\n\n<\/a>\nLowndes County won’t install speed control devices:\npolicy or ordinance or “decision”, by whom and when?\nAnd where is the speed zone ordinance they passed in January 2011,\naccording to the\n\nWork Session Minutes of 10 January 2011:<\/a>\n<\/p>\n

Adoption of the Revised Speed Zone Ordinance,<\/h4>\n

County Engineer, Mike Fletcher,\npresented the Commission with a revised speed zone ordinance\nin accordance with Georgia Department of Transportation (GDOT)\nrequirements. Mr. Fletcher added that 2 once approved, staff would send\nthe document back to GDOT for execution. Commissioner Evans questioned\nthe speed limit on Boring Pond Road. Mr. Fletcher explained that since\nthe road has been paved, the new ordinance will allow for the new speed\nto be posted at 45 mph and 55 mph. Mr. Fletcher added that prior to the\nroad being paved, the speed limit was 35 mph. Commissioner Raines asked\nif the document was a county ordinance. Mr. Fletcher replied yes, adding\nwhile the county can make certain recommendations, GDOT prepares the draft\nin accordance with their regulations.<\/p>\n

Chairman Paulk asked Mr. Fletcher\nto provide those in attendance with a short explanation of speed control\ndevices. Mr. Fletcher explained that in the 1990’s a previous Commission\nmade the decision that speed control devices would not be allowed\non county roads due to maintenance and safety issues. Mr. Fletcher\nadded that over time that decision has become policy.\n<\/p>\n

\nCommissioner\nPowell stated he had received a request from citizens to increase the\nspeed limit on portions of Old Clyattville Road to 55 mph. Mr. Fletcher\nreplied that due to the curb and gutter installed on the road, he would\nnot recommend it. Mr. Fletcher added he would be glad to check with GDOT\nto see what the state’s recommendation might be. Commissioner Powell\nasked Mr. Fletcher to move forward with contacting GDOT.\n<\/p>\n<\/blockquote>\n

\nAnd how is policy made?\nBy the Commission in an open meeting, or by the staff\nat some unspecified “over time”?\n<\/p>\n

\nPlus, where is this speed zone ordinance?\n<\/p>\n
