\n\n<\/a>\nIn part of her report, Carr writes, “It’s clear that the NCSPCA is\ndysfunctional in many ways. Without standard operating procedures,\nwithout careful record keeping and record retrieval, without trust\nof one another, without a clear chain or command, with any\nstrategies to improve, this organization will continue to disappoint\nand enrage the community,”\n

\nShe continues, “there is an overwhelming culture of distrust at the\nshelter. Some staff distrust the Executive Director, the Executive\nDirector distrusts many of the board members, many board members\ndistrust the Executive Director and some staff and volunteers\ndistrust some staff and staff distrusts some volunteers. Everyone\nseems to distrust someone associated with the SPCA. They gossip,\npass on written complaints about each other to one another, try to\nget each other fired, go behind backs of one another to people in\nauthority and make complaints. The evaluation team has witnessed\nthis rather childish behavior at all levels of the organization, by\nboard members, the Executive Director, staff members, and\nvolunteers.”\n<\/blockquote>\n

\nCharlie Specht wrote for the Buffalo News yesterday,\n\nProbe details ‘horrific’ animal cruelty at Niagara SPCA:\nReport by Erie County counterpart details ‘excruciatingly painful’ euthanasia,<\/a>\n\n\n

\nBarbara S. Carr on Friday released a “horrific” report outlining a\ndysfunctional culture that led the SPCA of Niagara to lose track of\n245 animals and kill others in a painful, cruel manner.\n

\n“Animals were given a shot, which I’m sure hurt, and that caused\nthem to throw up … and then they couldn’t move,” said Carr,\nexecutive director of the Erie County organization, who conducted\nthe three-week investigation.\n

\n“They were injected directly into the heart. This is excruciatingly\npainful,” she said, fighting back tears.\n<\/blockquote>\n

\nThis may be the most interesting part:\n

\nSome people expected the SPCA Serving Erie County to go easy in the\nprobe of its Niagara County neighbor. It didn’t.\n<\/blockquote>\nImagine that!\nA real investigation with real results!\n
