 font-family: Tahoma,sans-serif; font-size 110%\"><span style=\"color: black;\">The<br \/>\n Government Finance Officers Association of the United States and Canada<br \/>\n (GFOA) has presented Lowndes County with the Distinguished Budget Award<br \/>\n for fiscal year beginning July 1, 2014 (Fiscal Year 2015).&nbsp; In<br \/>\norder to receive the budget award, the entity has to satisfy nationally<br \/>\nrecognized guidelines which assess how well the budget serves as a<br \/>\npolicy document, a financial plan, an operations guide and a<br \/>\ncommunications device.&nbsp; Budget documents are rated by three<br \/>\nindependent reviewers and must be rated proficient in all four<br \/>\ncategories to receive the award.&nbsp; The GFOA awards around 1,400<br \/>\nentities annually throughout the United States and Canada.&nbsp; This is<br \/>\n the ninth consecutive budget award for Lowndes County.<\/p>\n<p>The GFOA is a nonprofit professional association serving 18,000<br \/>\ngovernment finance professionals throughout North America. &nbsp;The<br \/>\nGFOA&#8217;s Distinguished Budget Presentations Awards Program is the only<br \/>\nnational awards program in governmental budgeting.<\/span>&nbsp;<\/span> <\/p>\n<p>\t\t<\/p>\n<li>\n<a name=\"Declaration-of-Surplus-Items\" href=\"#Declaration-of-Surplus-Items\">Declaration of Surplus Items &#8211; Aircards and Cellular Phones<\/a><br \/>\n<br \/>\n\t\t\t<span style=\"font-family: Tahoma,sans-serif; font-size 110%\">The<br \/>\nLowndes County Finance Department has a number of aircards (used in<br \/>\ncomputers for internet connections) and cellular phones which are no<br \/>\nlonger in use and are ready to be disposed of.&nbsp; Staff requests that<br \/>\n the Board declare these items surplus and authorize the disposal<br \/>\nthrough a recycling company.<\/span>\t\t<\/p>\n<li>\n<a name=\"Abandonment-of-Deloach-Road-E-CR-95-\" href=\"#Abandonment-of-Deloach-Road-E-CR-95-\">Abandonment of Deloach Road E (CR 95) <\/a><br \/>\n<\/p>\n<p class=\"Style1\" style=\"text-align: justify;\"><span style=\"font-family: Tahoma,sans-serif; font-size 110%\">The<br \/>\n County has received a request to abandon Deloach Road E (CR 95), from<br \/>\nits intersection with&nbsp;Inner Perimeter Road&nbsp;to its intersection<br \/>\n with&nbsp;S 94, the entire length being 0.26 miles long and is shown on<br \/>\n the attached drawing.&nbsp; Georgia statute requires an initial<br \/>\ndetermination that the &ldquo;section of the county road system has for any<br \/>\nreason ceased to be used by the public to the extent that no substantial<br \/>\n public purpose is served by it or that its removal from the county road<br \/>\n system is otherwise in the best public interest.&rdquo;&nbsp; If the Board<br \/>\nmakes either or both of these determinations with respect<br \/>\nto&nbsp;Deloach Road E, the statute provides for notice to adjoining<br \/>\nproperty owners, notice to the public by newspaper publication, and a<br \/>\npublic hearing.&nbsp; After the public hearing, the Board &ldquo;may declare<br \/>\nthat section of the county road system abandoned.&rdquo;<\/span><\/p>\n<li>\n<a name=\"Evidence-Based-Associates-Agreement-for-Service\" href=\"#Evidence-Based-Associates-Agreement-for-Service\">Evidence Based Associates Agreement for Service<\/a><br \/>\n<\/p>\n<p class=\"Style1\" style=\"text-align: justify;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size 110%\">In<br \/>\n October 2014, following approval by the Board of Commissioners, Lowndes<br \/>\n County submitted a funding proposal to the Criminal Justice<br \/>\nCoordinating Council (CJCC) on behalf of the Lowndes County Juvenile<br \/>\nCourt for funding to implement diversionary programs for youth who score<br \/>\n low on the Predisposition Risk Assessment (PDRA) administered by Intake<br \/>\n Officers of the Juvenile Court.&nbsp; As part of the application<br \/>\nprocess the Board of Commissioners also entered into a Memorandum of<br \/>\nUnderstanding with Evidence Based Associates (EBA) to utilize their<br \/>\nservices if funding for programs was awarded.&nbsp; Lowndes County was<br \/>\nrecently notified that their application has been selected for funding<br \/>\nin the amount of $72,000 which will provide services to 24 youths and<br \/>\ntheir families.&nbsp; EBA has submitted a service agreement which<br \/>\noutlines the scope of work they will provide as well as administrative<br \/>\nprocedures such as billing.&nbsp; Upon approval of this agreement EBA<br \/>\nwill begin implementation of the&nbsp;<\/span><span style=\"line-height: 25.55px; font-size: 15.55px;\">Strengthening<\/span><span style=\"font-size 110%\">&nbsp;Families Program for those youth and their families referred through the Lowndes County Juvenile Court system.<\/span><\/span><\/p>\n<p class=\"Style1\" style=\"text-align: justify;\"><span style=\"font-family: Tahoma, sans-serif; font-size 110%\">This<br \/>\n grant program requires no matching funds on the part of Lowndes County<br \/>\nbut is a reimbursement grant.&nbsp; This means that Lowndes County will<br \/>\nbe billed monthly by EBA for services provided and will submit a<br \/>\nreimbursement request once the monthly invoices have been paid.<\/p>\n<p>Services will be funded utilizing $72,000 in grant funding with no direct budget impact to Lowndes County&#8217;s annual budget.<\/span><\/p>\n<li>\n<a name=\"Workers-Compensation-Insurance-Renewal\" href=\"#Workers-Compensation-Insurance-Renewal\">Workers Compensation Insurance Renewal<\/a><br \/>\n<\/p>\n<p><span style=\"font-family: Times;\"><span style=\"font-family: Tahoma, sans-serif; font-size 110%\">Lowndes<br \/>\n County participates in the ACCG-GSIWCF (Group Self-Insurance Workers<br \/>\nCompensation Fund) Insurance Program (a non-profit, Georgia County<br \/>\ngovernment owned insurance fund).&nbsp;<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial;\"><span style=\"font-family: Times;\"><span style=\"font-family: Tahoma, sans-serif; font-size 110%\">The<br \/>\n 2015 renewal premium for Lowndes County is $237,760.00. However, due to<br \/>\n a dividend credit of $15,159.00, the total amount due comes to<br \/>\n$222,601.00. This is a decrease of $9,227.00, from the 2014 renewal of<br \/>\n$231,828.00. It should be noted that the Lowndes County&#8217;s safety\/loss<br \/>\ncontrol program contributed to&nbsp;an additional&nbsp;7.5%<br \/>\nor&nbsp;$19,277.00, reduction in premium costs for 2015. <\/p>\n<p>Staff is seeking approval of the 2015 ACCG Workers Compensation Insurance renewal in the amount of $222,601.00.<br \/>\n<\/span><\/span><br \/>\n<\/span><\/p>\n<li>\n<a name=\"Manhole-Rehabilitation\" href=\"#Manhole-Rehabilitation\">Manhole Rehabilitation<\/a><br \/>\n<br \/>\n\t\t\t<span style=\"color: black;\"><span style=\" font-family: Tahoma,sans-serif; font-size 110%\">During<br \/>\n routine inspections of the Lowndes County sewer line, it was discovered<br \/>\n that as a result of the&nbsp;corrosive atmosphere from sewer gases, 15<br \/>\nmanholes have deteriorated and are in need of rehabilitation. <\/p>\n<p>Two bids have been obtained:<br \/>\n1) Standard Contractors &#8211; $129,745.00<br \/>\n2) Radney Plumbing &#8211; $97,518.70<\/p>\n<p>Both bids include updating the structures to include lining<br \/>\nthe&nbsp;manholes in addition to repairing the brick and mortar. This<br \/>\nwill add life to the structures which&nbsp;vary in age from 7 to 15<br \/>\nyears.&nbsp;In order to help reduce the need for emergency repairs,<br \/>\nstaff recommends that the Board of Commissioners approve the Radney<br \/>\nPlumbing bid for $97,518.70 &nbsp;to rehabilitate the 15 manholes. <\/p>\n<p>These repairs are a budgeted item for FY 2015.<\/span> <br \/>\n<\/span><br \/>\n<br \/>\t\n<\/ol>\n<li>\n<a name=\"Reports\" href=\"#Reports\">Reports &#8211; County Manager<\/a><\/p>\n<li>\n<a name=\"CWTBH\" href=\"#CWTBH\">Citizens Wishing to be Heard-Please State Your Name and Address<\/a><br \/>\n<\/p>\n<li>\n<a name=\"Adjournment\" href=\"#Adjournment\">Adjournment<\/a>\n<\/ol>\n<\/blockquote>\n<p>\n -jsq<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Update 25 January 2015: Additional item #5 Anti-Chaining Ordinance Request &#8211; Dr. Amanda Hall; see separate post.
