\nDear Mr. Pritchard,\n<\/p>\n

\nYou may recall that at the Lowndes County Commission meeting\nof the 8th of January 2013, I asked the following:\n<\/p>\n

\n“When this building complex was opened in 2010, the county put out a\n\n<\/a>\ndouble-sheet flyer saying it was completely paid off out of SPLOST money,\nwith zero dollars owed. I’m wondering how it is that then, either in\nNovember or\n\nDecember<\/a>, the Commission just before your one here, refinanced\nbonds that included I think it was six or seven million dollars for this\nvery building complex? I’m very confused by that. I wonder if someone\ncould clarify how we’re paying on something that was completely 100%\npaid off with zero owed.”\n<\/p>\n<\/blockquote>\n

\nI asked Commissioner Crawford Powell this question at the going-away\nreception for former Chairman Ashley Paulk on 14 December 2012, and\nhe referred me to you for an answer. It has been more than two weeks\nsince I asked in a Commission Regular Session and I have received\nno answer. So I ask again.\n<\/p>\n

\nSpecifically:\n<\/p>\n<\/blockquote>\n\n\n

\n

\nWhat\n\nbonds<\/a> or other debt are outstanding on the Lowndes County\nJudicial\/Administration Complex or any part of it?\n<\/p>\n

\nHow is any and all such debt to be paid for, specifically by\nsales tax, property tax, license fees, or other means?\n<\/p>\n

\n\n<\/a>\nHow can there be any debt when the flyer distributed by the County\nin November 2010, image attached to this message, said these things\nabout the costs of that complex:\n<\/p>\n

\n“100% Paid by SPLOST”\n<\/blockquote>\n

\nand\n<\/p>\n

\n“$0 Balance Owed”\n<\/blockquote>\n

\nPlease provide copies of any financial instruments involved in\nany such debt, and a paper trail leading from zero dollars owed\nto all such debt, including relevant correspondence.\n<\/p>\n

\nI look forward to your answers or timetable within three business days.\nAny document copies you can send by electronic mail or make available\nin electronic form on a USB stick or CD\/ROM would be most appreciated.\nI will be happy to pay reasonable copying fees for any paper documents\nand any other reasonable administrative costs.\n<\/p>\n
