{"id":12242,"date":"2015-02-10T13:09:50","date_gmt":"2015-02-10T18:09:50","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=12242"},"modified":"2015-02-10T13:10:49","modified_gmt":"2015-02-10T18:10:49","slug":"oppose-reducing-sales-tax-funding-to-local-goverments-lowndes-county-board-of-education-against-hb-170","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/oppose-reducing-sales-tax-funding-to-local-goverments-lowndes-county-board-of-education-against-hb-170.html","title":{"rendered":"Oppose reducing sales tax funding to local goverments &#8211;Lowndes County Board of Education against HB 170"},"content":{"rendered":"<p>\r\nAccording to Terri Welden at the Lowndes County School Superintendent&#8217;s\r\noffice just now,\r\n<a href=\"https:\/\/twitter.com\/LowndesVikings\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"https:\/\/pbs.twimg.com\/profile_images\/1637704880\/LowndesCountySchools_200x200.png\"><\/a>\r\nthe Lowndes County Board of Education unanimously passed a resolution\r\nagainst HB 170 last night.\r\nIt reads in part:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\n<strong>\r\nWHEREAS<\/strong>, this Board urges the members of the Georgia General Assembly\r\nand our local delegation to strongly oppose any provision or measure to reduce\r\nallocation of sales tax funding to local governments;\r\n<\/blockquote>\r\n<p>\r\nHere&#8217;s\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/wp-content\/uploads\/2015\/02\/ResolutionXOpposingXTransportationXPlanXHB170.pdf\">\r\nthe entire LCBOE resolution<\/a>,\r\nwhich is quite similar to the ones passed that same night by the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/hb-170-would-have-a-devastating-effect-on-our-community-valdosta-board-of-education.html\">\r\nValdosta Board of Education<\/a>\r\nand the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/12-million-loss-to-local-lowndes-county-governments-text-of-valdosta-resolution-against-hb-170.html\">\r\nValdosta City Council<\/a>.\r\nWhat will the\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/hb-170-counties-vs-cities-lcc-2015-02-10.html\">\r\nLowndes County Commission<\/a> do at its meeting tonight that still\r\ndoesn&#8217;t even have HB 170 on its\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/partial-packet-items-lcc-2015-02-09.html\">agenda<\/a>?<!--more-->\r\n\r\n\r\n<blockquote style=\"font-size:100%\">\r\n<p style=\"text-align:center\">\r\nA RESOLUTION TO OPPOSE THE STATE OF GEORGIA&#8217;S TRANSPORTATION\r\n<br>\r\n FUNDING ACT OF 2015\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  the Joint Study Committee on Critical\r\nTransportation Infrastructure Funding has issued a report which\r\nidentifies the need for the State of Georgia to raise additional\r\nrevenue to address transportation needs; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  House Bill 170 has now been introduced\r\nwhich recommends the state invest over $1 billion annually in\r\ntransportation related projects, with over $500 million of the $1\r\nbillion coming from local sales taxes from cities, counties and\r\nschool systems; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  in 2013, local governments in Georgia\r\ncollected $516 million in local sales taxes (LOST, SPLOST, ELOST,\r\nESPLOST, HOST, MARTA and Atlanta&#8217;s MOST) from the sales of motor\r\nfuel; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  if motor fuel is removed or exempted from\r\nlocal sales taxes, the Georgia Municipal Association estimates that\r\nLowndes County could lose approximately $12,387,653.89 million\r\nannually, including proceeds to the Valdosta City government, the\r\nLowndes County government and the Lowndes County and Valdosta City\r\nSchool Systems; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  the proposed bill would reduce local\r\nSPLOST funding, local LOST collections used for funding services and\r\nproperty tax reduction and local E-SPLOST funding to the school\r\nsystems by approximately $4,129,217.96 for each tax annually; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  in 2013, the total amount of SPLOST funds\r\nspent on transportation by the cities and counties of Georgia was\r\napproximately $746 million; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  Georgia&#8217;s local governments have made and\r\ncontinue to make substantial investments toward transportation\r\nprojects; and\r\n<\/p>\r\n<p>\r\n<strong>WHEREAS<\/strong>,  this Board urges the members of the\r\nGeorgia General Assembly and our local delegation to strongly oppose\r\nany provision or measure to reduce allocation of sales tax funding\r\nto local governments;\r\n<\/p>\r\n<p>\r\n<strong>\r\nNOW, THEREFORE, BE IT RESOLVED<\/strong> the Lowndes County Board of Education\r\nin Valdosta, Georgia hereby urges the Georgia General Assembly and\r\nour local delegation to strongly oppose any bill, provision or\r\nmeasure to re-allocate local sales tax funding from local\r\ngovernments to the state of Georgia.
