href=\"http:\/\/www.wwals.net\/2014\/08\/23\/alapaha-river-us-84-endpoint-sundays-wwals-outing-24-august-2014\/\">\r\n<img decoding=\"async\" style=\"float:right;border:none\" src=\"http:\/\/i2.wp.com\/www.wwals.net\/wp-content\/themes\/pianoblack\/img\/\/2014\/08\/f99f2dc5418c59481bc2060bafd40108.jpg\"><\/a>\r\nand here&#8217;s a list of other SPLOST expenditures, from\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/videos-audit-report-and-finance-lcc-2015-02-05.html\">\r\nyesterday&#8217;s Lowndes County Commission Annual Planning Meeting<\/a>.\r\n<p>\r\nCounty Manager Joe Pritchard asked\r\nChad McLeod Project Manager and\r\nMike Fletcher County Engineer to come forward, saying\r\n&ldquo;Turn in your book to that tab&#8230;.&rdquo;\r\nA book you, the taxpaying public reader, do not have.\r\nThe county can publish board packets on their new website if they want to. \r\n<p>\r\nMcCleod presented current facilities for SPLOST VII,\r\nafter a long introduction by Pritchard, who said McLeod\r\nwas the county&#8217;s liaison with Parks and Rec (VLPRA)\r\nand the Sheriff&#8217;s Department\r\nand other offices.\r\nMcLeod said VLPRA projects are built by the county\r\nand turned over to VLPRA for administration, except\r\nfor two projects at Freedom Park, which are being managed\r\nby VLPRA due to House Bill 489.\r\nHe listed dollar amounts.\r\nI couldn&#8217;t catch all of them, but here are some of them:<!--more-->\r\n\r\n\r\n<table>\r\n<tr><td boatramp on the Alapaha River,\r\nas\r\n<a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/alapaha-boat-ramp-progress-lcc-2015-02-05.html\">\r\nGretchen previously reported<\/a>.\r\nCounty Manager Joe Pritchard said Chad McLeod had been dealing with the\r\nboat ramp, and McLeod said:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nWe have an appraisal of the property.\r\nWe&#8217;re working with the owner on a proposal to get back to the board with the\r\nprice of that.\r\nAt this point we do not see any obstacle financially speaking.\r\nDr. Acree has been very cooperative in working with us on this project.\r\n<\/blockquote>\r\n<p>\r\nPritchard asked McLeod to describe what they would do first.\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nOn the Naylor boatramp, we have a proposed engineer hire for this month,\r\nit&#8217;s on the agenda for next week.\r\n<\/blockquote>\r\n <p><strong>Update:<\/strong> The engineering firm from that <a href=\"http:\/\/www.l-a-k-e.org\/blog\/2015\/02\/partial-packet-items-lcc-2015-02-09.html#Professional-Surveying-and-Engineering-Services-for-Naylor-Boat-Ramp\">agenda<\/a> is Innovate Engineering Services<\/a>.\r\n<blockquote>\r\n<p>\r\nWe had a proposal come in from\r\n[inaudible] \r\nprofessional engineer\r\n[&#8230;]\r\nsurvey, topo design model,\r\nand bid documents.\r\nOnce that [&#8230;] is approved\r\nwe can\r\nmove forward with the design of the actual boat ramp,\r\n[&#8230;]\r\nthe road going in, and\r\nalso going forward how we&#8217;re going to\r\nbuild up the driveway.\r\nWe&#8217;ll get that completed as quickly as possible.\r\n<p>\r\nThe only issue  we\r\nhave in proceeding forward\r\nis the\r\nriver has to reach\r\nclose to base flow.\r\n<p>\r\nLast year it took [&#8230;] and DNR about five months of going back and forth\r\njust so they could get a study for where the boat ramp needed to be.\r\nWe started early 2014 and essentially it was September and October\r\nthey came down to do the\r\nstudies for the location.\r\n<p>\r\nWe can go ahead and get the documents done\r\nand all the [&#8230;] ready, ready to go out and bid it.\r\nWe won&#8217;t bid this as soon as the documents are done\r\nbecuase we can&#8217;t do a project in March\r\nand ask them to hold the contract until\r\nSeptember possibly,\r\njust because the price fluctuates.\r\nWe can do a quick bid, a thirty day bid,\r\nadvertise, everything, and get it out the door\r\nas soon as we see the river based on a forecast is base flow.\r\n<p>\r\nWe have a real good idea\r\nhow things are going to lay out down there.\r\nThe\r\nacreage is going to be close to five acres\r\nis what we&#8217;re going to obtain from Dr. Acree.\r\nI&#8217;ve met with Dr. Acree a number of times and talked with him on the phone.\r\n<\/blockquote>\r\n<p>\r\nCommissioner Mark Wisenbaker asked, &#8220;He gonna donate the land?&#8221;\r\n<p>\r\nThe answer wasn&#8217;t completely audible, but basically that didn&#8217;t seem likely.\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nWe went over the appraisal together.\r\nI asked Dr. Acree if he&#8217;d be willing, whatever he&#8217;d be willing to do,\r\nwhat we could do.\r\nHe said, get your numbers together&#8230;.\r\n<p>\r\nIf this project&#8217;s a bust because of you selling the land,\r\nbut if not, we&#8217;ll negotiate a price.\r\n<p>\r\nThe fair market value is $5600 an acre.\r\n<\/blockquote>\r\n<p>\r\nCommissioner Demarcus Marshall wanted to know how deep the river would be.\r\nAnswer:\r\n<blockquote style=\"font-size:100%\">\r\n<p>\r\nThe base flow is about six feet deep.\r\nThe actual boat ramp location is going to be about four or five hundred\r\nyards north of the road.\r\nThere&#8217;s a sandbar; you can see it from the road.\r\nIt will be just above that sandbar.\r\nThat was the best location, based on all the criteria for the boat ramp&#8230;.\r\n<\/blockquote>\r\n<p>\r\nYou can see gauges<\/a> for current levels.\r\nHistorically speaking,\r\n<a href=\"http:\/\/www.wwals.net\/2014\/12\/01\/alapaha-river-rainy-season\/\">\r\nfall is the low water season for the Alapaha River<\/a>,\r\nso they&#8217;re more likely to have issues then with low water well below\r\nsix feet.
