\r\nBoth LCC meetings Tuesday, plus Development Authority 10AM<\/a>, Chamber members to be Heard 3:30PM<\/a>, and Board of Elections 4:30PM, before the Commission votes 5:30 PM.\r\n

Update 2015-09-08:<\/strong>\r\nLAKE did what the county staff didn’t:\r\nturned a mound of paper into electronic format and\r\n\r\nposted it<\/a>.\r\nThe added material is for the\r\n\r\nShiloh Road Roundabout<\/a> (county has to maintain lighting and landscaping)\r\nand\r\nthe bids for the\r\nBevel Creek<\/a>\r\nand\r\n\r\nColeman Road<\/a> lift stations.\r\nExcept there’s no bid from Xylem for replacing the Coleman Road pump.\r\nDid they not bid, or did the Clerk’s office not supply that bid?\r\n(Also updated links to other meetings in first line of this post.)\r\n

\r\n\r\n\"Parcel<\/a>\r\nThe Lowndes County Commission\r\nwill consider a\r\nchurch rezoning on Mullins Road<\/a>\r\nthat’s so close to a county water line near the Lake Alapaha development\r\non the Alapaha River that the County staff felt they had to warn the applicant.\r\nBid awards for the utilities extension to Lowndes Middle School is on the agenda as\r\nSouth Perimeter Road Utility Extension<\/a>,\r\nand it appears staff may have outsourced this million-dollar decision to Lovell Engineering.\r\nUtilities also wants\r\n\r\n$38,930.50 for Bevel Creek<\/a>\r\nand\r\n\r\n$35,144.20 for Coleman Road<\/a>\r\nfor new Wilo lift station pumps.\r\nTheir one-paragraph writeups sound like a good deal with substantial savings,\r\nbut they reference multiple quotes which were not included.\r\nWhere are those quotes? (They were on paper; see above.)\r\n

\r\nThe county staff also wants\r\nwants\r\na roundabout for Shiloh Road<\/a>!\r\nNext they’ll be wanting\r\nspeed humps<\/a> on county roads\r\nthey’ve made unsafe by paving<\/a> (don’t hold your breath).\r\n

        \r\nIs the water line mentioned\r\n\r\nin the agenda item sheet<\/a>\r\nthe one\r\n\r\nthe one they agreed to spend $16,915 to upgrade for a developer<\/a>?\r\n

        \r\nThis request represents a change in zoning from Estate Agricultural\r\n(BA) zoning to Residential Agricultural (R-A) zoning. The motivation\r\nfor the zoning change is aimed at allowing for the subject property\r\nto sell a portion of its property (Tract “I” 2) to the\r\nsouthern property owner for the development ofa church t~150 seats).\r\nAccess to and from the property is gained off of Mullins Lana. This\r\nsection ot’Mullins Lane is a county—maintained unimproved\r\nlocal road, Typical tratfic tlow capacity ot’a local road is less\r\nthan 750 AADT. Per GDOT definition<\/u> the Annual Average Daily Traffic\r\n(AADT) is the average number of vehicles that pass by a counter\r\nduring a 24-hour period in a certain year, Concerning the 2030\r\nComprehensive Plan Future Development Map the subject property is\r\nwithin the Rural Service Area and depicted as an Agricultural Area.\r\nPer Comprehensive Plan guidance R-A zoning is listed as a permitted\r\nzoning within an Agricultural Area. With this request the following\r\nfactors should be considered the dominant E-A zoning pattern to the\r\nnorth of US Hwy 84 East, the current lot size of the southern\r\nproperty (447 acres), the precedent set for R-A in the area (if\r\napproved), the existing C-C and R-21 zoning to the south (Lake\r\nAlanaha), and the potential investment in the southern property\r\nrelated to this rezoning. Ultimately. Planning found this request\r\noverall consistent with the Comprehensive Plan and the TRC\r\nrecommended for its approval. The GLPC reviewed this request at\r\ntheir August regular meeting and unanimously recommended for its\r\napproval. No one either spoke for or against the request during the\r\nGLPC public hearing.\r\n<\/p>\r\n

        \r\nAlthough the TRC did not believe that it should he a condition of\r\napproval we did want the applicant and the future church to be aware\r\nof the distance to the Lowttdes County wztier line to the south.\r\nCunent regulations require a water connection ifthc water line is\r\nwithin 1000′ ofthe subject property. Right now, due to recent\r\nconstruction, the water line to the south is around 1,400′ away.\r\n<\/p>\r\n<\/blockquote>\r\n

          \r\nAccording to the\r\n\r\nagenda item sheet<\/a>, the staff doesn’t actually recommend awarding\r\na contract for the Lowndes Middle School utilities lines.\r\nHowever, Lovell Engineering made a recommendation that\r\nwas included in the county response to the LAKE open records request as\r\n\r\nNotice of Award<\/a>,\r\nso maybe county staff outsourced the decision to Lovell Engineering,\r\nto the tune of either\r\n$1,041,714.50 or $1,109,582.00.\r\n

          \r\n\r\n<\/a>\r\nHISTORY, FACTS AND ISSUES: The Lowndes County Engineering and Utilities\r\nDepartment has requested proposals for the South Perimeter Road\r\nUtility Extension Project. This project will consist of installing a\r\n12″ water main to service the south Perimeter Road area\r\ndevelopments as well as Lowndes Middle School and will include the\r\ninstallation of a booster pump for additional flow to this area. The\r\nproject will also include the installation of an 8″ sewer force main\r\nand regional lift station to service this area with public sewer.\r\nAttached Is a copy of the bid tabulation sheet, notice of award and\r\nassociated contract.\r\n<\/p>\r\n

            \r\nHISTORY, FACTS AND ISSUES: The Bevel Creek lift station is a triplex\r\nstation that delivers over 60% of the wastewater flow to Land\r\nApplication System. Currently, the county is mnning on two pumps at\r\nthis station. The pump that is out of service is a Flygt pump that\r\nwas built in 1992. Staff received a quote to repair this pump for\r\n$40,063.50. Two additional quotes were received for a new Flygt pump\r\nfor $58,097.10 and a new Wilo pump for $38,930.50 After considerable\r\nresearch staff recommends the purchase of the Wilo pump at the Bevel\r\nCreek lift station.\r\n<\/p>\r\n<\/blockquote>\r\n<\/p>\r\n

The pump that is out\r\nof service is a Flygt pump that was built in 1995. Staff received a\r\nquote to have to pump repaired for $32,554.90. Two additional quotes\r\nwere received for a new Flygt pump for $69,755.00 and a new Wllo\r\npump for $35,144.20. After considerable research staff recommends the\r\npurchase of the Wilo pump at the Coleman Road lift stationt\r\n<\/p>\r\n<\/blockquote>\r\n<\/ol>\r\n
