLsytmM5V1Nj5VwdpI7\">Video.<\/a>\r\nFour years ago, the county told the VDT\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/01\/no-choice-on-trash-representatives-from-lowndes-county.html\">code enforcement would handle any roadside trash dumping<\/a>\r\nresulting from the county closing its collection centers.\r\nIn this video, the Chairman says that&#8217;s happening.\r\nFunny how I see a lot of trash still out there.\r\nAlso, how many cases has the county actually pursued?\r\nThe Chairman said the fines don&#8217;t even cover the cost of enforcing them.\r\nCommissioner Demarcus Marshall suggested a tax and requirement for participation.\r\nThe Chairman said that could only be done through property taxes for solid waste,\r\nand he said there was a bill that would not allow counties to add additional fees to the property tax bill but &#8220;you could include it in it; put it in the envelope&#8221;.\r\nRather than penalizing citizens for the county&#8217;s mistakes,\r\nwouldn&#8217;t it be easier than dealing with <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/12\/ads-wants-a-trash-collection-rate-hike-who-could-have-forseen-lcc-2014-12-08.html\">rate hikes from ADS<\/a>\r\nto reopen the county&#8217;s collection centers and fund them through a special tax district,\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/06\/vdt-should-dig-deeper-into-county-trash.html\">\r\nas state law expressly authorizes<\/a> in <a href=\"http:\/\/ssl.csg.org\/dockets\/99dbills\/1399b03gahb489local.html\">O.C.G.A. 36-70-24<\/a>:\r\n<blockquote>\r\n<p>\r\n(3)(A) The strategy shall ensure that the cost of any service which\r\na county provides primarily for the benefit of the unincorporated\r\narea of the county shall be borne by the unincorporated area\r\nresidents, individuals, and property owners who receive the service.\r\nFurther, when the county and one or more municipalities jointly fund\r\na county-wide service, the county share of such funding shall be\r\nborne by the unincorporated residents, individuals, and property\r\nowners that receive the service.\r\n<\/p>\r\n<p>\r\n(B) Such funding shall be derived from special service districts\r\ncreated by the county in which property taxes, insurance premium\r\ntaxes, assessments, or user fees are levied or imposed or through\r\nsuch other mechanism agreed upon by the affected parties which with\r\nthe intent of subparagraph (A) of this paragraph;\r\n<\/p>\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nDespite that open question, the Chairman declared &#8220;We&#8217;re going to call that one accomplished&#8221;.\r\nYet they\r\n<a href=\"#N-5-Litter-Control-and-Beautification\">\r\ndiscussed litter again in the same meeting<\/a>.\r\n<\/p>\r\n<li>\r\n<a name=\"N-2-Inspections-Department\" href=\"#N-2-Inspections-Department\">\r\n      2. Litter Control and Beautification\r\n    \" src=\"https:\/\/i.ytimg.com\/vi\/1xghcMRZOuE\/hqdefault.jpg?custom=true&#038;w=120&#038;h=90&#038;jpg444=true&#038;jpgq=90&#038;sp=68&#038;sigh=NwVC459JBDUq51d-oG-0ssPUBcI\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=1xghcMRZOuE&#038;index=5&#038;list=PLshUv86fYkiHNSVLsytmM5V1Nj5VwdpI7\">Video.<\/a>\r\nThey want to appoint a task force for litter and beautification, including\r\nrecommending financing options.\r\nVarious discussion about KLVB and other groups and agencies.\r\nThe Chairman thinks programs to educate the community about litter are important.\r\nMaybe the Commission could learn something while they&#8217;re at it.\r\nAt the next Commission meeting they&#8217;ll be looking at a proposed contract with GDOT\r\nfor mowing around I-75 exits; see also HB 170.\r\nGDOT cares because Lowndes County and Valdosta are the gateway into Georgia.\r\nIf they want to beautify the exits as &#8220;entrances into our community&#8221;, how \r\nabout put some solar panels there, show this as a community on the\r\nforefront of the change to renewable energy, and produce revenue?\r\n<p style=\"font-style:normal\">\r\nCommissioner DeMarcus Marshall said the Deep South Sanitation Authority\r\nis providing some grants for little pickup.\r\nThe Chairman said that was the case.\r\nI don&#8217;t know whether they were referring to Deep South Sanitation LLC,\r\nthe local company that has one of the two permits for trash pickup,\r\nor\r\nthe\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/03\/deep-south-solid-waste-management-authority-after-privatized-landfill.html\">\r\nDeep South Municipal Regional Solid Waste Management Authority (WMA)<\/a>.\r\n<\/p>\r\n<li>\r\n<a name=\"N-6-Veterans-Advisory-Council\" href=\"#N-6-Veterans-Advisory-Council\">\r\n      6.
