The pipeline&#8217;s principal\r\nbacker, Energy Transfer Partners (ETP), has conceded in court\r\nproceedings that it has a contractual obligation to complete the\r\nproject by January 1, 2017. If it misses this deadline, companies\r\nthat have committed long-term to ship oil through the pipeline at\r\n2014 prices have the right to rescind those commitments&mdash;and\r\nmay well exercise that right.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.wwals.net\/2016\/09\/22\/sabal-trail-maps-digitized\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.wwals.net\/wp-content\/themes\/pianoblack\/img\/\/2016\/09\/c9c36ae8de7192ca30660aff525a2c87.jpg?w=300\"><\/a>\r\nSpectra Energy&#8217;s Sabal Trail fracked methane pipeline through Alabama, Georgia, and Florida also faces widespread and growing opposition.\r\nSabal Trail also faces a looming in-service deadline of May 2017,\r\nwhich has already slipped to June.\r\nAnd Sabal Trail, like DAPL, is being funded by borrowed money:\r\nthe ratepayers of Florida Power and Light can&#8217;t possibly already have\r\npaid in the $3 billion for that boondoggle.\r\n<p>\r\nThe Conclusion of the IEEFA report could just as easily have been written about Sabal Trail:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe rush to build the controversial Dakota Access Pipeline stems\r\nlargely from the financial motivations of Energy Transfer Partners,\r\nmotivations that do not necessarily coincide with the interests of\r\nBakken oil drillers or with any economic rationale for increased\r\nregional pipeline capacity. The contracts for DAPL were signed in a\r\nradically different economic environment in which Bakken oil\r\nproduction was growing and drilling companies were doing well\r\nfinancially. The DAPL is a superfluous project being built to\r\npreserve the favorable contract terms that its developers negotiated\r\nin 2014.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nBack in 2013, FPL&#8217;s excuse for Sabal Trail was Florida needed 13% more new electricity in the next decade.\r\nBut this year, <a href=\"http:\/\/www.wwals.net\/2016\/09\/06\/no-new-florida-electricity-needed-says-fpl-so-why-sabal-trail\/\">FPL admitted<\/a> in boldface in the executive summary of its 2016 Ten Year Plan:\r\n<p style=\"font-size:120%;font-weight:bold;margin-left:3em\">\r\n\r\n&ldquo;Difference: FPL does not project a significant long-term additional resource need until the years 2024 and 2025.&rdquo;<\/a>\r\n<p>\r\nSo Sabal Trail, like DAPL,\r\n&#8220;a superfluous project being built to preserve the favorable contract terms that its developers negotiated in&#8221; a by-gone year.\r\nIEEFA carried an article spelling this out.\r\nGillian Neimark for Southeast Energy News, IEEFA, 14 November 2016,\r\n<a href=\"http:\/\/ieefa.org\/blogs-pipeline-glut-southeast-u-s\/\">\r\nPipeline Glut in Southeast U.S.<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nWhile the shale boom has seen a proliferation of new natural gas\r\npipelines throughout the Southeast, critics say many of the projects\r\nare not needed and are simply a way for developers and utilities to\r\nreap profits on the backs of ratepayers.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nEven if Sabal Trail ever starts shipping fracked methane,\r\nit will still be a stranded asset now that the people of Florida defeated the fossil-fuel-funded fake Amendment&nbsp;1 and\r\n<a href=\"http:\/\/www.nytimes.com\/2016\/12\/04\/us\/federal-officials-to-explore-different-route-for-dakota-pipeline.html?_r=0\">\r\nSolarCity, the largest U.S. solar panel installer, is starting operations in Florida<\/a>.\r\n<p>\r\nDon Pittis, CBC News, 8 April 2016,\r\n<a href=\"http:\/\/www.cbc.ca\/news\/business\/fossil-fuel-investment-capital-stranded-1.3524952\">\r\nAnalysis: Warning for investors, not just environmentalists, in fossil fuel spending;\r\nWhat if pipelines, oilsands and power plants don&#8217;t last long enough to pay off?<\/a>\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n<a href=\"http:\/\/www.cbc.ca\/news\/business\/fossil-fuel-investment-capital-stranded-1.3524952\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"https:\/\/i.cbc.ca\/1.3525604.1460056682!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/16x9_620\/canada-crude-shut-ins.jpg\"><\/a>\r\nIt is no surprise when committed environmentalists scoff at new\r\ninvestments in pipelines and oilsands. But a new study indicates that\r\nself-interested investors should also be wary.<\/p>\r\n<p>As the Canadian Association of Petroleum Producers announces a <a\r\nhref=\"http:\/\/www.cbc.ca\/news\/business\/oil-patch-50-billion-1.3524684\">$50\r\nbillion drop<\/a> in Canadian oil and gas investment, the new research\r\nraises concerns about the valuation of any future investments, saying\r\nthey may not last long enough to pay off.<\/p>\r\n<ul> \r\n <li><a\r\n href=\"http:\/\/www.cbc.ca\/news\/business\/oil-patch-50-billion-1.3524684\">Investment\r\n in Canada&#8217;s oilpatch expected to plummet by $50B<\/a><\/li>\r\n <li><a\r\n href=\"http:\/\/www.cbc.ca\/news\/canada\/calgary\/sun-setting-junior-oil-1.3518044\">Junior\r\n oil sector hit hardest amid downturn<\/a><\/li>\r\n<\/ul> \r\n<\/blockquote>\r\n<p>\r\nThis could help explain why Canadian tar sands pipeline company Enbridge\r\nis desperately seeking to remodel itself by buying Spectra.\r\n<blockquote style=\"font-size:100%\">\r\n<p>The report, published in the academic journal <a\r\nhref=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/S0306261916302495\">Applied\r\nEnergy<\/a>, does not focus directly on pipelines or oilsands\r\ndevelopment. Instead, it addresses electrical power plants driven by\r\nfossil fuels.<\/p>\r\n<h2>Extending stranded assets<\/h2> \r\n<p>The innovation of the report, however, is to extend the concept of\r\n&#8220;stranded assets&#8221; beyond fossil fuels still in the ground. It says they\r\nnow include the plant and equipment used to turn those resources into\r\nenergy used by our economy.<\/p>\r\n<\/blockquote>\r\n<p>\r\nPlant and equipment like pipelines, compressor stations just like Sabal Trail is gouging through the southeast U.S., and power plants,\r\njust like FPL and Duke are building in Florida.\r\n<p>\r\nWe&#8217;ve seen\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2016\/09\/many-same-investors-in-sabal-trail-and-dakota-access-pipeline.html\">\r\nthe top institutional investors in all three Sabal Trail partners<\/a>\r\n(Spectra Energy, NextEra Energy, and Duke Energy) include\r\nBank of America of Charlotte, NC with offices everywhere, State Street Corp. of Boston, MA, and the most invested of all,\r\n<a href=\"https:\/\/about.vanguard.com\/who-we-are\/our-leaders\/\">Vanguard Group<\/a>\r\nof Malvern, Pennsylvania with offices worldwide.\r\nShort-term profit is what they do.\r\n<p>\r\nBut Vanguard, for example, knows solar profit, too, being\r\nthe second-largest institutional stockholder\r\nand \r\nthe largest mutual fund stockholder\r\n<a href=\"http:\/\/investors.morningstar.com\/ownership\/shareholders-major.html?t=FSLR\">\r\nin First Solar (FSLR)<\/a> and the second-largest in both categories in\r\n<a href=\"http:\/\/investors.morningstar.com\/ownership\/shareholders-major.html?t=SCTY&#038;region=USA\">SolarCity (SCTY)<\/a>.\r\nVanguard is also number 4 in both cagegories in SCTY&#8217;s new owner,\r\n<a href=\"http:\/\/investors.morningstar.com\/ownership\/shareholders-major.html?t=TSLA&#038;region=USA\">\r\nTesla (TSLA)<\/a>.\r\nState Street is smart enough to be in all three of FSLR, SCTY, and TSLA,\r\nbut Bank of America doesn&#8217;t show up in the top 20 shareholders of any of them.\r\n<p>\r\nAnd who&#8217;s the biggest mutual fund investor in Spectra Energy?\r\n<a href=\"http:\/\/investors.morningstar.com\/ownership\/shareholders-overview.html?t=SE\">VA CollegeAmerica Inc Fund of Amer 529E<\/a>, plus #5 VA CollegeAmerica Cap Inc Bldr 529E, with farther down  VA CollegeAmerica Amercn Mutual 529E, VA CollegeAmerica Cap World G\/I 529E,\r\nVA CollegeAmerica Cap World G\/I 529E, and VA CollegeAmerica Invmt Co of Amer 529E, not much changed since <a href=\"http:\/\/spectrabusters.org\/2015\/07\/30\/who-owns-spectra\/\">I looked into this last year<\/a>.\r\nVA529 is almost as overinvested in <a href=\"http:\/\/investors.morningstar.com\/ownership\/shareholders-major.html?t=duk\">Duke Energy<\/a>, another Sabal Trail partner.\r\nAnd VA 529 is even more overinvested in <a href=\"http:\/\/investors.morningstar.com\/ownership\/shareholders-major.html?t=enb\">Enbridge<\/a>, which is buying Spectra.\r\n<p>\r\nVA529, however, does <strong><em>not<\/em><\/strong> show up in the top 20 of any of FSLR, SCTY, or TSLA.\r\nMaybe you&#8217;d like to suggest to VA529 CEO Mary G. Morris that she change that.\r\n<p>\r\nOr mention it to <a href=\"http:\/\/www.virginia529.com\/boardmembers\/\">VA529&#8217;s board<\/a>,\r\nwhich has an Investment Advisory Committee meeting and a board meeting coming up Thursday morning December 8th 2016:\r\n<blockquote>\r\n<p>\r\nAll meetings held in the Board Room at the Virginia529 College Savings Plan&#8217;s office at 9001 Arboretum Parkway, North Chesterfield, VA 23236 unless otherwise noted.\r\n<p>\r\nPublic comment accepted at the beginning of all meetings.\r\n<\/blockquote>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/08\/solar-power-will-win-like-the-internet-did.html\">\r\n<img decoding=\"async\" style=\"float:right;width:300px;border:none\" src=\"http:\/\/i0.wp.com\/farm6.staticflickr.com\/5301\/5632134880_2f2363a7f2_m.jpg?zoom=2&#038;w=625\"><\/a>\r\nIt&#8217;s an easy path to follow.
