for\n(James Wright of District 1, Hoke Hampton of District 3,\nAlvin Payton of District 4, and Ben Norton At Large)\nand 2 against\n(Robert Yost of District 6 and Tim Carroll of District 5).\n<p>\nThat means Ben Norton changed his vote since since\n<a href=\"\/blog\/2011\/08\/5a-vote-to-put-school-consolidation-referendum-on-ballot-tim-carroll-vcc-25-august-2011.html\">\ntheir last non-binding vote related to school consolidation.<\/a>\n(Nonbinding because <a href=\"\/blog\/2011\/10\/school-consolidation-statement-tonight-at-valdosta-city-council.html\">\nthey didn&#8217;t have any authority to decide whether the referendum\nwent on the ballot or not.<\/a>)\nCouncil Deidra White of District 2 was absent throughout the meeting,\nwhich I find rather odd since she seemed quite aware when I spoke to her\nthe previous day that this vote was going to occur.\nBack in August\n<a href=\"\/blog\/2011\/08\/5a-vote-to-put-school-consolidation-referendum-on-ballot-tim-carroll-vcc-25-august-2011.html\">\nshe voted against putting the referendum on the ballot.<\/a>\nYes, I know the motion was not exactly the same, so the votes\nare not exactly comparable.\nIn any case, this time there was no tie and thus no need for the (new)\nmayor to break a tie.\n<p>\nHere&#8217;s\n<a Consolidation\n<\/H3>\n<p>\n<strong>WHEREAS<\/strong> the subject of school consolidation has been discussed\nfor many years in Valdosta and Lowndes County at various community\nmeetings and retreats and has been formally studied on more than one occassion,\nand\n<p>\n<strong>WHEREAS<\/strong>\nthe City of Valdosta does not oppose the concept of consolidation, and\n<p>\n<strong>WHEREAS<\/strong>\nmost school system and government consolidations have directly\ninvolved the governing authorities themselves from the outset of the effort, and\n<p>\n<strong>WHEREAS<\/strong>\nmost consolidations provide a\nspecific and detailed plan whereby voters could make an informed decision, and\n<p>\n<strong>WHEREAS<\/strong> most consolidations\nhave an agreed-upon charter which spells out\nthe details of the consolidation plan so that an informed vote can be made, and\n<p>\n<strong>WHEREAS<\/strong>\nmost consolidations are voted on by all of the citizens affected by the decision,\nand not just a portion of them, and\n<p>\n<strong>WHEREAS<\/strong> voters in unincorporated Lowndes County,\nHahira,\nLake Park,\nDasher,\nand Remerton\nwill not be allowed to vote, and\n<p>\n<strong>WHEREAS<\/strong>\nthere are many unanswered questions, such as\nrepresentation, number of school board seats, school districts,\ncontinuance or elimination of\nprograms,\nuse of facilities\npotential tax consequences, for which there are no answers\nand no specifics on which to base an informed decision, and\n<p>\n<strong>WHEREAS<\/strong>\nboth the Valdosta and Lowndes County school systems\nare financially viable and well-managed by their respective boards\nwith competent staff, and\n<p>\n<strong>WHEREAS<\/strong>\nany plan of consolidation should be built from the ground up\ninvolving and including all stakeholders and affected parties in the process,\nand\n<p>\n<strong>WHEREAS<\/strong>\nthe Mayor and City Council are strong advocates of the right of citizens\nto vote, however\nthe absence of knowledge as to the consequences of\nvoting for a plan that does not exist could be severe, and\n<p>\n<strong>WHEREAS<\/strong>\nif the citizens of Valdosta vote to give up the Valdosta City School System\nCharter with no details or plan on which to base an educated vote,\nunder Georgia state law the city voters will not have the right\nto vote to recreate the City school system\nif they do not like the plan that will eventually be created and implemented,\nand\n<p>\n<strong>WHEREAS<\/strong>\nthe Mayor and Council believe that when asked to vote for something\nas important as\nschool\nconsolidation\nall voters of the city and county should be allowed to vote,\nand a specific plan to include implementation should be presented\nto them to vote upon,\n<p>\n<strong>\nNOW THEREFORE\n<\/strong>\nthe Valdosta City Mayor and Council, while\nnot opposing the concept of consolidation,\nand strongly favoring the right of all affected citizens to vote,\nhereby opposes the current proposal because there is no plan,\nand one half of the community is prohibited from voting on a decision\nthat affects the entire community and its future.\n<p>\n<strong>\nSO APPROVED\n<\/strong>\nthis sixth day of October 2011.\n<\/blockquote>\n<p>\nPS to all elected and appointed local governmental bodies:\nif you&#8217;re going to vote on a statement to affect public opinion,\nwould it kill you to have it ready to go up on your website very\nshortly after you vote on it?\nThe\n<a href=\"\/blog\/2011\/08\/valdosta-school-board-statement-against-school-consolidation.html\">\nValdosta Board of Education<\/a> did so quite rapidly.\n<a href=\"\/blog\/2011\/08\/lcboe-resolution-against-school-consolidation-read-by-supt-smith.html\">\nLowndes County Board of Education<\/a> did after a few days.\nIf the Valdosta City Council has done so even yet after\nthree days, I can&#8217;t find it, and I hope somebody will point it out.\nI mean really, public officials, if little old LAKE is faster than
