\nThe good news: they didn’t close the road to Hotchkiss Crossing\nat the Alapaha River.\n\n\"Lowndes<\/a>\nThey tabled it until their next meeting, which is in two weeks,\n26 February 2013. Video will follow tomorrow, in which you will\nsee the room was packed, mostly with people opposed to the road closing,\nsome from as far away as Tifton.\nAll concerned now have two weeks to absorb all the new information\nand work out a solution.\n<\/p>\n

\nBelow is what I sent to the Lowndes County Commission at\nCommissioner Joyce Evans’ request before the meeting tonight,\nfollowed by a bit more information.\n<\/p>\n

\nDear Commissioners and County Planner,\n

\nWhen I was talking to Joyce Evans just now, I mentioned the\n100 foot natural vegetative buffer state law requires\nlocal governments to establish next to perennial rivers.\nHere is a summary of the state law, the definition it contains,\nthe GA EPD rules, and some notes on the relevant parts of\nthe Lowndes County Comprehensive Plan.\n<\/p>\n<\/blockquote>\n\n\n

\nLowndes County govt may not be a Qualified Local Government\nunless it has a River Corridor Protection Plan, which it\ndoesn’t at the moment. Turning Hotchkiss Crossing into\na county park could be part of such a plan.\n<\/p>\n

\nThese notes are mostly in the form of links to blog posts, in\nthe interests of time, in getting them in before tonight’s\nmeeting.\n<\/p>\nThanks,\n

\nCounty Planner Jason Davenport pointed out to me\n(still before the meeting) that\n\nLowndes County’s Uniform Land Development Code (ULDC)<\/a>\ndoes have\n\n3.03.00 River Corridor Protection Districts<\/a>\n(and 3.0.2.00 Water Resource Protection Districts\nand 3.03.00 Groundwater Recharge Area Protection Districts\nand 3.05.00 Wetlands Protection Districts)\n<\/p>\n

\n\n\"Buffer<\/a>\nThe 3.03.00 River Corridor Protection Districts are shown on the\n\nWater Resource Protection Districts Ordinance (WRPDO) Overlay Map<\/a>\nwhich does show 100 foot buffers beside each of the Little,\nWithlacoochee, and Alapaha Rivers in Lowndes County.\n<\/p>\n

\nThe buffers are a bit hard to see on the public map, but he\nshowed me on his internal GIS detail of the buffer at Hotchkiss\nLanding and he agreed the boat landing was entirely within\nthe buffer.\n<\/p>\n

\nJason checked and found those maps and districts in the ULDC\nwere adopted in 2003. He did not know whether they were consistent\nwith the 2010 law. I told him that was\nmy point: nobody had had time to absorb all the new information,\nand he agreed.\n<\/p>\n
