(<span style=\"color: red;\">Red text<\/span> is that blogger&#8217;s comments.) -jsq\n<blockquote>\nOne thing I&#8217;ve learned in reviewing a-n-y document that the Ga. Ag. Animal\nProtection Divison prepares, is to do just that &#8211; review, review and\nreview.\n<p>\nIn regards to &#8220;missing cc&#8217;s&#8221;, there isn&#8217;t a law or Ga. Ag Animal\nProtection &#8220;Rule&#8221; that covers &#8220;missing cc&#8217;s&#8221; or even &#8220;missing euth\npoison&#8221;.\n<p>\nThe code that the Ag inspector cited for a violation is 40-40-13.-08\n(11) which reads:\n<br>\n(11) Euthanasia records shall be kept on forms\napproved by the Georgia Department of Agriculture and the State\nBoard of Pharmacy and shall be signed by the person performing\neuthanasia and the witness.\n<br>\nSource: Ga. Animal Protection Rules<br>\n<a\nhref=\"http:\/\/www.files.georgia.gov\/AGR\/Files\/GA%20Animal%20Protection%20Rules.pdf\">\nhttp:\/\/www.files.georgia.gov\/AGR\/Files\/GA%20Animal%20Protection%20Rules.pdf<\/a>\n<p>\nDid the shelter staff have their records\/euth poison logged on the proper\nform &#8211; but just missing that particular&#8217;s day\/date?\n<\/blockquote>\n\n<!--more-->\n<blockquote>\nThe violation may\nshould have been issued for &#8220;Record Keeping&#8221;.\n<p>\nAnd, with all respect to the supervising Veterinarian, :\n<br>\n(10) The supervising veterinarian shall be subject to all record-keeping\nrequirements and inspection requirements of the State Board of Pharmacy\npertaining to sodium pentobarbital and other drugs authorized under\nparagraph (3) of this rule section and may limit the quantity of\npossession of sodium pentobarbital and other authorized drugs to ensure\ncompliance with the provision of this Code section.\n<p>\nMay not be not important &#8211; but then again, may be. i.e. would the shelter\n(staff) itself be &#8220;subject&#8221; to euth poison inventory or would the\nsupervising Veterinarian be subject, as is mandated in the above excerpt.\n<p>\nAlso, the related pdf of the March 15, 2011 inspection conducted\nby the Ag inspector, and supervisor, is in conflict with what the\nState Auditor&#8217;s Office &#8211; Russell Hinton &#8211; recommended  in his 2000\nstate audit and 2003 state audit follow up regarding the writing\nout of each individual 25 criteria regulated during an inspection.\n<br>\n<a href=\"http:\/\/rattlinggeorgiascages.wordpress.com\/animal-protection-state-audit\/\">\nhttp:\/\/rattlinggeorgiascages.wordpress.com\/animal-protection-state-audit\/<\/a>\n<blockquote>\n&#8220;The Program should also take steps to reduce the amount of time its\ninspectors spend preparing the inspection reports.\n<p>\nAn on-site observation of two field inspections found that it took\nlonger to prepare the reports than it took to conduct the inspections\neven though no significant violations were found.\n<p>\nThe amount of time spent preparing\n<table style=\"float:right;width:50%;\"  ><tr><td><span style=\"color: red;\">\n*The inspection reports released involving a 2008 \u201chigh volume breeding\noperation\u201d showed that the inspectors were still hand writing out all\n25 criteria.\n<\/span><\/td><\/tr><\/table>\ninspection reports should be reduced.\n<p>\nIn addition to completing a checklist indicating a facility\u2019s compliance\nor noncompliance with specific requirements, the inspectors also write\nout a description of what they found regarding each item, including\nthose with which the facility was in compliance.\n<p>\nThe inspectors also write out descriptive information about the facility\nthat is identical to information contained on prior reports (such as\nthe size of the facility).\n<p>\nProgram personnel have indicated that the narrative information is\nrequired in case disciplinary action is taken against the facility and\nto develop an inspection history of the facility. Copies of inspection\nreports are purged every two years, however, preventing the compilation\nof any type of long-term data.\n<p>\nThe Program has indicated that it no longer requires its inspectors to\nprepare a detailed report when no violations are found and that it is\nrevising the inspection form.&#8221;\n<\/blockquote>\nReally?  So, why then, in 2011, is an Ag inspector, and supervisor,\nstill writing out the same detailed report that they were during the\n2000 state audit.  .\n<p>\nAnd in the 2003 State Audit Follow Up:\n<blockquote>\n&#8220;Since the time of the audit,\nthe Program has taken steps to reduce the amount of time inspectors spend\nwriting inspection reports. According to Program staff, inspectors have\nbeen instructed to stop writing duplicative data in the written portion\nof the inspection report unless it relates to data needed to verify\nlicense fees paid by the facility (such as a holding capacity and\/or\ngross sales information).&#8221;\n<\/blockquote>\nPerhaps it&#8217;s time for another state audit.\n<p>\n-An Outsider Looking In\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"Received yesterday from the blogger of Rattlin&#8217; Georgia&#8217;s Cages on Joe Pritchard notified of euthanasia violation March 2011.
