{"id":158,"date":"2013-01-30T11:55:54","date_gmt":"2013-01-30T16:55:54","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2013\/01\/regarding-the-recently-refinanced-bonds-bill-slaughter.html"},"modified":"2013-01-30T11:55:54","modified_gmt":"2013-01-30T16:55:54","slug":"regarding-the-recently-refinanced-bonds-bill-slaughter","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2013\/01\/regarding-the-recently-refinanced-bonds-bill-slaughter.html","title":{"rendered":"Regarding the recently refinanced bonds &mdash;Bill Slaughter"},"content":{"rendered":"<p>\nMany thanks to Lowndes County Chairman Bill Slaughter for taking\nthe time to respond to a citizen&#39;s question in Citizens Wishing to Be Heard!\nThe response didn&#39;t actually answer my question, but that may be because\nthe question wasn&#39;t clear enough without a copy of\n<a href=\"\/blog\/2013\/01\/dear-mr-pritchard-how-are-we-paying-on-something-that-was-100-paid-off-john-s-quarterman.html\">\nthe flyer that claimed the county&#39;s new judicial and administrative complex\nwas &quot;100% Paid by SPLOST&quot; and &quot;$0 Balance Owed&quot;<\/a>;\nsee\n<a href=\"\/blog\/2013\/01\/created-by-the-newspaper-not-the-county-joe-pritchard.html\">\nnext post.<\/a>\n<\/a><\/p>\n<p>\nAn hour or two after I sent\n<a href=\"\/blog\/2013\/01\/dear-mr-pritchard-how-are-we-paying-on-something-that-was-100-paid-off-john-s-quarterman.html\">\na letter to County Manager Joe Pritchard Monday<\/a>,\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/8426236665\/\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm9.staticflickr.com\/8223\/8426236665_2acff7753d_n.jpg\"><\/a>\nsomeone from the county called to say Chairman Bill Slaughter\nhad sent me a letter in response to\n<a href=\"\/blog\/2013\/01\/how-are-we-paying-on-something-that-was-100-paid-off-john-s-quarterman-lcc-2013-01-08.html\">\nmy question to the Commission about bonds,<\/a>\nbut it had been returned by the Post Office.\nAs you can see by the image of the envelope,\nthey sent it to my residence address, where I don&#39;t get mail.\nThat&#39;s why I always include my postal address on Citizens Wishing\nto Be Heard forms, open records requests, etc.\nAnyway, they made it available for pickup at the county palace.\nTen days after the PO sent it back to them is better than never.\n<\/p>\n<p>\nHere&#39;s Chairman Slaughter&#39;s letter. -jsq\n<\/p>\n\n<!--more-->\n<blockquote>\n<a href=\"http:\/\/www.flickr.com\/photos\/98706376@N00\/8427329022\/in\/set-72157632651273928\/\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   class=\"at-xid-6a0120a58214e4970b017c366caf42970b\" src=\"\/blog\/images\/6a0120a58214e4970b017c366caf42970b-pi.jpg\" \/><\/a>\nJanuary 18, 2013\n<br \/>\n<br \/>\nMr. John Quarterman\n<br \/>\n6565 Quarterman Road\n<br \/>\nHahira, GA 31632\n<br \/>\n<br \/>\nDear Mr. Quarterman:\n<p>\nThis is a response to your inquiry regarding the recently refinanced\nbonds related to the construction of both phases of the Judicial\nAdministration Building, as well as construction for a portion of\nthe Lowndes County Jail facility.\n<\/p>\n<p>\nThe Series 2003 CVD (Central Valdosta Development Authority) Bonds\nwere issued in the original principal amount of $15,550,000 for the\npurpose of financing the initial phase of the Judicial\nAdministrative Building. These bonds were refunded by the Series\n2012 PFA (Public Facilities Authority) Bonds in the amount of\n$9,265,000. These bonds will be satisfied in June of 2024. These\nbonds will be funded from the general fund as proposed.\n<\/p>\n<p>\nThe Series 2008 Lowndes County General Obligation Bonds were issued\nin the original principal amount of $40,845,000 for the purpose of\nfinancing the expansion of the Lowndes County Jail facility and the\ncompletion of Phase 2 of the Judicial Administration Building. The\ncurrent balance for this bond is $15,490,000 and will be satisfied\nin April of 2014 from SPLOST VI funds.\n<\/p>\n<p>\nInformation was presented publicly during several meetings\nexplaining the purpose of the refinance and the savings associated\nby that action.\n<\/p>\n<p>\nI trust this information sufficiently addresses your inquiry.\n<\/p>\nRespectfully\n<br \/>\n[signed]\n<br \/>\nBill Slaughter\n<br \/>\nChairman\n<br \/>\nCc:\n<br \/>\nJoyce E.
