The woman was saying that the town council\nhad been violating open meeting laws.\n<p>\nIt was the second citizen arrested at a Quartzsite town meeting in two weeks.\n<\/blockquote>\nWhat&#8217;s all this about?\n\n<!--more-->\n<blockquote>\nTensions have been simmering in the town ever since the council raised\nsewage and water rates in order to help meet budget shortfalls. Citizens\ngot upset after there was a disagreement over whether the town council\nmeetings were being held in full accordance with open meeting rules. For\ninstance, whether all all the meetings were accessible by the public\nand whether there was sufficient public notice given as to their dates\nand times.\n<\/blockquote>\nThere was a very loud Lowndes County Commission meeting about water rates rises\na couple years ago, but nobody was threatened with arrest at that one.\nPersonally, I think the county was right on that one, and the people\nwho were complaining didn&#8217;t really need so much water for their lawns.\n<p>\nHowever, back in 2005\n<a href=\"\/blog\/category\/vcc-5-may-2005\">\nthe Valdosta 15 were arrested<\/a>\nbecause some of them wanted to continue speaking in a Valdosta City Council\nmeeting.\nThe same activist, Rev. Floyd Rose, last year went long on a technical point\nabout Council meetings, and Mayor Fretti let him speak twice the five minutes\nCouncils&#8217; rules say are permitted.\n<p>\n<a href=\"\/blog\/2011\/01\/paulk-interrogates-noll.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/i4.ytimg.com\/vi\/OIrK7eCxIZc\/default.jpg\"><\/a>\nIn Lowndes County Commission meetings, the chair has twice this year\nalluded to arrest or legal action against people speaking in front of him.\n<a href=\"\/blog\/2011\/01\/paulk-interrogates-noll.html\">\nonce in January on the biomass topic,<\/a>\nafter which the Chairman became conspicuously polite to anti-biomass speakers\nin later meetings;\none has to wonder whether the County Attorney had a few words with him.\nWe do know the Commission suddenly adopted\n<a href=\"\/blog\/2011\/01\/celebrate-citizen-participation-john-s-quarterman.html\">\na rambling set of somewhat peculiar rules about Citizens Wishing to be Heard.<\/a>\n<p>\n<a href=\"\/blog\/2011\/06\/return-cameras-or-im-going-to-pursue-it-through-the-sheriffs-office-ashley-paulk-lcc-28-june-2011.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm7.static.flickr.com\/6032\/5884777606_64689dc4b0_m.jpg\"><\/a>\nAnd\n<a href=\"\/blog\/2011\/06\/return-cameras-or-im-going-to-pursue-it-through-the-sheriffs-office-ashley-paulk-lcc-28-june-2011.html\">\nonce in June on the animal shelter topic.<\/a>\n<p>\nAnd of course there were the county budget meetings\n<a href=\"\/blog\/2011\/07\/lowndes-county-has-transparency-issues-john-s-quarterman-lcc-28-june-2011.html\">\nat which no citizen input was entertained.<\/a>\nThat&#8217;s the topic on which\n<a href=\"\/blog\/2011\/07\/timing-confusion-john-s-quarterman.html\">\nI was cut off before my time was up,<\/a>\nas was Jessica Bryan Hughes at an earlier meeting when speaking\non animal shelter issues.\n<p>\nBack in Arizona, on 7 July 2011, the most recently arrested activist,\nJennifer Jade Jones,\n<a href=\"http:\/\/www.youtube.com\/watch?v=HDcaI0moXs0&#038;feature=player_embedded\">\naddressed the council again:<\/a>\n<blockquote>\n&ldquo;I know you guys believe you&#8217;re above the rules, but you&#8217;re not above the rules.&rdquo;\n<br>\n&#8230;\n<br>\n&ldquo;You work for us. You shouldn&#8217;t be telling us what to do &mdash;\nwe should be telling YOU what to do. That&#8217;s your job.&rdquo;\n<\/blockquote>\n<p align=\"center\">\n<iframe loading=\"lazy\" width=\"425\" height=\"349\" src=\"http:\/\/www.youtube.com\/embed\/HDcaI0moXs0\" frameborder=\"0\" allowfullscreen><\/iframe>\n<p>\nI don&#8217;t know how much of what she said about Arizona state law\napplies to Georgia law, but it would be prudent of local councils\naround here to, as she said, &ldquo;get up to speed on the laws of this state.&rdquo;\n<p>\nWe can see what happened in Quartzsite because:\n<blockquote>\nOne of the townsfolk has taken to documenting the meetings as well as\nconfronting various council members with his video camera\n(<a href=\"http:\/\/www.youtube.com\/user\/1qtown\">here&#8217;s his YouTube channel<\/a>).\nHe was the one who captured the footage of the woman being taken away by police,<\/blockquote>\nI didn&#8217;t video\n<a href=\"\/blog\/2011\/06\/return-cameras-or-im-going-to-pursue-it-through-the-sheriffs-office-ashley-paulk-lcc-28-june-2011.html\">\nthe Chairman accosting Humane Society personnel in the parking lot after\na Commission meeting<\/a>,\nbut in future LAKE will consider videoing that sort of thing, too.\n<a href=\"\/blog\/2011\/02\/we-can-limit-them-to-one-area-joe-pritchard.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/www.lowndescounty.com\/content\/government\/c129\/misc\/jpritchard.jpg\"><\/a>\nAn elected public official speaking on county business to citizens\non county property is certainly fair game.\nWe know that the county government doesn&#8217;t like video cameras\n<a href=\"\/blog\/2011\/02\/we-can-limit-them-to-one-area-joe-pritchard.html\">\neven in its formal meetings.<\/a>\nBut they have no choice,\n<a href=\"\/blog\/2011\/03\/lake-as-a-news-medium.html\">\nsince the state says:<\/a>\n<blockquote>\n&#8220;Visual, sound, and visual and sound recording during open meetings\nshall be permitted.&#8221;\n<\/blockquote>\n<a href=\"\/blog\/2011\/03\/lake-as-a-news-medium.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/i2.ytimg.com\/vi\/I_emuOVvlbU\/default.jpg\"><\/a>\nFunny how activists can manage to put video of meetings on YouTube\non no budgets while\n<a href=\"\/blog\/2011\/01\/meeting-video-increasingly-popular-ajc.html\">\nValdosta and Lowndes County<\/a>\nrefuse to do it themselves.\n<p>\nThey can, of course, attempt to find applications of\nfire laws or something else to stop people from talking.\nLet&#8217;s hope they don&#8217;t mistake that sort of thing for\ngood governance.\n<p>\nBack in Quartzsite, the arrests were\n<blockquote>\n&ldquo;over the objections of the mayor. The mayor would later\nrefrain from participating in the town council meetings, calling them\n&#8220;illegal.&rdquo;\n<\/blockquote>\nDuring the arrest of the Valdosta 15 back in 2005,\nfamously not one single member of the Valdosta City Council\n(most of whom are still serving today) objected.\nThe mayor not only didn&#8217;t object, he refers to those arrests as\nhaving taken place in\n<a href=\"\/blog\/2011\/04\/self-executing-mode-john-fretti.html\">self-executing mode.<\/a>\nNo County Commissioner has objected publicly to the Chairman&#8217;s threats\nagainst citzens speaking before them.\n<p>\n<a href=\"http:\/\/www.okraparadisefarms.com\/blog\/2009\/09\/ribbon-cutting-quarterman-road.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/i3.ytimg.com\/vi\/FdMO3jUSsmk\/default.jpg\"><\/a>\nOf course, this is about local government\ntransparency, not about my neighbor Ashley Paulk.\nHe&#8217;s got a stressful job, for which he accepts no pay.\nAnd he has summed it up very well before:\n<a href=\"http:\/\/www.okraparadisefarms.com\/blog\/2009\/09\/ribbon-cutting-quarterman-road.html\">\nfrom September 2009,<\/a>\n<blockquote>\n&ldquo;The job we&#8217;re in is listening to the public.&rdquo;\n<\/blockquote>\n<p align=\"center\">\n<iframe loading=\"lazy\" width=\"425\" height=\"349\" src=\"http:\/\/www.youtube.com\/embed\/FdMO3jUSsmk\" frameborder=\"0\" allowfullscreen><\/iframe>\n<br>\n<small>\nRemarks of Lowndes County Commission Chair Ashley Paulk\n<br>\nat the ribbon cutting for the Quarterman Road project.\n<br>\nVideo by Gretchen Quarterman, 10 September 2009.\n<\/small>\n<p>\nWe hope that elected officials and public servants do not\nforget that job.\n<p>\n-jsq\n","protected":false},"excerpt":{"rendered":"Something seems familiar about this story of a couple of people being arrested at small town council meetings for speaking up.
