{"id":18208,"date":"2017-03-13T08:09:34","date_gmt":"2017-03-13T12:09:34","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=18208"},"modified":"2017-03-13T08:10:10","modified_gmt":"2017-03-13T12:10:10","slug":"deputy-butler-jacobs-ladder-road-paving-and-seven-minutes-on-the-agenda-lcc-2017-02-28","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2017\/03\/deputy-butler-jacobs-ladder-road-paving-and-seven-minutes-on-the-agenda-lcc-2017-02-28.html","title":{"rendered":"Deputy Butler, Jacobs Ladder road paving, and seven minutes on the agenda @ LCC 2017-02-28"},"content":{"rendered":"<p>\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=z6qEL57lsBE&#038;feature=youtu.be\">\r\n<img decoding=\"async\" style=\"border:none;width:300px;float:right\" width=\"300\" alt=\"Front camera\" src=\"http:\/\/www.l-a-k-e.org\/blog\/wp-content\/uploads\/2017\/03\/0fe90f45b16e6d31c11b691bdccfe182.jpg\"><\/a>\r\nThey started with some words about Deputy Chris Butler and a moment of silence\r\n(see <a href=\"http:\/\/obituaries.valdostadailytimes.com\/story\/chris-butler-1978-2017-881727702\">VDT Obituary<\/a>.\r\nThen they plowed through <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/02\/videos-three-minute-work-session-lcc-2017-02-27.html\">\r\nagenda<\/a>.\r\nCommissioner Demarcus Marshall did introduce a little levity by asking\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=z6qEL57lsBE&#038;feature=youtu.be&#038;t=5m10s\">\r\nif the drug testing for the MIDS bus service was just for the drivers.<\/a>\r\nAnswer: yes.\r\n<p>\r\nOn the dozen Sheriff pursuit vehicles bid,\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=z6qEL57lsBE&#038;feature=youtu.be&#038;t=6m\">\r\nCommissioner Marshall also noted<\/a> that a few years ago\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/04\/videos-garbage-falling-off-trucks-lcc-2014-03-25.html#Animal-Control\">\r\n(they voted 25 March 2014<\/a>\r\nthere was a similar bid of Cass Burch vs. Langdale Ford<\/a>\r\nfor which\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/03\/videos-mostly-paving-and-bridges-lcc-2014-03-24.html#Animal-Control\">\r\nthey had additional testimony<\/a>.\r\nThe excuse for picking Cass Burch even though once again not the low bid\r\nwas that it was that the Burch price was still less than the state contract price,\r\nand maintenance would cost less.\r\nIt&#8217;s refreshing to see them actually discussing bids.\r\nIt&#8217;s curious they only ever seem to choose a bid that is not the lowest\r\nwhen it&#8217;s from Cass Burch.\r\n<p>\r\nThe County Manager had <a href=\"https:\/\/www.youtube.com\/watch?v=z6qEL57lsBE&#038;feature=youtu.be&#038;t=8m50s\">no additional report<\/a> to his no report of the previous morning.\r\n<p>\r\nThere was one citizen wishing to be heard:\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=z6qEL57lsBE&#038;feature=youtu.be&#038;t=8m55s\">\r\nLeslie Jacobs of Jacobs Ladder on 5866 Bradford Road North<\/a>,\r\nin<!--more-->\r\n\r\n walking distance of the next county.\r\nShe said they&#8217;d put up a roof over their arena about a year ago,\r\nand they&#8217;d been in operation since 1999.\r\nThey had previously asked for improvement to the road leading there,\r\nand the county had put up a better surface, limestone rock.\r\nShe said maintenance since then had been minimal; she had to call\r\nto get &#8220;the ripples&#8221; (aka washboards) fixed.\r\nShe seemed especially concerned about the ditches, the number\r\nof vehicles, and school busses.\r\nShe presented a petition asking for road paving.\r\n<p>\r\nThe one citizen concluded at 13 minutes, and with no response\r\nother than a perfunctory thank-you,\r\nthey hastily adjourned.\r\nThe citizen took three minutes.\r\nThe business agenda part of the meeting <a href=\"https:\/\/www.youtube.com\/watch?v=z6qEL57lsBE&#038;feature=youtu.be&#038;t=3m\">started three minutes in<\/a>.\r\nSo your elected Commissioners spent seven minutes on the actual business\r\nof spending your tax dollars.\r\n<p>\r\nLike the previous morning, Vice-Chair Joyce Evans presided.\r\nChair Bill Slaughter and Commissioner Mark Wisenbaker were absent.\r\n<p>\r\nI&#8217;d like to commend Aaron Kostyu for the excellent editing job he does\r\non the county&#8217;s own videos, in which he uses close shots of the staff\r\nwhen speaking and a front camera on speakers from the audience.\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a title=\"Front camera\" href=\"http:\/\/www.l-a-k-e.org\/blog\/?attachment_id=18205\">\r\n<img loading=\"lazy\" decoding=\"async\" style=\"border:none\" id=\"18207\" width=\"600\" height=\"340\" alt=\"Front camera\" src=\"http:\/\/www.l-a-k-e.org\/blog\/wp-content\/uploads\/2017\/03\/8639a49a1ea215ca69ee21c270a0331b.jpg\"><\/a>\r\n<\/p>\r\n<p>\r\nEspecially thanks since after Gretchen took <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2017\/02\/videos-three-minute-work-session-lcc-2017-02-27.html\">\r\nthe LAKE videos of the previous morning&#8217;s Work Session<\/a>\r\nshe didn&#8217;t spend another hour going in for the Regular Session.\r\nIt&#8217;s too bad the county takes its own videos off\r\n<a href=\"http:\/\/lowndescounty.com\/AgendaCenter\">its website<\/a>\r\nafter two weeks when it approves the minutes for a given meeting.\r\nNo other county of the many I deal with does that.\r\nMany video their own meetings;
