{"id":18164,"date":"2017-02-27T09:52:35","date_gmt":"2017-02-27T14:52:35","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=18164"},"modified":"2017-02-27T09:52:35","modified_gmt":"2017-02-27T14:52:35","slug":"videos-annual-planning-meeting-day-2-lcc-2017-02-17","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2017\/02\/videos-annual-planning-meeting-day-2-lcc-2017-02-17.html","title":{"rendered":"Videos: Annual Planning Meeting Day 2 @ LCC 2017-02-17"},"content":{"rendered":"<p>\r\n<a href=\"https:\/\/www.youtube.com\/playlist?list=PLshUv86fYkiGoq8PjU3E5B6Bexot32C8T\">\r\n<img decoding=\"async\" style=\"float:right;border:none;\" src=\"https:\/\/i.ytimg.com\/vi\/2FULsMakgJ0\/mqdefault.jpg\"><\/a>\r\nWe learned why Lowndes County has gotten religion about Internet access and speed:\r\n<a href=\"#Internet-Access\">\r\nMoody AFB wants it<\/a>.\r\n<p>\r\nCommissioner Scottie Orenstein made the case for\r\n<a href=\"#Electronic-Agendas-Commissioner-Orenstein-makes-the-case\">\r\nboard packets and agendas in electronic form<\/a>\r\ninstead of the paper packets they currently use.\r\nMaybe they&#8217;ll even reveal them to the public before their meetings,\r\nlike real MSAs do.\r\nMeanwhile,\r\n<a href=\"#Community-Engagement-and-Marketing\">\r\nCommunity Engagement<\/a>\r\nmeans marketing, as in telling people what the county did,\r\nnot listening to the citizens.\r\n<p>\r\nThey talked about\r\n<a href=\"#Infrastructure-Utilities-Steve-Stalvey-gives-an-overview\">\r\ninterconnecting (almost) all of the county&#8217;s water systems<\/a>,\r\nabout\r\n<a href=\"#Transportation-Mike-Fletcher-gives-an-update-on-proposed-truck-route\">\r\nroutes to get trucks out of downtown Valdosta<\/a>.\r\nThe\r\n<a href=\"#Policies-Ordinances-Water-and-Sewer-adopted-2002\">\r\nwater-sewer ordinance is in ten or twelve pieces<\/a>,\r\nand the county is all for expanding water and sewer throughout the county\r\nas long as it doesn&#8217;t cost developers money.\r\n<p>\r\nThere&#8217;s\r\n<a href=\"#TSPLOST-county-or-region-can-issue-one-Mike-Fletcher-gives-information\">\r\na regional T-SPLOST meeting in Waycross by SGRC Feb 28 2017<\/a>,\r\nbut Lowndes commissioners and staff said nothing<!--more-->\r\n\r\n about public transportation\r\nfor a T-SPLOST.\r\nRegarding\r\n<a href=\"#Transportation-Public-Transit-presentation-by-Mike-Fletcher\">\r\npublic transit<\/a>,\r\nthe urbanized area is not just Valdosta,\r\nincludes Stone Creek and &#8220;all the way up to Hahira&#8221;,\r\nas well as Bemiss Road towards Moody,\r\ni.e., what the county calls &#8220;central Lowndes County&#8221;.\r\nIf your road is not among\r\n<a href=\"#SPLOST-paving-list-presented-by-Mike-Fletcher\">\r\nthe 115 on the SPLOST list<\/a>,\r\nit won&#8217;t get paved.\r\n<p>\r\nCounty Manager Joe Pritchard said there had been some\r\n<a href=\"#Policies-Ordinances-Animal-Control-Land-Bank\">\r\nrecent animal cases that motivate review of the recent Animal Control ordinance<\/a>\r\nbut he didn&#8217;t say what they were.\r\nThey also talked about the land bank, without saying which five parcels\r\nthey were referring to.\r\n<p>\r\nCommissioners apparently had submitted\r\n<a href=\"#N-2017-Goals\">\r\nsecret lists before the retreat<\/a>\r\nwhich some of them apparently wanted to edit at the end of the retreat.\r\nNonetheless,\r\nChairman Bill Slaughter opined that &#8220;Lowndes County is as transparent\r\nas we could possibly be.&#8221;\r\nHe indicated he thought the only further step would be to ask\r\ncitizens to vote in meetings.\r\nWell, how about do what <a href=\"http:\/\/appweb.augustaga.gov\/agendapublic\/meetings.aspx#\">Augusta-Richmond County<\/a> or\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2012\/04\/leon-county-commission-agenda-packets-and-videos.html\">\r\nTallahassee-Leon County<\/a>\r\ndo: let citizens speak on any agenda item,\r\nnot to mention at the beginning of the meeting?\r\nAnd that thing Commissioner Orenstein suggested,\r\nwhich even <a href=\"http:\/\/appweb.augustaga.gov\/agendapublic\/meetings.aspx#\">Effingham County already does<\/a>?\r\n<p>\r\nAnd no Lowndes County Commission meeting is complete without\r\n<a href=\"#Policies-Ordinances-Alcohol-Ordinance\">\r\nalcohol<\/a>.\r\nThat&#8217;s related to\r\n<a href=\"#Policies-Ordinances-Adult-Entertainment\">\r\nAdult entertainment<\/a>,\r\nof which the county has only one, Peaches on Bemiss Road.\r\nThey skated around why they can&#8217;t do away with that,\r\nnamely Moody AFB.\r\n<p>\r\nHere are links to each of the LAKE videos for Day 1,\r\nwith a few notes, mostly by Gretchen, followed by a video playlist.\r\n<ul>\r\n<li>\r\n<a name=\"Infrastructure-Utilities-Steve-Stalvey-gives-an-overview\" href=\"#Infrastructure-Utilities-Steve-Stalvey-gives-an-overview\">\r\n      Infrastructure &#8211; doesn&#8217;t really solve problem and goes through neighborhoods.\r\n<p style=\"font-style:normal\">\r\n#2 &#8211; South of Savannah Ave &#8211; same problems as #1.\r\n<p style=\"font-style:normal\">\r\n#3 &#8211; South Bypass &#8211; off of James Road &#8211; need keep trucks out of the Mall area.\r\n<p style=\"font-style:normal\">\r\n#3a? Someone(s) need to go to this.\r\n<p style=\"font-style:normal\">\r\nLowndes County can have voters decide on a one county TSPLOST or they region can vote (as they did several years ago).\r\n<p style=\"font-style:normal\">\r\nDetails about exactly how TSPLOST works (or doesn&#8217;t) and what projects might be done (for example Lowndes could build a truck bypass but the state\/feds still might not reroute US84 out of downtown) TSPLOST is a 5 year sales tax.\r\n<p style=\"font-style:normal\">\r\nThere was NO talk of funding public transportation with a county TSPLOST. \r\n<\/p>\r\n<li>\r\n<a name=\"Policies-Ordinances-Water-and-Sewer-adopted-2002\" href=\"#Policies-Ordinances-Water-and-Sewer-adopted-2002\">\r\n      Policies (Ordinances) &#8211;
