 font-family: Tahoma,sans-serif; font-size 110%\"><span style=\"color: black;\">The\r\n Government Finance Officers Association of the United States and Canada\r\n (GFOA) has presented Lowndes County with the Distinguished Budget Award\r\n for fiscal year beginning July 1, 2014 (Fiscal Year 2015).&nbsp; In \r\norder to receive the budget award, the entity has to satisfy nationally \r\nrecognized guidelines which assess how well the budget serves as a \r\npolicy document, a financial plan, an operations guide and a \r\ncommunications device.&nbsp; Budget documents are rated by three \r\nindependent reviewers and must be rated proficient in all four \r\ncategories to receive the award.&nbsp; The GFOA awards around 1,400 \r\nentities annually throughout the United States and Canada.&nbsp; This is\r\n the ninth consecutive budget award for Lowndes County.<br>\r\n<br>\r\nThe GFOA is a nonprofit professional association serving 18,000 \r\ngovernment finance professionals throughout North America. &nbsp;The \r\nGFOA&#8217;s Distinguished Budget Presentations Awards Program is the only \r\nnational awards program in governmental budgeting.<\/span>&nbsp;<\/span> <br>\r\n<br>\r\n<\/p>\r\n<br>\t\t\r\n<li>\r\n<a name=\"Declaration-of-Surplus-Items\" href=\"#Declaration-of-Surplus-Items\">Declaration of Surplus Items &#8211; Aircards and Cellular Phones<\/a>\r\n<br>\r\n\t\t\t<span style=\"font-family: Tahoma,sans-serif; font-size 110%\">The \r\nLowndes County Finance Department has a number of aircards (used in \r\ncomputers for internet connections) and cellular phones which are no \r\nlonger in use and are ready to be disposed of.&nbsp; Staff requests that\r\n the Board declare these items surplus and authorize the disposal \r\nthrough a recycling company.<\/span>\t\t\r\n<li>\r\n<a name=\"Abandonment-of-Deloach-Road-E-CR-95-\" href=\"#Abandonment-of-Deloach-Road-E-CR-95-\">Abandonment of Deloach Road E (CR 95) <\/a>\r\n<br>\r\n\t\t\t<p class=\"Style1\" style=\"text-align: justify;\"><span style=\"font-family: Tahoma,sans-serif; font-size 110%\">The\r\n County has received a request to abandon Deloach Road E (CR 95), from \r\nits intersection with&nbsp;Inner Perimeter Road&nbsp;to its intersection\r\n with&nbsp;S 94, the entire length being 0.26 miles long and is shown on\r\n the attached drawing.&nbsp; Georgia statute requires an initial \r\ndetermination that the &ldquo;section of the county road system has for any \r\nreason ceased to be used by the public to the extent that no substantial\r\n public purpose is served by it or that its removal from the county road\r\n system is otherwise in the best public interest.&rdquo;&nbsp; If the Board \r\nmakes either or both of these determinations with respect \r\nto&nbsp;Deloach Road E, the statute provides for notice to adjoining \r\nproperty owners, notice to the public by newspaper publication, and a \r\npublic hearing.&nbsp; After the public hearing, the Board &ldquo;may declare \r\nthat section of the county road system abandoned.&rdquo;<\/span><br>\r\n<br>\r\n<\/p>\t\t\r\n<li>\r\n<a name=\"Evidence-Based-Associates-Agreement-for-Service\" href=\"#Evidence-Based-Associates-Agreement-for-Service\">Evidence Based Associates Agreement for Service<\/a>\r\n<br>\r\n\t\t\t<p class=\"Style1\" style=\"text-align: justify;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size 110%\">In\r\n October 2014, following approval by the Board of Commissioners, Lowndes\r\n County submitted a funding proposal to the Criminal Justice \r\nCoordinating Council (CJCC) on behalf of the Lowndes County Juvenile \r\nCourt for funding to implement diversionary programs for youth who score\r\n low on the Predisposition Risk Assessment (PDRA) administered by Intake\r\n Officers of the Juvenile Court.&nbsp; As part of the application \r\nprocess the Board of Commissioners also entered into a Memorandum of \r\nUnderstanding with Evidence Based Associates (EBA) to utilize their \r\nservices if funding for programs was awarded.&nbsp; Lowndes County was \r\nrecently notified that their application has been selected for funding \r\nin the amount of $72,000 which will provide services to 24 youths and \r\ntheir families.&nbsp; EBA has submitted a service agreement which \r\noutlines the scope of work they will provide as well as administrative \r\nprocedures such as billing.&nbsp; Upon approval of this agreement EBA \r\nwill begin implementation of the&nbsp;<\/span><span style=\"line-height: 25.55px; font-size: 15.55px;\">Strengthening<\/span><span style=\"font-size 110%\">&nbsp;Families Program for those youth and their families referred through the Lowndes County Juvenile Court system.<\/span><\/span><\/p>\r\n<p class=\"Style1\" style=\"text-align: justify;\"><span style=\"font-family: Tahoma, sans-serif; font-size 110%\">This\r\n grant program requires no matching funds on the part of Lowndes County \r\nbut is a reimbursement grant.&nbsp; This means that Lowndes County will \r\nbe billed monthly by EBA for services provided and will submit a \r\nreimbursement request once the monthly invoices have been paid.<br>\r\n<br>\r\nServices will be funded utilizing $72,000 in grant funding with no direct budget impact to Lowndes County&#8217;s annual budget.<\/span><\/p>\t\t\r\n<li>\r\n<a name=\"Workers-Compensation-Insurance-Renewal\" href=\"#Workers-Compensation-Insurance-Renewal\">Workers Compensation Insurance Renewal<\/a>\r\n<br>\r\n\t\t\t<p><span style=\"font-family: Times;\"><span style=\"font-family: Tahoma, sans-serif; font-size 110%\">Lowndes\r\n County participates in the ACCG-GSIWCF (Group Self-Insurance Workers \r\nCompensation Fund) Insurance Program (a non-profit, Georgia County \r\ngovernment owned insurance fund).&nbsp;<\/span><\/span><\/p>\r\n<p><span style=\"font-family: Arial;\"><span style=\"font-family: Times;\"><span style=\"font-family: Tahoma, sans-serif; font-size 110%\">The\r\n 2015 renewal premium for Lowndes County is $237,760.00. However, due to\r\n a dividend credit of $15,159.00, the total amount due comes to \r\n$222,601.00. This is a decrease of $9,227.00, from the 2014 renewal of \r\n$231,828.00. It should be noted that the Lowndes County&#8217;s safety\/loss \r\ncontrol program contributed to&nbsp;an additional&nbsp;7.5% \r\nor&nbsp;$19,277.00, reduction in premium costs for 2015. <br>\r\n<br>\r\nStaff is seeking approval of the 2015 ACCG Workers Compensation Insurance renewal in the amount of $222,601.00.<br>\r\n<\/span><\/span><br>\r\n<\/span><\/p>\t\t\r\n<li>\r\n<a name=\"Manhole-Rehabilitation\" href=\"#Manhole-Rehabilitation\">Manhole Rehabilitation<\/a>\r\n<br>\r\n\t\t\t<span style=\"color: black;\"><span style=\" font-family: Tahoma,sans-serif; font-size 110%\">During\r\n routine inspections of the Lowndes County sewer line, it was discovered\r\n that as a result of the&nbsp;corrosive atmosphere from sewer gases, 15 \r\nmanholes have deteriorated and are in need of rehabilitation. <br>\r\n<br>\r\nTwo bids have been obtained:<br>\r\n1) Standard Contractors &#8211; $129,745.00<br>\r\n2) Radney Plumbing &#8211; $97,518.70<br>\r\n<br>\r\nBoth bids include updating the structures to include lining \r\nthe&nbsp;manholes in addition to repairing the brick and mortar. This \r\nwill add life to the structures which&nbsp;vary in age from 7 to 15 \r\nyears.&nbsp;In order to help reduce the need for emergency repairs, \r\nstaff recommends that the Board of Commissioners approve the Radney \r\nPlumbing bid for $97,518.70 &nbsp;to rehabilitate the 15 manholes. <br>\r\n<br>\r\nThese repairs are a budgeted item for FY 2015.<\/span> <br>\r\n<\/span>\r\n<br>\t\t\r\n<\/ol>\r\n<li>\r\n<a name=\"Reports\" href=\"#Reports\">Reports &#8211; County Manager<\/a>\r\n<li>\r\n<a name=\"CWTBH\" href=\"#CWTBH\">Citizens Wishing to be Heard-Please State Your Name and Address<\/a>\r\n<br>\r\n<li>\r\n<a name=\"Adjournment\" href=\"#Adjournment\">Adjournment<\/a>\r\n<\/ol>\r\n<\/blockquote>\r\n<p>\r\n -jsq\r\n<\/p>","protected":false},"excerpt":{"rendered":"Update 25 January 2015: Additional item #5 Anti-Chaining Ordinance Request &#8211; Dr. Amanda Hall; see separate post.
