{"id":1226,"date":"2011-12-08T16:51:04","date_gmt":"2011-12-08T21:51:04","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/2011\/12\/some-answers-and-some-remaining-questions-about-the-comprehensive-plan.html"},"modified":"2011-12-08T16:51:04","modified_gmt":"2011-12-08T21:51:04","slug":"some-answers-and-some-remaining-questions-about-the-comprehensive-plan","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2011\/12\/some-answers-and-some-remaining-questions-about-the-comprehensive-plan.html","title":{"rendered":"Some answers and some remaining questions about the Comprehensive Plan"},"content":{"rendered":"<a href=\"\/blog\/2011\/11\/dont-we-still-need-farmers-to-feed-us-gretchen-quarterman-glpc-28-november-2011.html\">\nWhen I spoke<\/a> at the\nGreater Lowndes Planning Commission (GLPC) about\n<a href=\"\/blog\/2011\/12\/how-to-read-comprehensive-plan-documents-.html\">\nthe Short Term Work Projects (STWP) document<\/a>\non Monday, November 28th,\nI had questions about several sections,\nand many of the deleted or modified items.\nThe next day I met with\n<a href=\"\/blog\/2011\/12\/were-not-done-working-on-this-jason-davenport-glpc-28-november-2011.html\">\n<img decoding=\"async\" style=\"float:right;border:none;\"   src=\"http:\/\/farm7.staticflickr.com\/6124\/5951595475_ccd8958b7f_m.jpg\"><\/a>\n<a href=\"\/blog\/2011\/12\/were-not-done-working-on-this-jason-davenport-glpc-28-november-2011.html\">\nLowndes County Planner Jason Davenport<\/a>\nto discuss my questions.\nSome of my questions were answered to my satisfaction, some I still\nhad concerns about, and some are still unanswered because they were\nnot actually in his area of expertise.\n<p>\nThe document covers all the cities in Lowndes County as well as the\nunincorporated area.  I did get some questions about Valdosta projects\nanswered by Valdosta City Planner Matt Martin in a telephone conversation.\n<p>\nQuestions I had about Conservations of Sensitive Areas were answered in detail.\nFor example:\n\n<!--more-->\n<blockquote>\n&#8220;4.1.1 &#8211;  Direct growth away from natural areas unsuitable for development\nby utilizing Environmental Resource and Conservation Zoning districts.&#8221;\n<\/blockquote>\nI wondered &#8220;Why would we stop doing this?&#8221;\n<p>\nEspecially when section\n4.1.3 says\n<blockquote>\n&#8220;Direct growth away from natural areas unsuitable for development through\ndevelopment review and rezoning processes.&#8221;\n<\/blockquote>\nThe discussion centered about Conservation Zoning districts which are\na tool in the planning and zoning tool box and in fact an example of the\nimplementation of 4.1.3.\nPerhaps language will be added to 4.1.3 to indicate that tool.\n<p>\nI wondered why section\n<blockquote>\n&#8220;4.1.2 &#8211; Provide education on importance of Groundwater Recharge Areas and Wetlands.&#8221;\n<\/blockquote>\nwas being deleted.\nPlanner Davenport explained that he felt that simply\nproviding access to a document isn&#8217;t necessarily education (I must say I\nagree), and that the county does not have an active education program on\nGroundwater Recharge and Wetlands.  However, when someone is considering\ndevelopment of a piece of property, information about the recharge or\nwetland of that specific property is provided to the individual, along\nwith information about local regulations.\n<p>\nContinuing on in the section\n<blockquote>\n&#8220;4.1.4 &#8211; Continue active enforcement of the Water Resource Protection\nDistrict Ordinance (WRPDO)&#8221;\n<\/blockquote>\nchanged to\n<blockquote>\n&#8220;Continue active enforcement of regulations pertaining to protected\nwater resources&#8221;\n<\/blockquote>\nI wondered why this language was made less specific, and in my mind weaker.\nIt turns out that there is no longer a Water Resource Protection District\nOrdinance but rather there are a sections in the ULDC and LDR that are\nspecifically about water protection regulations.\n<p>\nAnd so, my questions about section 4.1 were resolved.
