My position from a standpoint of amnesty and pathways to\ncitizenship has not changed one iota,\u201d he said.\n<p>\nNor has Black renounced HB 87. Rather, state efforts to enforce federal\nimmigration laws \u2014 blocked as a consequence of lawsuits \u2014 have\ncontributed to \u201ca sea change\u201d in Washington\u2019s attitude, he said.\n<p>\n\u201cWithout HB 87 and some of the other proposals, I don\u2019t know\nthat we\u2019d be having this discussion about changing the guest-worker\nprogram,\u201d Black said.\n<\/blockquote>\nBlack seems to have organized some interesting timing of a report release\nby his department:\n\n<!--more-->\n<blockquote>\nBut another factor in the shifting of tides are the hard numbers rolling\nin. Georgia\u2019s economy is poised to take a $391 million hit and shed\nabout 3,260 jobs this year because of farm-labor shortages, according\nto a report released by the state\u2019s agricultural industry \u2014 while\nBlack was in Washington.\n<p>\nIn the middle of the largest downturn Georgia has seen since the Great\nDepression, it is possible that some people are rethinking the wisdom\nof slapping around our largest industry.\n<\/blockquote>\nNow there&#8217;s a concept!\n<p>\nAnd who does HB 87 really benefit?\nCCA, which runs the ICE prison in Georgia.\n<p>\nWe don&#8217;t need a CCA private prison in Georgia.\nSpend those tax dollars on rehabilitation and education.\n<p>\n-jsq\n","protected":false},"excerpt":{"rendered":"Jim Galloway quotes GA Ag.
