\r\nLast I heard, Grady Electric Membership Corporation<\/a> had still not done the grid connect, 8 weeks later.\r\nSomething about wanting insurance.\r\n\r\nColquitt EMC<\/a> never asked for that when they connected my panels.\r\n\r\n\r\n

\r\nAnd there’s this interesting part in \r\nO.C.G.A. § 46-3-50\r\nThe Georgia Cogeneration and Distributed Generation Act of 2001<\/a>,\r\nesp.\r\n§ 46-3-56.\r\nRequirement to purchase energy from customer generator; safety standards and\r\nregulations,\r\n

\r\n

\r\n(a) An electric service provider will only be required to purchase\r\nenergy as specified in Code Section 46-3-55 from an eligible\r\ncustomer generator on a first-come, first-served basis until the\r\ncumulative generating capacity of all renewable energy sources\r\nequals 0.2 percent of the utility’s annual peak demand in the\r\nprevious year; provided, however, that no electric service provider\r\nwill be required to purchase such energy at a price above avoided\r\nenergy cost unless that amount of energy has been subscribed under\r\nany renewable energy program.\r\n<\/p>\r\n

\r\n(b) Once the capacity is subscribed, an electric service provider\r\nmay purchase energy from an eligible customer generator at a cost of\r\nenergy as defined for a utility by the commission, in the case of an\r\nelectric utility, or by the appropriate governing body, in the case\r\nof any other electric service provider or electric supplier.\r\n<\/p>\r\n

\r\n(c) A distributed generation facility used by a customer generator\r\nshall include, at the customer’s own expense, all equipment\r\nnecessary to meet applicable safety, power quality, and\r\ninterconnection requirements established by the National Electrical\r\nCode, National Electrical Safety Code, the Institute of Electrical\r\nand Electronics Engineers, and Underwriters Laboratories.\r\n<\/p>\r\n

\r\n(d) The commission, in the case of an electric utility, or the\r\nappropriate governing body, in the case of other electric service\r\nproviders or electric suppliers, after appropriate notice and\r\nopportunity for comment, may adopt by regulation additional safety,\r\npower quality, and interconnection requirements for customer\r\ngenerator that the commission or governing body determines are\r\nnecessary to protect public safety and system reliability.\r\n<\/p>\r\n

\r\n(e) An electric service provider may not require a customer\r\ngenerator whose distributed generation facility meets the standards\r\nin subsections (a) and (b) of this Code section, to comply with\r\nadditional safety or performance standards, perform or pay for\r\nadditional tests, or purchase additional liability insurance.\r\n<\/p>\r\n

\r\n(f) No electric service provider or electric supplier shall be\r\nliable to any person, directly or indirectly, for loss of property,\r\ninjury, or death resulting from the interconnection of a cogenerator\r\nor distributed generation facility to its electrical system.\r\n<\/p>\r\n<\/blockquote>\r\n

\r\nEspecially given (e) and (f), I have to wonder how such a demand\r\nby an EMC for insurance can even be legal.\r\nIt’s not like (a) Grady EMC has a ton of solar generators or (b) the local generator has any choice about what they get paid for the solar power they sell to the EMC.\r\n
