Department of Agriculture Animal Protection.\n<p>\nBlogger Rattlin&#8217; Georgia&#8217;s Cages wrote at some unknown date about\n<a href=\"http:\/\/rattlinggeorgiascages.wordpress.com\/animal-protection-state-audit\/\">\nState Audits<\/a>:\n<blockquote>\n<center>\n<span style=\"color:blue;\">\nThe author of this website is NOT an attorney, nor is attempting to\nprovide legal advice to ANY person or organizational entity. Department of Agriculture Animal Protection\n<br>\nOffice was audited in 2000.\n<br>\nThis office was also reviewed, by the State Audit Office, in 2003,\n<br>\nfor a  follow up \u2013 to determine if this office was adhering\n<br>\nto the state auditor\u2019s recommendations.\n<br>\n<span style=\"color:red;\">\n* My comments are in red text.\n<\/span>\n<\/center>\n<\/blockquote>\nI&#8217;ve included here a couple of examples from that audit,\nwith that blogger&#8217;s comments in red. -jsq\n<blockquote>\n<a href=\"http:\/\/rattlinggeorgiascages.wordpress.com\/animal-protection-state-audit\/\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/www.audits.ga.gov\/images\/landing_3infoboxes_04.jpg\"><\/a>\nThe Department has the authority to suspend or revoke a facility\u2019s\nlicense. If a facility is found to be operating without a license, the\nProgram notifies the facility of the licensure requirement, provides a\ncopy of the standards that must be met to obtain a license, and schedules\na pre-license inspection.\n<p>\n<span style=\"color:red;\">\n* Unlicensed breeders found to be operating unlicensed were not, during\nmy employment, monetarily fined for violations.  Under the authority of\nthe Ga. Admin Procedures Act, Ag AP could, but rarely did, fine a person.\n<\/span>\n<\/blockquote>\n\n<!--more-->\n<blockquote>\n(2) 96% of the facilities cited for not providing humane care will be\nreinspected and brought into compliance or will be subjected to license\nrevocation and\/or a settlement conference.\n<p>\nComplete data was not available, however, for determining the Program\u2019s\neffectiveness in meeting these objectives.\n<p>\nThe Budget Report for fiscal year 2001, for example, indicates that 96%\n(241) of 250 facilities cited for noncompliance in fiscal year 1999 were\nbrought into compliance or subject to disciplinary action.\n<p>\nThe Department has indicated that support for these numbers had been\ngenerated by hand and was no longer available.\n<\/blockquote>\nThere&#8217;s a lot more in that audit, but this is enough to see that\ninspection records are not kept very well by GA Dept. Ag.\nGiven a combination of a state inspection office that isn&#8217;t very good\nabout keeping records and won&#8217;t reveal them anyway until an investigation\nis complete at some unspecified time in the future,\nplus\n<a href=\"\/blog\/2011\/06\/return-cameras-or-im-going-to-pursue-it-through-the-sheriffs-office-ashley-paulk-lcc-28-june-2011.html\">\na local county government that threatens legal action against\na citizens group trying to investigate,<\/a>\npeople might start wondering if there&#8217;s something going on that\nsomebody is trying to cover up.\n<p>\n-jsq\n","protected":false},"excerpt":{"rendered":"Earlier I asked: &#8220;So if the investigation takes more than 2 years, do the earlier files about it start to vanish?&#8221; It appears that there&#8217;s no need to wait 2 years for records to vanish from the Ga.
