{"id":12192,"date":"2015-02-09T17:23:39","date_gmt":"2015-02-09T22:23:39","guid":{"rendered":"http:\/\/www.l-a-k-e.org\/blog\/?p=12192"},"modified":"2015-02-09T17:30:39","modified_gmt":"2015-02-09T22:30:39","slug":"kinder-morgans-palmetto-pipe-line-to-savannah-and-jacksonville","status":"publish","type":"post","link":"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/kinder-morgans-palmetto-pipe-line-to-savannah-and-jacksonville.html","title":{"rendered":"Kinder Morgan&#8217;s Palmetto Pipe Line to Savannah and Jacksonville"},"content":{"rendered":"<p>\r\nIf you thought Sabal Trail was a one-off pipeline, think again.\r\n<a href=\"http:\/\/www.pipeline-conference.com\/news\/kinder-morgan-announces-open-season-1-billion-southeast-us-palmetto-project\">\r\n<img decoding=\"async\" style=\"float:right;border:none;width:300px\" src=\"http:\/\/www.pipeline-conference.com\/sites\/default\/files\/styles\/large\/public\/field\/image\/kinder-morgan-palmetto-project-map.jpg?itok=MwfN9qnb\"><\/a>\r\nKinder Morgan wants to build another pipeline conveniently past Elba Island LNG\r\nthrough Savannah and Jacksonville.\r\nApparently it&#8217;s not actually for methane, but it&#8217;s still another\r\nfossil fuel boondoggle among many that local and state governments\r\nand NGOs need to proactively deal with instead of each type one by one.\r\n<p>\r\nChip Harp, Valdosta Today, 9 February 2015,\r\n<a href=\"http:\/\/valdostatoday.com\/2015\/02\/savannah-new-nat-gas-pipeline-to-fuel-coast\/\">New Nat Gas Pipeline to Fuel Coast<\/a>,<!--more-->\r\n\r\n\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nSAVANNAH &mdash; Kinder Morgan has announced plans to construct a\r\n360-mile pipeline to connect Coastal Georgia with a major existing\r\npipeline running across the Southeast.\r\n<\/p>\r\n<p>\r\nThe pipeline will run parallel with the Savannah River and bring\r\ngas, diesel and ethanol from Louisiana, Mississippi and South\r\nCarolina to Savannah and Jacksonville and other related\r\ndesitinations.\r\n<\/p>\r\n<p>\r\nThe Palmetto Pipeline, as it is being called, will hook up with\r\nexisting pipelines to move 167,000 barrels a day of refined\r\npetroleum products from Baton Rouge, Collins and Pascagoula, MS, and\r\nBelton, SC to North Augusta, Savannah and Jacksonville.\r\n<\/p>\r\n<p>\r\nKinder Morgan filed paperwork with the Federal Energy Regulatory\r\nCommission, according to reports, suggesting the pipeline will\r\npositively impact Savannah and Jacksonville. Company spokesmen said\r\nit should decrease prices to consumers now only serviced by truck or\r\nmarine.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nIt&#8217;s FERC Docket OR15-13, started 23 January 2015, and so far there\r\nare no comments nor motions to intervene.\r\n<\/p>\r\n<p>\r\nThis is not news to the pipeline industry. Dennis Fandrich, Pipeline Conference, 5 August 2014,\r\n<a href=\"http:\/\/www.pipeline-conference.com\/news\/kinder-morgan-announces-open-season-1-billion-southeast-us-palmetto-project\">\r\nKinder Morgan Announces Open Season for $1 billion Southeast US Palmetto Project<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nKinder Morgan Energy Partners, L.P. today announced yesterday the\r\nlaunch of a binding open season to solicit commitments for the\r\nproposed Palmetto Project, which offers shippers a new refined\r\nproducts service to move gasoline, diesel and ethanol from\r\nLouisiana, Mississippi and South Carolina to points in South\r\nCarolina, Georgia and Florida. The approximately $1 billion project\r\nhas a design capacity of 167,000 barrels per day and would consist\r\nof a segment of expansion capacity that Palmetto would lease from\r\nPlantation Pipe Line Company between Baton Rouge, Louisiana, and\r\nBelton, South Carolina. A new 360-mile pipeline from Belton, South\r\nCarolina, to Jacksonville, Florida, would also be constructed as\r\npart of the project.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nHere&#8217;s Kinder Morgan&#8217;s own <a href=\"http:\/\/www.kindermorgan.com\/business\/products_pipelines\/palmetto\/\">Palmetto Project<\/a> pipeline page,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nKinder Morgan is proposing the Palmetto Project, which will allow\r\nthe company to offer a new service to move refined petroleum\r\nproducts from Baton Rouge, Louisiana, Collins and Pascagoula,\r\nMississippi, and Belton, South Carolina to North Augusta, South\r\nCarolina, Savannah, Georgia and Jacksonville, Florida. A new 360-mile pipeline from Belton, South\r\nCarolina to Jacksonville, Florida would also be constructed as part\r\nof the project.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nAnd here&#8217;s the Elba Island corporate connection spelled out.\r\nMary Landers, SavannahNow, 9 February 2015,\r\n<a href=\"http:\/\/savannahnow.com\/news\/2015-02-07\/pipeline-bring-savannah-gas-diesel-and-ethanol-gulf\">\r\nPipeline to bring Savannah gas, diesel and ethanol from Gulf<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe parent company of Elba Island&#8217;s liquefied natural gas facility\r\nis planning a new 360-mile pipeline that will parallel the Savannah\r\nRiver and bring gas, diesel and ethanol from Louisiana, Mississippi\r\nand South Carolina to Savannah and Jacksonville, among other\r\ndestinations&#8230;.\r\n<\/p>\r\n<p>\r\nPlans call for a 16-inch and 20-inch diameter pipeline extending\r\nfrom Belton, S.C., to Jacksonville and 3.8 million cubic feet of\r\n&ldquo;breakout tankage.&rdquo;\r\n<\/p>\r\n<p>\r\nThe\r\n<a href=\"http:\/\/www.savannahriverkeeper.org\/\">\r\nSavannah Riverkeeper<\/a> learned of the pipeline plans from Burke\r\nCounty residents who received notices on their doors recently\r\ntelling them they would be approached for purchasing rights-of-way.\r\n<\/p>\r\n<p>\r\n<a href=\"http:\/\/www.savannahriverkeeper.org\/staff.html\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/www.savannahriverkeeper.org\/uploads\/1\/0\/7\/7\/10770018\/2098275.jpg\"><\/a>\r\n&ldquo;My main concern is that this is greatly increasing the\r\nchances for spills and issues throughout the entire basin,&rdquo;\r\nsaid Tonya Bonitatibus. &ldquo;North Augusta already has a pipeline,\r\nso this is not necessary, and the potential for damage is far too\r\ngreat. We must start moving in a direction of sustainable energy\r\nsources, and this is a move completely in the wrong\r\ndirection.&rdquo;\r\n<\/p>\r\n<p>\r\nFor some in Savannah, any activity involving Kinder Morgan brings an\r\nunwelcome reminder of a nearly two-year battle with its predecessor\r\nat the Elba Island LNG facility, El Paso Corp., which sought\r\npermission to reopen a truck-loading facility there in 2010.\r\n<\/p>\r\n<p>\r\nThe City Council held that the company had promised not to truck LNG\r\nthrough the city, and officials were miffed when the company didn&#8217;t\r\ninform them directly about its plans to haul up to 58 tanker\r\ntruckloads a day across DeRenne Avenue. El Paso ultimately dropped\r\nthat plan in early 2012 as the production of domestic natural gas\r\nsoared and the market for imported LNG dried up.\r\n<\/p>\r\n<p>\r\nKinder Morgan took over the facility that May and has been working\r\nwith regulators on plans to add export capacity to Elba. FERC is now\r\npreparing an environmental assessment of the project.\r\n<\/p>\r\n<p>\r\nThe pipeline project, which does not involve natural gas, is\r\nseparate from the Elba expansion.\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nIs it separate?\r\nIf the Palmetto Pipeline can carry various kinds of &#8220;refined petroleum products&#8221;,\r\nwhat stops it from carrying methane?\r\n<p>\r\nIn any case, it&#8217;s yet another fossil fuel boondoggle that needs to be dealt with.\r\nMary Landers, Augusta Chronicle, 8 February 2015,\r\n<a href=\"http:\/\/chronicle.augusta.com\/latest-news\/2015-02-08\/gas-pipeline-expand-along-savannah-river\">\r\nGas pipeline to expand along Savannah River<\/a>,\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nPam Miller, a local activist who co-founded Citizens for a Safe\r\nSecure Savannah to keep those trucks off DeRenne, said she wants to\r\nknow what will happen to the gas, diesel and ethanol that&#8217;s not used\r\nin Savannah but transported out from the terminal.\r\n<\/p>\r\n<p>\r\n&ldquo;Where does the excess go and how does it go?&rdquo; she\r\nasked. The city should be proactive, rather than leaving hazmat\r\nroutes to the state, she said.\r\n<\/p>\r\n<p>\r\n&ldquo;It&#8217;s honestly something that should have been addressed when\r\nwe dealt with LNG,&rdquo; she said. &ldquo;The city still has not\r\ndone anything to deal with hazardous materials or dedicating any\r\nroads. There was some thought that once the Truman (Parkway) opened\r\nthat would happen there. But once LNG was off the table they&#8217;re not\r\nthinking.&rdquo;\r\n<\/p>\r\n<\/blockquote>\r\n<p>\r\nFracking, pipeline, and LNG export\r\ncompanies all coordinate in conferences, blogs, &#8220;open seasons&#8221;, etc.\r\nPipeline opponents are starting to do the same.\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"If you thought Sabal Trail was a one-off pipeline, think again.
