{"id":15938,"date":"2016-02-29T15:27:03","date_gmt":"2016-02-29T20:27:03","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=15938"},"modified":"2016-03-06T18:14:33","modified_gmt":"2016-03-06T23:14:33","slug":"packet-items-for-rez-2016-03-cac-skipper-bridge-road-glpc-2016-02-29","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2016\/02\/packet-items-for-rez-2016-03-cac-skipper-bridge-road-glpc-2016-02-29.html","title":{"rendered":"Packet items for REZ-2016<strike>-03<\/strike>-06, CAC, Skipper Bridge Road @ GLPC 2016-02-29"},"content":{"rendered":"<p>\r\nThanks to Lowndes County Planner Jason Davenport&#8217;s expeditious\r\nresponse to my open records request with\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2016-02-29--glpc-packet-loco\/\">\r\nthe packet materials for REZ-2016<strike>-03<\/strike>-06<\/a>,\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2016-02-29--glpc-packet-loco\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2016-02-29--glpc-packet-loco\/small\/GLPCXAGENDAXITEM-0004.jpg\"><\/a>\r\nfor <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2016\/02\/cac-office-on-skipper-bridge-rd-a-wal-mart-on-bemiss-rd-glpc-2016-02-29.html\">tonight&#8217;s Planning Commission meetin<\/a>,\r\nwe now know\r\nthis proposed CAC rezoning is at the NW corner of Skipper Bridge Road and Stafford Wright Road, about one acre of the\r\n<a href=\"http:\/\/qpublic7.qpublic.net\/qpmap4\/map.php?county=ga_lowndes&#038;parcel=0106++232&#038;extent=2573585+330573+2582521+336877&#038;layers=parcels+streetnum+roads+parcel_sales\">113.88 acre parcel 0106 232<\/a> owned by\r\nJEV Duck Pond LLC, in the watershed of Cherry Creek, which flows to the Withlacoochee River.\r\nPerhaps not coincidentally, the county recently approved plans\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2016\/02\/videos-rivers-and-pipeline-rehab-homes-lamp-lease-rezonings-alcohol-public-defender-paving-stafford-wright-road-lcc-2016-02-09.html#Proposal-from-Lovell-Engineering-for-Stafford-Wright-Road-Paving\">to pave Stafford Wright Road<\/a>.\r\nThe County Planner mentioned that in the agenda sheet summary that\r\ncounty road classifications (local rural, minor collector, etc.)\r\nare stated in the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2009\/11\/thoroughfare-plan-for-lowndes-county.html\">\r\nLowndes County Thoroughfare Plan<\/a>.\r\nBack in 2009 when that plan was last updated, the County Engineer said it\r\n&ldquo;&#8230;works as a guide for development and potential use changes in property.&rdquo;\r\n<p>\r\n<blockquote style=\"font-size:100%\">\r\n<p style=\"text-align:center\">\r\nGREATER LOWNDES PLANNING COMMISSION\r\n<br>\r\nAGENDA ITEM\r\n<p>\r\nSUBJECT: Rezoning Case REZ\u20142016-06<!--more-->\r\n\r\n\r\n<p>\r\nDATE OF MEETING: February 29<small><sup>th<\/sup><\/small> 2016\r\n<p style=\"float:right;text-align:right\">\r\nRegular Meeting (x)\r\n<br>\r\nWork Session (x)\r\n<br>\r\nPolicy\/Discussion ( )\r\n<\/p>\r\n<p>\r\nBUDGET IMPACT: Recommendation (X)\r\n<p>\r\nFUNDING SOURCE: Report ( )\r\n<br>\r\n() Annual ( ) SPLOST () Capital (X) N\/A\r\n<p>\r\nACTION REQUESTED 0N: REZ-2016-06 Lowndes County CAC, Skipper Bridge Rd\r\n<br>\r\n<span style=\"text-align:right\">\r\nR\u2014A to O1, Well and County Sewer, ~1 acre<\/span>\r\n<p>\r\nHISTORY, FACTS AND ISSUES:\r\n<p>\r\nThis case represents a change in zoning on ~1 acre property from\r\nResidential Agricultural (R-A) zoning to Office Institutional (OI)\r\nzoning. The main motivation behind the request is to allow for the\r\nrelocation of the Lowndes County Children&#8217;s Advocacy Center (CAC)<small><sup>1<\/sup><\/small>. \r\nFor reference, in 2015 the CAC in partnership with the LCBOC was\r\nawarded a $500,000 Community Development Block Grant (CDBG) related\r\nto the subject property. Ultimately, the CAC&#8217;s current plans are to\r\nrelocate from their existing main office in the VSU area to a newly\r\nconstructed facility on the subject property. In order to finalize\r\nplans for the development and construction of the new facility a\r\nrezoning is needed to allow for the proposed use. The subject\r\nproperty possesses road frontage on Skipper Bridge Rd and Stafford\r\nWright Rd, This section of Skipper Bridge Rd is classified as a\r\ncounty maintained major collector<small><sup>2<\/sup><\/small>.\r\nTypical traffic flow capacity of\r\na major collector road is between 3,000 to 6,000 AADT<small><sup>3<\/sup><\/small>.\r\nStafford\r\nWright Rd is currently classified as a county maintained unimproved\r\nlocal road. Typical traffic flow capacity of a local road is between\r\n750 to 1,500 AADT. It should be noted that plans are currently\r\nunderway to pave Stafford Wright Rd within the next 12-18 months.\r\nConcerning the 2030 Comprehensive Plan Future Development Map the\r\nsubject property is within the Urban Service Area and a Suburban\r\nArea Character Area. Per Comprehensive Plan guidance 01 zoning is\r\nlisted as a permitted zoning district within a Suburban Area\r\nCharacter Area.
