\nThe state agriculture commissioner is walking a fine line. \u201cLet me\nbe clear. My position from a standpoint of amnesty and pathways to\ncitizenship has not changed one iota,\u201d he said.\n

\nNor has Black renounced HB 87. Rather, state efforts to enforce federal\nimmigration laws \u2014 blocked as a consequence of lawsuits \u2014 have\ncontributed to \u201ca sea change\u201d in Washington\u2019s attitude, he said.\n

\n\u201cWithout HB 87 and some of the other proposals, I don\u2019t know\nthat we\u2019d be having this discussion about changing the guest-worker\nprogram,\u201d Black said.\n<\/blockquote>\nBlack seems to have organized some interesting timing of a report release\nby his department:\n\n\n

\nBut another factor in the shifting of tides are the hard numbers rolling\nin. Georgia\u2019s economy is poised to take a $391 million hit and shed\nabout 3,260 jobs this year because of farm-labor shortages, according\nto a report released by the state\u2019s agricultural industry \u2014 while\nBlack was in Washington.\n

\nIn the middle of the largest downturn Georgia has seen since the Great\nDepression, it is possible that some people are rethinking the wisdom\nof slapping around our largest industry.\n<\/blockquote>\nNow there’s a concept!\n

\nAnd who does HB 87 really benefit?\nCCA, which runs the ICE prison in Georgia.\n

\nWe don’t need a CCA private prison in Georgia.\nSpend those tax dollars on rehabilitation and education.\n
