should rush to take a pittance from a company from Houston, Texas for an easement through the closed landfill toxic waste site that would risk our drinking water and enable more easement takings from local landowners.\r\nOn the front page of today&#8217;s VDT the County Clerk contradicted what Lowndes County Chairman Bill Slaughter has written repeatedly to FERC, that he and the Commission represent &#8220;Citizens of Lowndes County&#8221;.\r\nShe also didn&#8217;t mention the GA-EPD permit for any work within that landfill that\r\nthe Chairman previously demanded from Sabal Trail, nor the multiple state other and federal permits Sabal Trail does not have.\r\nAlthough it&#8217;s <em>still<\/em> not on <a href=\"http:\/\/lowndescounty.com\/AgendaCenter\/ViewFile\/Agenda\/01262016-190?html=true\">the published agenda<\/a>,\r\nthe Commissioners have an opportunity tonight to vote to support their\r\nown unanimous resolution of December 2014 against Sabal Trail.\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a title=\"Page A1\" id=\"15685\" width=\"2031\" height=\"1182\" href=\"http:\/\/www.l-a-k-e.org\/blog\/?attachment_id=15685\">\r\n<img loading=\"lazy\" decoding=\"async\" style=\"border:none\" id=\"15688\" width=\"600\" height=\"349\" alt=\"Page A1\" src=\"http:\/\/www.l-a-k-e.org\/blog\/wp-content\/uploads\/2016\/01\/c9f30d30e2554ff15140567b62952766.jpg\"><\/a>\r\n<\/p>\r\n<p>\r\nThe County Clerk tried to roll back the clock to<!--more-->\r\n\r\n <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2013\/07\/lowndes-county-takes-no-responsibility-for-the-pipeline-bill-slaughter-lcc-2013-06-25.html\">when we first heard about the pipeline in June 2013<\/a>,\r\nsaying in today&#8217;s VDT that \r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n&ldquo;The County is just like any other property owner,&rdquo; said\r\nCounty Clerk Paige Dukes. &ldquo;(The Sabal Trail Transmission)\r\nknocked on (the County&#8217;s) door and said they needed an\r\neasement.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nPerhaps the Clerk has forgotten that\r\n<a href=\"http:\/\/spectrabusters.org\/2014\/04\/12\/sabal-trail-will-be-expected-to-adhere-and-honor-all-lowndes-county-ordinances-bill-e-slaughter-jr-to-ferc\/\">\r\nBill Slaughter wrote to FERC and everyone 10 April 2014<\/a> that\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nIf the route for the proposed Sabal Trail Pipeline comes through any part of Lowndes County as Chairman of the Lowndes County Commission and on the behalf of the Commission and Citizens of Lowndes County&#8230;\r\n<\/blockquote>\r\n<p>\r\nThat&#8217;s not how &#8220;any other property owner&#8221; writes.\r\n<p>\r\nPoint #11 in that letter from Bill Slaughter is:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nAll work to be accomplished inside the boundary of the closed\r\nClyattville Landfill must be permitted and approved by the Georgia\r\nEPD as a part of Lowndes County Post Closure Care Plan.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nWhere is that GA-EPD permit?\r\nNo mention of it was made either in <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2016\/01\/videos-board-appointments-sabal-trail-easement-lcc-2016-01-25.html#Return-from-closed-session-to-add-Sabal-Trail-item-to-agenda\">\r\nyesterday morning&#8217;s public Work Session<\/a>\r\nnor in the VDT.\r\n<p>\r\nJason Stewart, VDT, 25 January 2016,\r\n<a href=\"http:\/\/www.valdostadailytimes.com\/news\/local_news\/county-to-vote-on-easement-for-sabal-trail\/article_dca5895f-4724-5a0e-be18-f0297bc3b531.html\">\r\nCounty to vote on easement for Sabal Trail<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe county owns a piece of property in Clyatteville[sic] through which\r\nthe Sabal Trail&#8217;s underground natural gas pipeline will run,\r\nofficials said.\r\n<\/p>\r\n<p>\r\nThe county is being paid $54,300 for the natural gas underground\r\neasement, according to Dukes.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nIs that piece of property still the old closed county landfill\r\nin <a href=\"http:\/\/www.sgwebmaps.com\/livemap\/\">an aquifer recharge zone<\/a>?\r\n<p style=\"text-align:center;font-size:80%\">\r\n<a title=\"South Lowndes County\" id=\"15673\" width=\"1061\" height=\"783\" href=\"http:\/\/www.l-a-k-e.org\/blog\/?attachment_id=15673\">\r\n<img loading=\"lazy\" decoding=\"async\" on the <a href=\"https:\/\/epd.georgia.gov\/hazardous-site-inventory\">GA-EPD Hazardous Site Inventory<\/a> as\r\n<a href=\"http:\/\/epd.georgia.gov\/sites\/epd.georgia.gov\/files\/2015hsi_Complete\/HSI_Single_Sites\/10453.pdf\">Lowndes County-State Road 31 MSWL<\/a>,\r\n&#8220;This site has a known release of Mercury in groundwater at levels exceeding the reportable quantity&#8221;?\r\nThe one that also has checked under &#8220;REGULATED SUBSTANCES&#8221;\r\n1,1-Dichloroethane,\r\nArsenic,\r\nBenzene,\r\nBarium,\r\nBeryllium,\r\nCis-1,2-Dichloroethene,\r\nCis-1,2-Dichloroethene,\r\nDichloromethane,\r\nLead,\r\nMercury,\r\nTetrachloroethene,\r\nand\r\nTrichloroethene?\r\n<p>\r\nIf so, by selling Sabal Trail an easement, the county not only would\r\nbe enabling the invasion of the property of county citizens by Spectra Energy of Houston, Texas, it would be directly risking our sole source of drinking water.\r\n<p>\r\nThe owner listed by GA-EPD is\r\n&#8220;Lowndes County Board of Commissioners&#8221;:\r\n<blockquote src=\"http:\/\/spectrabusters.org\/wp-content\/uploads\/2015\/11\/28d41603e93b403aca0b721b9531c5ff.jpg\"><\/a>\r\n<\/p>\r\n<p>\r\nThe same closed landfill previously mentioned by <a href=\"http:\/\/www.wwals.net\/2015\/10\/27\/get-sabal-trail-out-of-vulnerable-karst-epa-to-ferc\/\">the EPA<\/a>\r\nand\r\n<a href=\"http:\/\/www.ocala.com\/article\/20140430\/articles\/140439975?template=printpicart\">the Ocala StarBanner<\/a>\r\nas targetted by Sabal Trail?\r\nYes, I know\r\n<a href=\"http:\/\/www.wwals.net\/2015\/12\/20\/ferc-epa-rubbestamp-sabal-trail-fracked-methane-pipeline-opposition-continues-vdt\/\">\r\nEPA and FERC since decided they didn&#8217;t care about that<\/a>,\r\nbut that&#8217;s different from Lowndes County&#8217;s own elected government choosing not to tell its newspaper of record about it.\r\n<p>\r\nThe same closed Clyattville landfill for which\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/12\/videos-surprise-boat-landing-maz-wwtp-tax-lighting-civic-center-court-insurance-hazardous-waste-lcc-2015-12-08.html#Execution-of-the-Resolution-for-Hazardous-Waste-Trust-Fund\">\r\nthe Commissioners just voted 8 Decmeber 2015<\/a>\r\nfor a resolution for a Hazardous Waste Trust Fund,\r\nwhich handles monitoring of toxic substances at that site as required by GA-EPD.\r\n<p>\r\nMeanwhile, there are at least two Georgia state permits not finalized\r\n(air quality permit for Albany compressor statement and easement for drilling under rivers and creeks), plus there&#8217;s no permit from the Federal Energy Regulatory Commission (FERC).\r\nPlus where is that GA-EPD permit for work &#8220;inside the boundary of the closed Clyattville Landfill&#8221; that the County Chairman demanded?\r\n<p>\r\nThere is no reason for Lowndes County to rush to take a pittance from Sabal Trail for gouging through land that risks our drinking water and enabling Spectra Energy taking easements through local landowners&#8217; land.\r\n<p>\r\nInstead it would be better for the Lowndes County Commission to stick to\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/11\/opposes-sabal-trail-pipeline-in-any-portion-of-lowndes-county-lowndes-county-commission.html\">\r\nthe resolution<\/a>\r\nwhat it\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/12\/videos-pipeline-tourism-klvb-appointments-flowers-lcc-2014-12-09.html#Sabal-Trail-Resolution\">\r\npassed unanimously 9 December 2014<\/a>:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2014\/12\/videos-pipeline-tourism-klvb-appointments-flowers-lcc-2014-12-09.html#Sabal-Trail-Resolution\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/i0.wp.com\/i.ytimg.com\/vi\/uu2W2VhYV6k\/mqdefault.jpg?zoom=1.5&#038;w=625\"><\/a>\r\nNOW THEREFORE, be it resolved that the Lowndes County Board of\r\nCommissioners opposes the construction of the Sabal Trail\r\npipeline in any portion of Lowndes County. The Lowndes County\r\nCommission has concerns with fundamental property rights and does\r\nnot believe that citizens with small tracts should be forced to lose\r\nthe use of large portions of their property for the Sabal Trail\r\npipeline.
