{"id":14904,"date":"2015-12-03T17:44:18","date_gmt":"2015-12-03T22:44:18","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=14904"},"modified":"2015-12-03T17:54:35","modified_gmt":"2015-12-03T22:54:35","slug":"withlacoochee-river-wastewater-treatment-plant-packet-materials-glpc-2015-11-30","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2015\/12\/withlacoochee-river-wastewater-treatment-plant-packet-materials-glpc-2015-11-30.html","title":{"rendered":"Withlacoochee River Wastewater Treatment Plant packet materials @ GLPC 2015-11-30"},"content":{"rendered":"<p>\r\nThe mysterious missing materials from Monday&#8217;s Planning Commission meeting\r\nare <a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/\">\r\non the LAKE website now<\/a>,\r\nthanks to Lowndes County Planner Jason Davenport, by electronic mail today, 3 December 2015.\r\n<p><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/REZ-2015-20XAGENDAXITEMX1XofX2-0017.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/small\/REZ-2015-20XAGENDAXITEMX1XofX2-0017.jpg\"><\/a>\r\n\r\n\r\nHe explained that this requested zoning, REZ-2015-20, was a followon to\r\nrezoning <a href=\"#REZ201015\">\r\nREZ-2010-15<\/a> from 2010 for the new Withlacoochee River Wastewater Treatment Plant, plus since then Valdosta had bought another adjoining parcel.\r\nThe materials explain the current concerns about buffers, setbacks, roads, other uses, noise, lights, etc.; see\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/#REZ201520-text\">the text pages<\/a>.\r\nThe County Planner said the packet for next week&#8217;s County Commission meetings\r\nwill also include an agenda item cover sheet.\r\n<p>\r\nFor all the other packet items from Monday&#8217;s GLPC meeting, see\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/11\/valdosta-packet-items-glpc-2015-11-30.html#REZ-2015-20\">the previous post<\/a>.\r\nSee also\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/11\/cell-tower-cemetery-sewer-and-radio-tower-zboa-2015-12-01.html#VAR-2015-16\">\r\nthe related variance VAR-2015-16<\/a>\r\nthat was before the Zoning Board of Appeals (ZBOA) Tuesday.\r\n<p>\r\nHere&#8217;s the beginning of the overview from the GLPC materials: \r\n<blockquote>\r\n<p>\r\nThe main reason for this request is the current conditional\r\nrequirement of a bermed buffer along the norther boundary of the\r\nsubject property. Right now if the previously approved conditions\r\n(Attached toward the end of the packet), approved site plan\r\n(Attached . . ,), and ULDC are combined it looks like what is\r\ncurrently required to be constructed is<!--more-->\r\n\r\n a ~1000&#8242; long 80&#8242; wide\r\nlandscaped buffer. Within a portion of the buffer area there should\r\nbe a 10&#8242; tall landscaped berm (Conditions 5, 6, and 7 and ULDC\r\nSection 4.03.20). For reference, since the buffer is dominantly\r\nwooded, existing trees and shrubs are eligible to be counted toward\r\nbuffer requirements. In addition to the primary motivation to reduce\r\nthe buffer related requirements staff is also proposing to remove\r\nother conditions and is currently considering recommending to move\r\nforward with the following conditions:\r\n<\/p>\r\n<p>\r\n\r\nCurrent Staff Recommended Conditions:\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\nCondition #3.\r\nThe streams within the northwest portion of the property zoned M-Z\r\nillustrated on the Conceptual Planned Development Map prepared by\r\nKimley-Hom and Associates, Inc. dated 11\/23\/10 hearing project no.\r\n14224100 herein incorporated (the &ldquo;Site Plan&rdquo;) shall be\r\nbuffered by a 100&#8242; wide natural vegetative buffer on the north and\r\nwest sides of such streams as illustrated on the Site Plan measured\r\nfrom the centerline of the existing streams.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/REZ-2015-20XAGENDAXITEMX2XofX2-0002.html\">\r\n<img decoding=\"async\" style=\"border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/REZ-2015-20XAGENDAXITEMX2XofX2-0002.jpg\"><\/a>\r\n<\/p>\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\n<p>\r\nCondition #7. A minimum 90&#8242; setback (inclusive of all buffers) shall\r\nbe established between all property currently zoned R-1 or\r\nR-10 and .all of the following types of development on the\r\nproperty: buildings, outdoor storage of materials, outdoor storage\r\nof equipment, parking, loading areas, driveways associated with\r\nregular operations, tanks, and all sanitation facilities (temporary\r\nand permanent). Driveways used for emergency response or building\r\nmaintenance shall be permitted within this setback.\r\n<\/p>\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\nCondition #8. If the County Engineer determines that the development\r\nof the property necessitates any improvements to Wetherington Lane\r\nor Joseph Road, the owner of the property shall be responsible for\r\nthe design, any acquisition of necessary iight-of-way, relocation of\r\nutilities, and construction costs of or required for such\r\nimprovements to the extent necessitated by the development of the\r\nproperty.\r\n<\/p>\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\nCondition #10. The following uses are not allowed on the subject\r\nproperty: Transitional Care Facilities, Correctional Facilities, and\r\nLandfills (Sanitary or Inert), all within the meaning of the ULDC.\r\n<\/p>\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\nCondition #13. Loudspeakers or paging systems located on the\r\nproperty shall be designed, installed, and used such that they are\r\nnot heard at any abutting property line of a property currently\r\nzoned R-1 or R-10.\r\n<\/p>\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\nCondition #14. Lighting located on the property shall be shielded\r\nand directed to avoid direct illumination of adjacent properties\r\ncurrently zoned R-1 or R-10.\r\n<\/p>\r\n<p style=\"padding-left:5em;text-indent:-5em\">\r\nCondition #15. Electromagnetic interference generated by uses of the\r\nproperty shall not be discemable on adjacent properties currently\r\nzoned R-1 or R-10.\r\n<\/p>\r\n<p><a href=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/REZ-2015-20XAGENDAXITEMX1XofX2-0010.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.l-a-k-e.org\/govt\/loco\/2015-11-30--glpc-wwtp\/small\/REZ-2015-20XAGENDAXITEMX1XofX2-0010.jpg\"><\/a>\r\nAdditionally, please note that supplemental standards, dumpster\r\nstandards, other minimum buffering requirements, minimum setbacks,\r\nlandscaping, and other applicable regulations apply beyond any\r\nproposed conditions.
