\n\n<\/a>\nThanks to County Manager Joe Pritchard for responding to\n\nmy letter of Monday.<\/a>\nHe partly (but not completely) answered my question by saying the VDT did it.\nMore on that later.\n<\/p>\n

\nHe included a PDF copy of\n\nBill Slaughter’s letter of January 18th<\/a>.\nPerhaps Mr. Pritchard was unaware that letter didn’t\nreach me until after<\/em> my letter of Monday, because the\ncounty sent it to the wrong address.\nMr. Pritchard’s email response was also sent to the wrong address,\nalthough fortunately email to that business address does reach me.\nHe also copied the Chairman at his business address instead of at\nhis Lowndes County address.\nIn any case, electronic copy is almost always more useful than paper,\nso I thank Mr. Pritchard for sending that PDF copy.\n<\/p>\n

\nIn response to your request for information, please find the\nfollowing:\n<\/p>\n

\nI have attached a copy of Chairman Slaughter’s letter to you\nexplaining the differences between the two bond issuances, the\namount of each and the funding mechanism of each. Chairman\nSlaughter’s letter also speaks to what is outstanding and what bond\nissuances are involved. Also, as stated the CVD Bonds are being\nfunded by the general fund which is made up of property tax dollars.\nThe Lowndes County General Obligation Bonds are being funding by\nspecial purpose local option sales tax funds.\n<\/p>\n

\n\n<\/a>\nThe November 2010 “flyer” you referred to in your email was not\ncreated by or distributed by Lowndes County. The document you are\nreferring to was a special section created by and distributed by the\nValdosta Daily Times. Lowndes County provided a photo of myself and\nthe “letter” that was included on the front page as well as the\nbuilding design images. The graphic you are referring to on the\nright side of the document was created by the newspaper, not the\ncounty.\n<\/p>\n

\nRegarding your request for copies of “financial instruments” and a\n“paper trail”, please provide me with a list of the actual documents\nyou are requesting so that staff may have a clear understanding of\nwhat you would like to review.\n<\/p>\n
