and &#8220;the construction and homebuilder industries&#8221;.\r\nMaybe somewhere they mentioned the agricultural and forestry industries,\r\nor sales tax payers even if they don&#8217;t own real estate; at the Lowndes County Board\r\nof Commissioners annual planning session Thursday.\r\n<\/p>\r\n<p>\r\nSlaughter wants residents &ldquo;to be able to go to a single source\r\nto find out everything going on in the community,&rdquo; he said.\r\n<\/p>\r\n<p>\r\nSlaughter commended commissioners for diligence in communicating\r\nopenly with county residents.\r\n<\/p>\r\n<p>\r\n&ldquo;I wholeheartedly believe every one of you has a desire to\r\ncommunicate with the citizens as much as you possibly can,&rdquo;\r\nthe chairman said.\r\n<\/p>\r\n<p>\r\nSlaughter said he is looking for ways to reach more residents more\r\nclearly.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nHow about start by putting your own Commission&#8217;s board packets online?\r\nAnd those of the Planning Commission?\r\nAnd stop slapping things on the agenda the same day as a vote when\r\nyou&#8217;ve been negotiating for some time?\r\nAnd those emergency change orders: rein them in!\r\nAnd&#8230;.\r\n<ul>\r\n<li>\r\n<a name=\"Audit-Report-Henderson-Godbee\" href=\"#Audit-Report-Henderson-Godbee\">\r\nAudit Report &mdash; T-SPLOST tax that Lowndes County voters resoundingly rejected in August 2012<\/a>, not SPLOST.\r\nThe Chairman noted that when the state offers revenue usually the state is looking to take away revenue somewhere else for a loss of net revenue.\r\nHm, maybe we need some changes in the statehouse.\r\n<p style=\"font-style:normal\">\r\nMinute <a href=\"https:\/\/www.youtube.com\/watch?v=Qu_YluKllXw&#038;t=33m\">:\r\nChairman Bill Slaughter read<\/a> the county&#8217;s mission statement which he said\r\nformer Chairman Rod Casey (two back) wrote.\r\nHe said it meant they had to be careful to always have enough revenue for services.\r\nHm, maybe they shouldn&#8217;t sue local businesses, then.\r\nThis is the mission statement, from the front of the\r\n<a href=\"http:\/\/www.lowndescounty.com\/ArchiveCenter\/ViewFile\/Item\/72\">Fiscal Year 2015 Operating Budget<\/a>:\r\n<\/p>\r\n<blockquote>\r\n<p>\r\nTo provide an efficient, effective and responsive local\r\ngovernment to all citizens of Lowndes County while maintaining the\r\nfinancial strength to meet any contingency\r\n<\/p>\r\n<\/blockquote>\r\n<li>\r\n<a name=\"Comprehensive-Plan-Jason-Davenport\" href=\"#Comprehensive-Plan-Jason-Davenport\">\r\nComprehensive: Plan &mdash; Jason Davenport\" src=\"http:\/\/i.ytimg.com\/vi\/ymgU306yL94\/default.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=ymgU306yL94&#038;list=PLshUv86fYkiGh90ftiNCC-w7JJYnY-8nW&#038;index=4\">Video.<\/a>\r\nA Comprehensive Plan is a great idea!\r\nNow if the Tax Assessors would pay attention to it, instead of\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/08\/videos-rural-revaluation-meeting-at-farm-bureau-2015-08-04.html\">\r\nexplicitly saying they didn&#8217;t and won&#8217;t<\/a>.\r\nHow about the County Commission&#8217;s own staff pay attention to it, instead of\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2010\/02\/planning-opportunity-lowndes-county-thoroughfare-plan.html\">\r\npushing county road classifications upwards in the thoroughfare plan<\/a>\r\nthat promotes paving and development?\r\n<p style=\"font-style:normal\">\r\nMinute <a href=\"https:\/\/www.youtube.com\/watch?v=ymgU306yL94&#038;list=PLshUv86fYkiGh90ftiNCC-w7JJYnY-8nW&#038;index=4&#038;t=15m\">15<\/a>:\r\nCounty Manager Joe Pritchard said Commissioners had responsibility not only for their district, but for the county as a whole.\r\n<\/p>\r\nMinute\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=ymgU306yL94&#038;t=16m\">\r\n16<\/a>:\r\nCommissioner Scottie Orenstein noted there had been a lot of growth in the north side of his district.\r\nHe didn&#8217;t note that the county through the thoroughfare plan and in other ways has been actively promoting growth north of Valdosta, as also did the tax assessors in their recent rural revaluation.\r\nOrenstein asked &#8220;We need to make sure that the stakeholders who are involved in this, being the development community, the real estate community, how insure that we get those people there to speak, and to be part of this.&#8221;\r\nThe Chairman piled on about the construction and homebuilder industries being stakeholders who should be involved.\r\n<blockquote>\r\n<p>\r\n&#8220;I think it&#8217;s going to be extremely important for us as Commissioners to go into these different areas and let the business people, and developers, and you know,\r\nproperty owners of all kinds,\r\nand let them know this is something you should pay attention to, and you need to be a part of it, and go there and contribute&#8230;. We&#8217;re going to set the direction that we want the county as a whole to be at.&#8221;\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nHow about the taxpayers who pay for county services, including people who don&#8217;t own property but who still pay sales taxes?\r\nHow about the farmers and tree growers who struggle to keep some part of\r\nthe county in agriculture and forestry?\r\nHow about the wetlands, creeks, rivers, and aquifer?\r\nThe County Manager did mention:\r\n<blockquote>\r\n<p>\r\n&#8220;Those stakeholders that are every citizen that you represent,\r\nwhether it&#8217;s those citizens who are impacted by, as we met yesterday,\r\nthe transit system, transportation system,\r\nroads coming through particular areas, where economic development takes place,\r\nas far as parks that are designated areas,\r\nwhere you will look at providing water and sewer services in unincoprated area;\r\nall of those are an added layer to this big picture.&#8221;\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nAdded as in added to business and developers who are the layer the county government cares about?\r\nWho isn&#8217;t for business, but agriculture and forestry are industries, too.\r\nand what&#8217;s the point of promoting business \r\n<p style=\"font-style:normal\">\r\nIn response to a question from Commissioner Demarcus Marshall,\r\nCounty Planner Jason Davenport did recommend:\r\n<blockquote>\r\n<p>\r\n&#8220;&#8230;trying to make sure that not only are we reflective of a business-friendly climate but also of a quality community climate.\r\nI think that there&#8217;s a good balance there between those two,\r\nto make sure we&#8217;re trying to accomodate not only economic development but also \r\nfor the quality of life in the community.&#8221;\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nDavenport said &#8220;I think we have been&#8221;.\r\nMaybe so, but with some pretty glaring exceptions; see above about tax assessors and thoroughfare plan.\r\n<p style=\"font-style:normal\">\r\nAt\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=ymgU306yL94&#038;t=27m45s\">27m45s<\/a>,\r\nCounty Manager mentioned one thing that gets their attention:\r\n<blockquote>\r\n&#8220;Jason&#8217;s comment about quality of life, recreation, what are we doing to overall improve our community.\r\nThe Chairman and I were meeting a couple of weeks ago with a potential prospect.\r\nIt was what about the quality of life you have here, from having an art center,\r\na university, recreation, agriculture, all those aspects that make up who you are,\r\nplay an important part in that discussion,\r\nincluding the medical community and retail.\r\nSo you can&#8217;t&#8230; overlook one aspect.\r\nPerhaps we are repeating ourselves, but we cannot look for someones else to form this concept and to bring it to the community&#8230;.\r\nSo to understand it you have to participate.\r\n<\/blockquote>\r\n<p style=\"font-style:normal\">\r\nCommissioner Joyce Evans remarked that the Comprehensive Plan &#8220;affects everything&#8221;.\r\n<\/P>\r\n<p style=\"font-style:normal\">\r\nMinute\r\n<a href=\"https:\/\/www.youtube.com\/watch?v=ymgU306yL94&#038;t=42m\">42<\/a>,\r\nCommissioner Demarcus Marshall asked how to turn development towards Naylor.\r\n(This was also brought up by a Naylor resident in\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/08\/videos-rural-revaluation-meeting-at-farm-bureau-2015-08-04.html\">\r\nthe Farm Bureau meeting about the recent rural revaluation by the Tax Assessors<\/a>.)\r\nCounty Planner Jason Davenport said water and sewer services could do that.\r\n&#8220;And roads,&#8221; he added.\r\nIndeed.\r\nSo the county is currently driving development straight north.\r\nDavenport also mentioned schools.\r\nSo the new Pine Grove schools on River Road also help drive development north.\r\nDavenport didn&#8217;t mention that a bus system could have development effects,\r\nas in a bus to Naylor could leapfrog intervening land and promote dense\r\ndevelopment around Naylor.\r\n<p style=\"font-style:normal\">\r\nThe County Manager bemoaned that farmers between Valdosta and Naylor\r\naren&#8217;t interested in selling to developers.\r\nDavenport said the criterion appeared to be how much the owners wanted for their property.\r\nWhich is how the Tax Assessor rural revaluation will drive development in the areas it made highest valuation, such as straight north from Valdosta to the county line.\r\nIf the voters of the county approve\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2016\/01\/videos-why-emergency-bridge-fixes-appoint-tax-assessors-rush-project-max-lcc-2016-01-12.html#Appointment-of-Board-of-Tax-Assessors\">revoking election of Lowndes County&#8217;s Tax Assessors<\/a>\r\n(the only ones in the state to be elected),\r\nthe county government will be even more responsible for valuations,\r\nbecause the County Commissioners will appoint the Tax Assessors.\r\n<p style=\"font-style:normal\">\r\nIf the county government wants to set a direction, as the County Manager said they should,\r\nhow about stop\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2010\/09\/sprawl-to-ruin-or-dense-with-green-space-for-quality-of-life.html\">driving sprawl<\/a>,\r\nwhich, as UGA Prof. Dorfman explained to the county in a report it paid for in 2007,\r\nis a sure path to fiscal ruin, or at least tax increases,\r\nand instead do\r\n<a href=\"http:\/\/loco.quarterman.org\/docs\/Lowndes-Report-Final.pdf\">\r\nwhat Dr. Dorfman recommended<\/a>,\r\nand drive denser development in the already-developed areas?\r\n<\/p>\r\n<li>\r\n<a name=\"Break-for-Lunch\" href=\"#Break-for-Lunch\">\r\nBreak for Lunch<\/a>\r\n<a title=\"video: Break for Lunch\" href=\"http:\/\/www.youtube.com\/watch?v=8RdBIHSExkY&#038;list=PLshUv86fYkiGh90ftiNCC-w7JJYnY-8nW&#038;index=5\"><img decoding=\"async\" style=\"float:right;border:none\" alt=\"Break for Lunch\" src=\"http:\/\/i.ytimg.com\/vi\/8RdBIHSExkY\/default.jpg\"><\/a>\r\n<p style=\"font-style:normal\">\r\n<a href=\"http:\/\/www.youtube.com\/watch?v=8RdBIHSExkY&#038;list=PLshUv86fYkiGh90ftiNCC-w7JJYnY-8nW&#038;index=5\">Video.<\/a>\r\n<\/p>\r\n<li>\r\n<a name=\"Pre-Disaster-Mitigation-Plan-Ashley-Tye\" href=\"#Pre-Disaster-Mitigation-Plan-Ashley-Tye\">\r\nPre-Disaster Mitigation Plan &mdash;
