    \r\nCrunk Engineering, on behalf of Greenleaf Hospital, is requesting a\r\nvariance to LDFl Section 222-2 as it pertains to the number of\r\nspaces for a hospital. The subject property is zoned Residential\r\nProfessional (RP) and consists of 6.35 acres located at 2209\r\nPineview Drive. The subject property contains a 36,968\r\npsychiatric\/substance abuse hospital.\r\n<\/p>\r\n\r\n\r\n

    \r\nThe facility is proposing to add a smaller wing addition of about\r\n2149 square feet and a two story bed addition of about 22.671 square\r\nfeet. bringing the total hospital space up to 61.788 square feet.\r\nThe facility has a total of 73 beds currently, and 40 beds are\r\nproposed to be added. Given that the addition is more than 50% of\r\nthe existing square footage, the LDFl requires that the entire\r\nfacility come into compliance with today’s parking regulations. With\r\na total of 113 beds (existing and proposed), that would require a\r\nminimum total of 283 parking spaces at 2.5 spaces required per bed.\r\nAfter renovations. there are a proposed 52 parking spaces to be\r\nadded. bringing the total parking spaces to 159.\r\n<\/p>\r\n

    \r\nIn 2012, the facility was evaluated for compliance in regards to\r\nzoning and parking. The facility was built in 1984 under prior\r\nregulations, and while not complying in terms of use and parking, it\r\nwas considered legal nonconforming. The applicant, on behalf of the\r\nHospital Authority of Valdosta and Lowndes County. applied for and\r\nreceived a Conditional Use Permit for a psychiatric and substance\r\nabuse hospital in Fl\u00bbP zoning, as well as receiving variances from\r\nthe supplemental regulations for hospitals relating to setbacks and\r\nthe requirement that a hospital be located on an arterial. as well\r\nas parking space dimensions. The applicant also was granted an\r\nAdministrative Variance for relief from the minimum number of\r\nparking spaces, allowing a minimum of 110 spaces rather than a\r\nminimum of 125 for a (at the time) 50 bed facility.\r\n<\/p>\r\n

    \r\nUpon evaluating the request in 2012 and again now, staff realizes\r\nthat the facility does not operate as a traditional hospital.\r\nGreenleaf allows inpatient treatment for such things as\r\npsychological issues as well as substance abuse issues, where the\r\npatients may need to stay in the facility overnight to several\r\nweeks, depending on the treatment programs. The facility also offers\r\nout-patient treatment, such as counseling sessions, where the\r\npatients may visit for an hour or two, rather than a night or\r\nlonger. The closest parking standards to the facility are the\r\ntraditional hospital standards at 2.5 spaces required per bed; given\r\nthat Greenleaf is not a traditional hospital facility. but a hybrid\r\nof a medical office\/clinic\/hospital. and that the applicant is\r\nadding parking spaces as well as beds, the request meets the intent\r\nof the parking requirements of the LDFl. Staff also understands that\r\nthe applicant will be required to meet other pertinent regulations\r\nupon plan submittal — landscaping, stormwater. impervious\r\ncaps, but that the site plan provided is a proposed site plan only\r\nat this time.\r\n<\/p>\r\n

    \r\nVariances are intended to relieve hardship beyond one’s control in\r\ninstances where strict application of the regulations would be\r\ndifficult, if not impossible to overcome. In this instance. the\r\nregulations pose the hardship as the closest parking requirement to\r\nGreenleaf is that of a traditional hospital rather than a hybrid of\r\na medical office\/clinic\/hospital. Given that. staff recommends\r\napproval to allow 159 parking spaces rather than the 283 required.\r\n<\/p>\r\n

    \r\nStaff Recommendation<\/u>: Find consistent<\/u> with the Variance Review\r\nCriteria and approve the request for a minimum of 159 parking\r\nspaces.\r\n<\/p>\r\n<\/blockquote>\r\n
