The main motivation behind the request is the\r\nneed for M-2 zoning to try to accommodate for a large scale\r\nindustrial prospect. The Valdosta-Lowndes Development Authority has\r\nbeen in negotiations with the prospect and have authorized due\r\ndiligence and pursuit of this site for its potential location. The\r\nlarge scale industrial prospect is a type of container manufacturing\r\nfacility. Qualifiers and generic terms are being used due to\r\nconfidentiality and because the negotiations and agreement for the\r\nprospect are not yet finalized, The M-2 zoning is necessary due to\r\nthe intensity of the proposed manufacturing and the presence of a\r\nsmoke stack approximately .120&rdquo; high. The exhaust from the\r\nstack does not emit any particulate matter but does emit steam due\r\nto the heat from the furnace used in manufacturing process. The\r\nentire subject property dominantly possesses road frontage on Rocky\r\nFord Rd, The subject property also possesses a small amount of road\r\nfrontage on Hardee Rd. Dominant ingress\/egress for the proposed\r\ndevelopment is anticipated off of Rocky Ford Rd. Potential other\r\ningress\/egress is also shown off of James Road Extension, Rocky Ford\r\nRd is a County maintained major collector. James Road Extension and\r\nHardee Rd are unimproved county maintained local roads, Typical\r\ntraffic flow capacity of a major collector road is between 3,000 to\r\n6,000 AADT, Per GDOT definition the Annual Average Daily Traffic\r\n(AADT) is the average number of vehicles that pass by a counter\r\nduring a 24vhour period in a certain year. Concerning the 2030\r\nComprehensive Plan Future Development Map the subject property is\r\nwithin both the Urban Service Area and Rural Service Area. The large\r\nmajority of the request is within the Urban Service Area. Regarding\r\nthe Future Development Map Character Area the subject property is\r\ndepicted for Agricultural\/Forestry. Per Comprehensive Plan guidance\r\nM-Z zoning is not listed as an appropriate zoning district within an\r\nAgricultural\/Forestry Character Area,\r\n<\/p>\r\n<p>\r\nIn addition to the above information the following factors should\r\nalso be considered: the adjacent M-2 zoning to the north, the\r\nprospect&#8217;s requirements for rail access and air quality, the\r\nconstruction of an additional rail spur to the northeast, the\r\nlocation of the existing residences (dominantly northeast with some\r\nscattered housing to the southwest and southeast), the economic\r\ndevelopment factors associated with the request (Investment in\r\ncommunity and economy, expectation of 200 jobs, expected\r\nmanufacturing wages above the current manufacturing wage average,\r\netc), the potential impacts (if any) to the wetland (Mud Swamp) to\r\nthe southeast or the water resources in the area, the potential for\r\nexpansion of the proposed use, the zoning precedent set for this\r\narea based on the size and location of the request, the nearby water\r\nand sewer services, the natural gas pipeline along Rocky Ford Rd,\r\nthe proximity to the Valdcsta Regional Airport to the southeast, the\r\nnoise associated with the expected\r\noperation of the facility, the increase in truck and vehicular\r\ntraffic onto Rocky Ford Rd, the expected viewshed after construction\r\nof the proposed facility, the other allowable uses in M-2 zoning,\r\nthe other potential operations capable of utilizing the heavy\r\nmanufacturing land use category, the division of the subject\r\nproperty into a northern section and a southern section by existing\r\ncreeks\/streams and Mud Swamp, the expected future and current use of\r\nthe subject property (Forestry\/Silviculture) and the proposed\r\nrequest, and the adjacent Industrial Activity Center on the Future\r\nDevelopment Map.\r\n<\/p>\r\n<p>\r\nThe TRC reviewed this application and recommended\/noted the\r\nfollowing:\r\n<\/p>\r\n<table>\r\n<tr valign=\"top\">\r\n<td rowspan=\"4\">\r\nDivision\r\n<br>\r\n<br>\r\nRecommendation\r\n<\/td><td>Planning<\/td><td>Zoning<\/td><td>Engineering<\/td><td>Utilities<\/td><\/tr>\r\n<tr valign=\"top\">\r\n<td>Approval with Conditions<\/td><td>Denial<\/td><td>Approval<\/td><td>Approval<\/td><\/tr>\r\n<tr valign=\"top\">\r\n<td>\r\nBoard of Health\r\n<td>\r\nFire\/Rescue<td>Inspections\r\n<tr valign=\"top\">\r\n<td>\r\nNot Rendered<small><sup>1<\/sup><\/small>\r\n<td>Approval<td>Approval\r\n<\/tr>\r\n<tr valign=\"top\">\r\n<td>\r\nRecommended\r\nConditions with\r\n(Source)\r\n<td colspan=\"4\">\r\n<ol>\r\n<li>\r\nThe use of the M-2 portion of the subject property\r\n shall be limited to the primary and accessory uses\r\n associated with a container manufacturing facility.\r\n(Planning)\r\n<li>\r\nSeventy-four (74) acres around the proposed buildings\r\nshall be rezoned to M-Z. The remainder of the subject\r\nproperty shall be rezoned to M-1 (Planning)\r\n<\/ol>\r\n<\/td><\/tr>\r\n<tr valign=\"top\">\r\n<td>\r\nOther Comments\r\nwith (Source)\r\n<td colspan=\"4\">\r\n<p>\r\nThis application is inconsistent with the Future\r\nDevelopment Map of the Comprehensive Plan but overall\r\nconsistent with the Goals and Policies of the Plan\r\n(Planning),\r\n<p>\r\nAdditionally, please also be aware of the following: the\r\npresence of a large wetland protection district (mud\r\nswamp), the outer edges of the Valdosta Airport Overlay\r\n(VLD) to the southeast, the potential buffers required\r\nalong the perimeter of the property where it abuts E-A\r\nzoning, and that during the approval process Fire\/Rescue\r\nwill need to verify building and property access and fire\r\nprotection.\r\n<\/td><\/tr>\r\n<\/table>\r\n<p style=\"font-size:80%\"><small><sup>1<\/sup><\/small> The Board of Health Representative was not in attendance during the portion of the TRC meeting when recommendations\r\nwere finalized for this case.\r\n<\/p>\r\n<p>\r\nAt their January special called meeting the GLPC recommended to\r\napprove the case with 2 conditions. There was a healthy amount of\r\ndiscussion between the GLPC and staff and representatives from the\r\nValdosta\u00bbLowndes Development Authority about the case, During the\r\npublic hearing portion of the case the Executive Director, Engineer,\r\nand Chairman of the Development Authority all spoke for the case.\r\nOne citizen spoke against the case citing concerns about the zoning\r\nand planning precedent set for this\r\narea if this case is approved, concerns about the effects on the air\r\ndue to the water boiling\/burning process, and the stormwater related\r\nimpacts on the surrounding area from the change in use of the\r\nproperty from agricultural to industrial.\r\n<\/p>\r\n<table>\r\n<tr valign=\"top\">\r\n<td>\r\nGLPC Recommended Condition #1<td> The use of the subject property shall be limited to the\r\nprimary and accessory uses associated with a container\r\nmanufacturing facility.\r\n<tr valign=\"top\">\r\n<td>\r\nGLPC Recommended Condition #2<td>Zoning shall to change to M-2 zoning simultaneous with\r\nacquisition of the property to be rezoned by the Valdosta-\r\nLowndes Development Authority for purposes of Project\r\nMax, Should said acquisition not occur or should Project\r\nMax not occur as currently proposed, the zoning of the\r\nproperty shall remain E-A until further application\r\n<\/td><\/tr><\/table>\r\n<p>\r\nOPTIONS:\r\n<p>\r\n1.
