It grew from\r\n435,227 to 853,689. This increase accounted for 28% of the state&#8217;s\r\ntotal population growth. Georgia&#8217;s ten largest counties are home to over\r\nhalf of the Latino population, with 19% of the total Latino population\r\nresiding in Gwinnett County. Other areas including Cobb County, Hall\r\nCounty, and Whitfield County also had significant increases in Latino\r\npopulation growth.\r\n<p>\r\nTo begin with, I would like to object to the fact that we were only\r\nallowed one minute to provide testimony as reaction to the proposed\r\nGeorgia Legislative maps for redistricting.  I believe this was a\r\nviolation of the principles set forth by the committee to ensure there was\r\nadequate time for response from community members.   Obviously, the room\r\nwas packed and lots of people wanted their opportunity to provide feedback\r\nand reaction to the proposed legislative maps.  The one minute time limit\r\nseverely limited the opportunity for that feedback and limited severely\r\nthe opportunity for public reaction and analysis of the proposed maps.\r\n<p>\r\n&#8230;\r\n<p>\r\nBecause of the anti-Latino environment that is clear with some elected\r\n<\/blockquote>\r\n\r\n<!--more-->\r\n<blockquote>\r\nofficials, we do not believe the state has met the burden to prove they\r\nhave not redrawn Georgia&#8217;s legislative proposals in a non-discriminatory\r\nmanner with respect to the Latino community.\r\n<p>\r\n&#8230;\r\n<p>\r\nIn the City of Gainesville, District 26&#8217;s Latino population was broken\r\nup from 48% (40% CVAP) into two districts, #29 and #30, diluting the\r\nLatino population to 34% (28% CVAP) and 38% (31% CVAP), respectively.\r\nIn addition, the African American population was at 15% and was diluted\r\nto 9% and 8% for the districts #29 and #30, respectively.\r\n<p>\r\n&#8230;\r\n<p>\r\nGiven that the Latino population growth accounted for 28% of the state&#8217;s\r\noverall population growth, the Latino community should be respected in\r\nthis process.\r\n<p>\r\nUnfortunately, the proposed maps do not respect the Latino community\r\nin many of the instances we presented, and there may be more serious\r\nconcerns upon further analysis.\r\n<p>\r\n&#8230;\r\n<\/blockquote>\r\nThere&#8217;s more; you can read it for yourself.\r\nOddly, it is not (yet?) on\r\n<a href=\"http:\/\/www.galeo.org\/\">GALEO&#8217;s website,<\/a> but it is\r\nonline <a href=\"http:\/\/campaign.r20.constantcontact.com\/render?llr=kp7yy9n6&#038;v=001avab2lDATeNfvFMbpUyToMhx5wRpcEHpUNrfAW8iK9bBiRlagZW1-1RZr5hOgAKqOwYm_X4n-DPo7Ir_CJCMBWmok4mMHqayjYf4DnYvt5mHNduhBR_-uw%3D%3D\">here.<\/a>\r\n<p>\r\n-jsq\r\n","protected":false},"excerpt":{"rendered":"Jane Osborn submitted a press release dated yesterday from GALEO; excerpts are below. -jsq &#8230; From 2000 to 2010, the Latino population nearly doubled.
